(e) For Service and Supply Contracts, the Contractor will complete a USAG Benelux Form 385-

1A-E, USAG Benelux Safety Hazard Analysis, and forward it to the ISO no later than 7 working days prior to the anticipated start of the work.

(f) For military construction (MILCON) and Sustainment Renovation and Modernization (SRM) projects with only one contractor involved, the Contractor Safety Representative (CSR) will meet with the

ISO and COR to review and evaluate all Safety & Occupational Health aspects of the contract. This meeting is primarily to exchange information pertaining to potential hazards generated by the nature of the work to be performed. The meeting should take place no later than 1 week prior to the anticipated start of the work. The CSR will brief the ISO on equipment, machinery, work processes, hazardous products used during the accomplishment of the contract, and all safety measures taken or anticipated to minimize hazards, such as the use of personal protective equipments (PPE’S).

(g) For MILCON and SRM projects with more than one contractor/sub-contractor involved, the

COR will appoint a qualified on-site Safety and Health Pre-Execution Coordinator (SHPEC) in the pre-execution phase of the project. During that phase, the appointed SHPEC will generate a thorough Safety and Health Plan (SHP) that will include the appropriate safety and health precautions related to the project. The SHP will be provided to the contractor, COR, and ISO 7 days prior to the anticipated start of the work. The SHPEC wage and expenses will be paid by the contractor. (h) Prior to the execution phase of the project, the COR will appoint a qualified on-site Safety and Health Execution Coordinator (SHEC). The SHEC shall coordinate all safety and health preventive measures as per the SHP. The SHEC does not act as a substitute for the COR but rather plays the role of an advisor of the contractor. The SHEC will brief the ISO on equipment, machinery, work processes, hazardous products used during the accomplishment of the contract, and all safety measures taken or anticipated to minimize hazards, such as the use of personal protective equipments (PPE’S).

b. The Installation Safety Officer (ISO) will:

(1) Meet with the contractor and the COR 7 days prior to the anticipated start of the work to exchange information as far as hazards present on the installation (in the area where the contractor will operate).

(2) For MILCON and SRM projects with more than one contractor/sub-contractor, where an on-site

SHEC is mandated, meet and address same issues as in Para b.1 above.

(3) During the accomplishment of the contracts, periodically meet with the COR and/or the qualified SHEC to address any upcoming safety issue.

(4) Notify the COR and the Contracting Office (CO) of any non compliance with the Safety &

Occupational Health aspects.

USAG Benelux Memo 385-1 1 July 2010
