About this file

This amendment modifies a solicitation for the rehabilitation of miter gates at the National Aeronautics and Space Administration's John C. Stennis Space Center Navigation Lock. The amendment provides clarification responses to questions, adds and modifies mechanical drawings, extends the proposal due date to July 13, 2021, and makes other revisions.

The U.S. Army Corps of Engineers, St. Louis District is seeking a firm to rehabilitate the upper and lower miter gates at the lock, which provides marine access to NASA's test facility. Work includes blasting and painting gates, replacing timber fenders and rubber seals, structural repairs, removing and rehabilitating four hydraulic cylinders, installing stop-logs and performing inspections. The estimated value is between $5-10 million. The solicitation is unrestricted and utilizes NAICS code 237990. The period of performance was extended to 550 days from notice to proceed.

SUMMARY OF CHANGES

SECTION 00 10 00 - SOLICITATION

The following have been added by full text:

AMENDMENT 0003

The above solicitation number is hereby being amended to add the clarification responses to the following and upload the revised mechanical drawings:

The RFP instructions specify all page to be 8x11 except for schedule pages.

For Vol 1 Tab B, the required OSHA 300 logs are issued by OSHA in 8z14 format, and if reduced to 8x11, are very small text and difficult to read. Please clarify if the OSHA 300 logs can be submitted in the Gov’t furnished 8x14 format.

RESPONSE: An alternate 8x14 format is fine for the OSHA logs.

Are the required Volume Title Page, the Table of Contents page, and the “ Proposal Cover Sheet “included in, or counted in, the 20 page limit of Volume 1?

RESPONSE: Section L, Part F.2.c Page Count states that “Pages furnished for organizational purposes only, including cover pages, table of contents, title pages, or divider tabs, are not included in the page limitation.”

The attached solicitation page indicates the requirements for a “Proposal Cover Sheet”.

Should the “Proposal Cover Sheet” be included in each Volume 1,2,3 of the bid submittal.?

RESPONSE: The Proposal Cover Sheet should be provided for each Volume of the bid submittal.

In text of Solicitation Section M‐Evaluation of Volume 1 Subfactor 1 (Page 36/73) states ” Higher evaluation ratings will be given for those proposals … providing letters of commitment from identified subcontractors.”

Question‐ Should we include letters of commitment in Vol 1 per above and as required in Vol 2 small business plan?

RESPONSE: Letters of Commitment should be provided in both Volume 1 and Volume

Drawing M‐501 Item B12 “Gudgeon Bushing” in addendum 1 shows a material of ASTM A273 Type B which is an obsolete specification. Can the government specify the modern material specification and grade of the Gudgeon Bushing?

RESPONSE: “For the Gudgeon Bushing, Mark 11/24‐16, Detail B12, sheet M‐501, the material specification is changed from ASTM A273 Type B to ASTM B505, Alloy No. C86300. All other information related to this bushing remains as detailed on existing Sheet M‐501.”

AMENDMENT 0002

NASA Stennis Space Center Navigation Lock Miter Gate Rehabilitation

Questions & Responses

1. For Volume I, Factor 3, Past Performance - Would the Government consider accepting CPARS in lieu of PPQs?

RESPONSE: PPQs are required and will not be accepted in lieu of CPARs.

2. In which file are the Appendices located? I am unable to find Appendix A (PPQ) and Appendix C (Small

Business Participation Commitment Document) in any of the solicitation files.

RESPONSE: A copy of Appendix A (PPQ) and Appendix C added in Amendment #2

3. Can the approximate weight of silt and debris in the gates be provided?

RESPONSE: Data is not currently available. Contractor shall use their best judgement.

4. Since we have still not seen mechanical drawings uploaded to SAM.gov, thus giving critical suppliers for the contract less than one week to review and ask questions, can the due date for questions be extended to June 25th?

RESPONSE: Mechanical and Reference drawings were added in Amendment #1. The due date for questions shall not be extended.

