1.3.

Definitions

- Abatement: procedures to control fiber release from asbestos-containing materials. Includes removal, encapsulation, enclosure, repair, demolition and renovation activities.

- Air monitoring: the process of measuring the fiber content of a known volume of air collected during a specific period of time. The procedure utilized for air monitoring follows item 148 decies 2.5.6.1. for the measurement of the asbestos content in the air.

- Airlock: a system for permitting ingress and engress with minimum air movement between a contaminated area and an uncontaminated area, typically consisting of two curtained doorways so that one passes through one doorway into the airlock, allowing the doorway sheeting to overlap and close off the opening before proceeding through the second doorway, thereby preventing flow-through contamination.

- Asbestos: the fibrous form of mineral silicates mentioned below and pertaining to the metamorphic rock group of serpentines:

· Chrysotile (# CAS 12001-29-5) and amphiboles:

· Actinolite (# CAS 77536-66-4)

· Amosite (# CAS 12172-73-5)

· Anthrophyllite (# CAS 77536-67-5)

· Crocidolite (# CAS 12001-28-4)

· Tremolite (# CAS 77536-64-6) and any mixture containing one or several of these minerals.

- Asbestos-containing material (ACM): bound or unbound. Material composed of asbestos under any form, in a proportion of more than 1% of the weight of the material, either with asbestos alone or asbestos mixed with other fibrous or non-fibrous materials. ACM may be friable (unbound) and non-friable (bound). A friable material is any material likely to release fibers under the action of shocks, vibrations or air movements. When dry, it can crumble into dust under single hand pressure. The danger of friable ACM is higher than non-friable ACM because of its ability to release fibers, its fragility, or the necessity of fragmenting to remove or evacuate it. However, a non-friable material may, because of its long life, condition, degradation, or the techniques used to remove it, release high amounts of fibers, and may require high protection measures equal to the ones used for the processing of friable ACM.

- Asbestos-containing waste material: Asbestos-containing material or asbestos contaminated objects requiring disposal.

- P.O.C.: an individual qualified by virtue of experience and education, designated as the US Government representative and responsible for overseeing the asbestos abatement project.

- Clean room: an uncontaminated area or room which is a part of the worker decontamination enclosure system with provisions for storage of worker’s street clothes and clean protective equipment.

- Coffering: execution of a tight continuous protection, generally rigid, between the ACM and the environment, separated from the ACM (prefabricated elements or thick coating projected on a metallic trellis fixed to the structure). The coffering may be associated to an impregnation or covering.

- Contractor: the individual and/or business with which the US Government arranges to perform the asbestos abatement.

- Curtained doorway: a device to allow ingress from one room to another while permitting minimal air movement between the rooms, typically constructed by placing two overlapping sheets of plastic over an existing or temporarily framed doorway, securing each along the top of the doorway, securing the vertical edge of one sheet along one vertical side of the doorway and securing the vertical edge of the other sheet along the opposite vertical side of the doorway. Other effective designs are permissible.

- Decontamination enclosure system: a series of connected rooms separated from the work area and from each other by air locks, for the decontamination of workers and equipment.

- Demolition: the wrecking or taking out of any load-supporting structural member of a facility together with any related handling operations.

- Encapsulant: a liquid material which can be applied to asbestos-containing material which controls the possible release of asbestos fibers from the material either by creating a tight membrane over the surface (bridging encapsulant) or by penetrating into the material and binding its components together (penetrating encapsulant).

- Encapsulation: the application of an encapsulant to asbestos-containing materials to control the release of asbestos fibers into the air.

- Enclosure: the construction of a protection barrier around asbestos containing material to control the release of asbestos fibers into the air.

- EPA: US Environmental Protection Agency (401, M. Street S.W. – Washington D.C. 20460)

- Equipment decontamination enclosure system: that portion of a decontamination enclosure system designed for controlled transfer of materials and equipment into or out of the work area, typically consisting of a washroom and holding area.

- Equipment room: a contaminated area or room which is part of the worker decontamination enclosure system with provisions for storage of contaminated clothing and equipment.

- Facility component: any pipe, duct, boiler, tank, reactor, turbine, or furnace at or in a facility or any structural member of a facility.

- Facility: any institutional, commercial or industrial structure, installation or building.

- Fixed object: a piece of equipment or furniture in the work area which cannot be removed from the work area because fixed to the building or structure.

- Glovebag technique: a method with limited applications for removing small amounts of friable asbestos-containing material from HVAC ducts, short piping runs, valves, joints, elbows, and other non-planer surfaces in a non-contained (plasticized) work area. The glovebag assembly is a manufactured or fabricated device consisting of a glovebag (typically constructed of 0.3mm transparent polyethylene or polyvinylchloride plastic), two inward projecting longsleeves, an internal tool pouch, and an attached, labeled receptacle for asbestos waste. The glovebag is constructed and installed in such a manner that it surrounds the object or material to be removed and contains all asbestos fibers released during the process. All workers who are permitted to use the glovebag technique must be highly trained, experienced and skilled in this method.

- HEPA air filter or absolute air filter: a high efficiency particulate air filter capable of removing particles ( 0.3 microns in diameter with 99.997% efficiency.

- HEPA vacuum cleaner: a vacuum system equipped with HEPA filter.

- Holding area: a chamber in the equipment decontamination enclosure located between the washroom and an uncontaminated area. The holding area comprises an airlock.

- HVAC: heating, ventilation and air conditioning system.

- Impregnation: spraying or injection of a liquid product (polymere, resin, etc…) whose fluidity allows it to deeply penetrate into the ACM by capillarity, and to fix the fibers by constitution of a binder through direct polymerization.

Control of air quality The approved laboratory will carry out all the air sampling for the contractor.

The approved laboratory will carry out air sampling according to the norms in force described in this chapter.

It is recommended to use following scheme to carry out the air sampling during the project:

· Sampling before removal work: a sufficient number of air sampling (minimum 5) will be carried out before the start of the removal work, in order to determine the existing airborne concentrations (back ground). The sampling will be carried out inside and outside the work area and the building, so as to know the existing levels in normal work conditions.

· Sampling during the disposal work: following measurements of the asbestos fibers air content will be executed daily during the performance of the work:

- 1 sampling in the clean area of the entrance airlock

- 1 sampling at the location of storage of the waste materials

- 1 sampling at the extractors outlet

- 1 sampling at the exit of the material airlock

- 1 sampling in critical areas to be defined according to the situation on site

The concentration for all mentioned measurements must be equal or inferior to 0,010 fiber per cm3 above the asbestos concentration measured before the start of the work.

The sampling at the end of the work must be carried out in an “aggressive” way, by creating an air flow by…
