About this file
This document contains questions and answers regarding solicitation W912PB-23-R-3026 for kitchen equipment at DFAC Rittershalle in Grafenwoehr, Germany. The solicitation requires furnishing and installing new kitchen equipment including electric ranges, griddles, pressure kettles, boiling inserts, air fryers, and associated accessories. Bidders must provide the specified models and include splashguards, perforated grates, lifting hooks, and straining sieves as extras. Installation is to be coordinated between contractors and the Defense Public Works department for electrical, plumbing and other infrastructure work. Working hours are from 7am to 7pm Monday through Friday excluding weekends and German holidays, with nighttime access provided as needed by DPW technicians. The questions seek clarification on delivery timelines, availability of shutoff access to water and power, and confirmation that specified extras are required rather than optional. Form W14 is not required for a vendor based in Germany.

Regarding 1) Delivery schedule If award is made prior to 1 October (which would be the case, we assume), a 90 days delivery me line will mean that delivery would have to occur some me in December 2023. Therefore the provided 90 days delivery me and the statement of no delivery before 1-January-2024 are contradictory.
Addi onal note: Considering that delivery should be separately per each Block, delivery and the respec ve installa on would have to be spaced out over at least 3 weeks. Considering the Christmas/New years holiday period, a beginning for work prior to 15-January is unlikely.
We therefore request clarifica on concerning the meline and its contradictory statements (90 days, but not before 1-January).
Answer: 15 January 2023 is reasonable. Work will not be able to begin pre-work is completed by contractor(removal) & Set-up (DPW). 90 days not coun ng weekends, around 15 January 2023 depending on Award date. The storage of equipment is possible at the facility outside un l work begins but this must be coordinated but not un l a er January 1st, 2024.
Regarding 1) Requirement for nigh me work:
The solicita on ini ally st with each item a work me Monday to Friday 0800 to 1500. The Q&A now changes this to mandatory overnight working 1900 to 0500. Due to the overall problem in ge ng professional and well-trained technicians, a requirement to do all work overnight from 1900 to 0500 hours is very problema c. Having technicians work overnight, means that they are not available for day-me work. It also means that cost for all installa on etc work will go up substan ally as working overnight requires mandatory night-shi premium on the hourly wages.
Having a nigh me delivery is also very difficult as that will also involve substan al extra costs.
Please advise if work can be done during the day me as ini ally stated in the solicita on.
Answer: I reviewed this ques on with IACS.
1.) All the regular workers we can let work from 07:00 – 19:00 hrs. from Monday thru Friday (No Weekends or German Holidays). We are able to send on request to IACS for approval forget all regular worker on the access raster. The required paperwork (copy of German ID/Passport and Polizeiliches Fuehrungszeugnis - Criminal record cer ficate) must be send to IACS 3 weeks prior.
2. Delivery Companies: must be signed in on daily bases from 08:00 – 15:00 (No Weekends or German Holidays). We need to know delivery mes 24 hrs. prior for scheduling personal.
These changes will made to safe cost and clarify addi onal ques ons.
Regarding 17) When will DPW perform the electrical work in the wall and the roof? Prior to removal of the old, delivery and installa on of the new equipment?
Answer: DPW work will be performed in parallel with contractor removal of equipment.
Regarding 18) Water lines If the awardee is to remove the old equipment, please confirm that the water valve (where needed and exis ng) can be closed. If that is not possible, please confirm that DPW will provide for a way to turn off the water supply.
Will all connec ons points for the water line be freely accessible and can they be shut off per each Block and per each item requiring a water connec on? Are sufficient water connec on points available per the new equipment that requires water connec on points? Or will this be put in by DPW as needed?
Answer: DPW will perform this task if required. A DPW technician will be onsite for ac ons if need.
Regarding 22) removing of equipment This is confusing. Will DPW remove the current equipment from the kitchen or will this be done by the awardee?
Answer: Disconnec on, and removal exis ng food service equipment to the temp. storage will be on the contractor. Installa on from the NEW equipment will be in coordina on with DPW and myself.

- Form W14There was a ques on asked on what that from is for as it has not been used on previous solicita on. Solicita on p. 60/61 seems to indicate that Form “W14” does not apply to the countries listed on page 61, which includes amongst others Germany.