5. What is the load limit on the bascule bridge?

RESPONSE: A Load Rating Report for the Trent Lott Bascule Bridge has been provided in Amendment #2.

6. At the site visit, it was discussed that the locks cannot be fully dewatered due to a geotechnical limit state on the lock walls. Can geotechnical reports or data (i.e. boring logs) be provided for the site?

RESPONSE: A Lock Investigation Report, Navigation Lock & Bascule Bridge (USACE Mobile District, 2008) has been provided in Amendment #2.

7. Can a wage for Divers and Dive Tenders be provided?

RESPONSE: Divers and Dive Tenders shall be classified as carpenter on Davis Bacon Wage Determination.

8. File sizes for electronic submittal will likely be too large to email. Will we need to request a link for drop-off of the proposal, and if so what day do we need to do this by?

RESPONSE: Proposal submission will be via email only. The maximum size for files per email is 25 Megabytes (MB). Proposal must be submitted in Adobe PDF format. Each volume shall be submitted as a separate file.

9. We cannot find referenced Appendix A (Past Performance Questionnaire) or Appendix C (Small Business Participation Commitment Document) in the Solicitation.

10. Do subcontractor past performance documents count towards the 2 to 5 total projects allowed for Volume I, Factor 3 – Past Performance? Or will additional projects be allowed for subcontractors (i.e. 2-5 for the Prime contractor and up to 5 for each Subcontractor)?

RESPONSE: PPQs submitted for major subcontractors are counted towards the maximum of five (5) total projects allowed for Volume I, Factor 3 – Past Performance.

11. Does the Government have a date range in which the lock closure must occur?

RESPONSE: There is not a specified date range for the lock closure and is up to the contractor. Offerors schedule shall detail the planned dates for any lock closure.

12. Are digital signatures acceptable on proposal documents?

RESPONSE: Digital signatures are acceptable.

13. Page 29 of 73, TAB A: Factor 4 – Small Business Participation Plan requires that all offerors complete a Small Business Participation Commitment Document (Appendix C), in accordance with DFARS

215.304. Can you please provide the Appendix C document?

14. Would we be able to get a copy of the sign in sheet for the pre-bid meeting?

RESPONSE: A copy of the Pre-Bid Site Visit Sign-in Sheet was provided in Amendment #1.

15. Currently, the proposals are due Tuesday July 6, which is the day after the observance of the 4th of July (July 5th). Would the Government consider extending the date a couple days, as many subcontractors and specialty trade contractors will also be closed for the holiday. As it stands, subs typically don’t provide numbers until the very close to the date bids/proposals are due, and with the holiday the day before, it is likely competitive pricing won’t be received.

RESPONSE: The proposal due date has been extended to 10:00 AM Central on Tuesday, 13 July 2021.

16. Proposals are to be submitted by email. Due to the potential volume sizes, instead of sending multiple emails with the volumes, would the Government consider providing links to the DoD SAFE Upload site? This would allow offerors to submit all required volumes at one time, and would provide a distinct date/time stamp for submittal/receipt

RESPONSE: Proposal submission will be via email only. The maximum size for files per email is 25 Megabytes (MB). Proposal must be submitted in Adobe PDF format. Each volume shall be submitted as a separate file.

17. Due to the fact that this solicitation requires us to “hold” our pricing for 90 calendar days for acceptance and given the recent uncertainty in materials and labor costs; would the government consider including the FAR Clause 52.216-4, Economic Price Adjustment for Labor and Material in this solicitation?

RESPONSE: FAR Clause 52.216-4, Economic Price Adjustment for Labor and Material has been added to the Solicitation.

18. Looking into the solicitation documents for the Bid Bond info, I was not able to find it. Could you please help me find it or tell me what it is so we can start the process of requesting our bond?

RESPONSE: FAR Clause 52.228-1 52.228-1 Bid Guarantee has been added to the Solicitation.

19. Due to the significant proposal effort required for the specialty nature of this work, and the observed holiday date on July 5, 2021, we request a one week bid date extension to July 13, 2021 or later.

20. Mechanical Drawing Sheets M-101 through M-502 were not provided. Can those be uploaded?

RESPONSE: Mechanical and Reference drawings were added in Amendment #1.

21. Can the reference drawings listed on Sheet G-002 be provided?

22. The solicitation states on page 27 that Past Performance Questionnaires (PPQs) are provided as Appendix A and on page 29 that the Small Business Participation Commitment Document is provided as Appendix C.

However, the solicitation does not appear to include any appendix documents. Will the Government provide these appendix documents in an upcoming amendment?

23. If offerors submit projects completed for the federal government in Factor 3 - Past Performance, will the Government allow for submittal of completed CPAR evaluations in lieu of Past Performance Questionnaires (PPQs)?

RESPONSE: PPQs are required and will not be accepted in lieu of CPARs.

24. Please make available as-built drawings of the existing gates and other relevant structures for this work.

25. Could you provide us the as-built drawings for the miter gates?

26. I noticed on the solicitation W912P921R0036 that the period of performance has different information. The form 1442 states 365 days after receiving the notice to proceed, but on page 15 of section L it states 365 days from date of award. Can you please clarify which of these is correct please?

RESPONSE: The Period of Performance has been extended to 550 days from Notice to Proceed.

27. I know the initial release of the referenced solicitation is listed as a "Draft", but if you didn't know already, I want to make you aware that the "M" Drawings (M-101 thru M-502) were not included in the drawings PDF file, as referenced on Drawing Sheet G-001. Additionally, there were not any "Reference" drawings included as referenced on Drawing Sheet G-002.

28. On page 26 of 73 of the Solicitation states, "To be considered recent work must have been completed within the last five (5) years." Because the past administration cut funding between 2017 and 2020 on the defense contracts, it greatly limited the amount of similar/relevant type work that was available for contractors to complete these past few years. The solicitation is requesting specialized experience on similar structures, but with the limited work, that greatly diminishes the projects a contractor could submit. Can that requirement be extended from the past 5 years to the past 10 years? This will allow more competent contractors to compete.

RESPONSE: The definition of “recent” work has been amended to must have been completed within the last ten (10) years.

29. For Past Performance will the Government accept work still under contract? Can we consider a project that is over 50% complete if we have a current contract with USACE that has had additional work amounting to an increase of over 150% of the original contract?

RESPONSE: Any project may be submitted for consideration as relevant. However, to be considered recent work must have been substantially completed within the last ten (10) years.

30. Page 29 of 73, TAB A: Factor 4 – Small Business Participation Plan requires that all offerors complete a Small Business Participation Commitment Document (Appendix C), in accordance with DFARS

215.304. Can you please provide the Appendix C document?

31. Is it possible to extend the period of performance to 730 days?

RESPONSE: The Period of Performance has been extended to 550 days to allow for increased flexibility.

32. Is it possible to extend the bid due date 1 week? This would allow time to review the drawings in the amendment that recently came out and allow enough time to prepare our plan.

33. Regarding the electronic submittal, what is the maximum size of file(s) per email?

RESPONSE: The maximum size for files per email is 25 Megabytes (MB). Proposal must be submitted in Adobe PDF format. Each volume shall be submitted as a separate file.

34. Do you have as built drawings of the cylinders you could share for the NASA Stennis Space Center Miter Gate Rehabilitation Construction Contract? If not, would replacement cylinders be a solution for the

USACE?

RESPONSE: Mechanical and Reference drawings were added in Amendment #1. The cylinders shall be rehabbed according to the specifications and not replaced.

35. Concerning bid item number A0021 Hydraulic Cylinder Rehabilitation, what is the anticipated scope of work for this item? On document # A02 Mechanical Drawings FINAL Sheet Nos. M-101 and M-102, hydraulic piping is shown under hydraulic cylinder rehabilitation. Will the actual hydraulic cylinders be removed and refurbished or is the rehabilitation strictly pertaining to new hydraulic piping? During the site visit, it was noted that the cylinder rods for the miter gates and tainter valves show signs of degradation. Additionally, the tie rod bolts for the miter gates have significant rust build up that may lead to cylinder failure in the future.

RESPONSE: The scope of Hydraulic Cylinder Rehabilitation is defined in Section 35 05 40 of the Specifications.

36. There is a cylinder drawing on 200CL-M010 of A02 Mech Reference Drwgs. Are there any more detailed drawings for the hydraulic cylinder assemblies to provide better information regarding what parts and pieces would be required to conduct a hydraulic cylinder refurbishment?

RESPONSE: The Mechanical and Reference drawings included in Amendment #1 represent the extent of available information for the hydraulic cylinder assemblies.

37. Please provide the PPQ form referenced in Appendix A (missing) of Section L Tech Proposal Tab C Factor 3 Past Performance Item (k). (Sol. Page 27/73).

RESPONSE:A copy of Appendix A (PPQ) and Appendix C added in Amendment #2

38. Please clarify the following. At the pre-bid meeting, the Corps indicated the Stennis lock was required to be operational during hurricane season (defined in 00 08 00 Section 1.12 as June 1- Nov. 30).

a. This requirement is not included in the bid documents. Please confirm this requirement.

b. What is intended to be the minimum “operational” criteria for the lock?

c. Please indicate the scheduled award date of this contract.

d. The project duration of 365 cal. days does not appear to be enough time if the lock has to operational 180 cal. days of contract time.

RESPONSE: There is not a specified date range for the lock closure and is up to the contractor. Offerors schedule shall detail the planned dates for any lock closure. The anticipated award date is currently August 2021. Offerors should use an anticipated Notice to Proceed date of 01 September 2021 for proposed schedules. Note that these dates could change. The Period of Performance has been extended to 550 days to allow for increased flexibility.

39. Due to the complexity of the work, bid submittal requirements, and scheduled federal holiday, we request an at least one week extension of the bid period.

40. Is the Mississippi state gross receipts tax to be included?

RESPONSE: Contact Mississippi Department of Revenue for applicable state tax exemptions.

41. Is long shore men insurance to be included as part of the Miller Act?

RESPONSE: Insurance requirements are described in FAR 52.228-5 Insurance - Work on A Government Installation and the required insurance text included the solicitation.

42. Is builders risk insurance to be included? There are no limits.

RESPONSE: Insurance requirements are described in FAR 52.228-5 Insurance - Work on A Government Installation and the required insurance text included the solicitation.

43. As noted at the pre-bid what will be the requirements for hurricanes?

RESPONSE: There is not a specified date range for the lock closure and is up to the contractor. Offerors schedule shall detail the planned dates for any lock closure. The Period of Performance has been extended to 550 days to allow for increased flexibility.

44. I want to make you aware that the "M" Drawings (M-101 thru M-502) were not included in the drawings PDF file, as referenced on Drawing Sheet G-001.

45. There were not any "Reference" drawings included as referenced on Drawing Sheet G-002.

46. Can the contractor use the barge dock area as a laydown area for the miter gates in lieu of using deck barges and can the rehabilitation work be completed at this location?

RESPONSE: The barge dock area is available for Contractor use. The Government will consider reasonable alternatives to the use of deck barges if advantageous to the Government.

47. What is the allowable surcharge loadings at the barge dock area?

RESPONSE: No data is currently available related to allowable loadings.

48. What are the allowable surcharge loadings on the ground, adjacent to the lock, at the closest locations to the miter gates? And should the contractor be aware of any susceptible utilities underground?

RESPONSE: No data is currently available related to allowable loadings. No research has been conducted related to the location of underground utilities located at the site.

49. What is the bridge capacity or rating of the bascule bridge over the waterway?

RESPONSE: A Load Rating Report for the Trent Lott Bascule Bridge has been provided in Amendment #2.
