QUESTIONS AND ANSWERS NO. 1

Questions and Answers 19R0039

1. On page 89 of the Section 00 21 13 - "Instructions to Bidders", Section L, 15, Proposal Format - Volume 1 , Tab 1 Factor 1 Technical Approach, Sub-factor (a) - Key Personnel Qualifications, (1) The offeror shall submit on key personnel qualifications for the following positions:

It only indicates (a.) Site superintendent & (b) Contract Quality Control (CQC) system Manager.

Is that the only two that we need to include qualifications on?

Or should we also include Project Manager ?

***GOVERNMENT RESPONSE: Per Section 00 21 12 - Instructions to Bidders, Section L / Part 1 Paragraph 15, Tab 1 Factor 1, Subfactor (a): The two key positions required to be submitted with require documentation are the Site Superintendent and Contract Quality Control (CQC) System Manager.

2. Besides the (3) required PPQ projects listed in the proposal instructions, do you want any other information on list of projects or qualifications that would indicate our capability, past experience and etc on similar work (i.e. a company resume or list of projects)?

If so, would that go in the Tab 2 - Factor 2 - Past Performance sections?

If so, I would refer to previous email with page limit on this section and if the PPQ pages count against the page limits.

***GOVERNMENT RESPONSE: Per Section 00 21 12 - Instructions to Bidders, Section L / Part 1 Paragraph 15, Tab 2-Factor 2, Past Performance it states: “Specifically, the offeror shall identify three (3) projects regarding past performance for each of the two (2) topics below. Both topics can be in the same project if necessary. (1) Utility Work, (2) Recreational Area Rehab”

Any additional information submitted by the offeror to demonstrate past performance is at the discretion of the offeror.

3. If we intend to use a subcontractor (i.e. electrical or plumbing), do we need to list them?

Reading through the instructions, it appears that if we list a subcontractor, we need to include a letter of commitment. Again, would that letter count against the page total?

***GOVERNMENT RESPONSE: See Section 00 21 12 - Instructions to Bidders, Section L / Part 1, Paragraph 11, 11.1, 11.2, 11.3, 11.4. These paragraphs explain the requirements for submission of letters of commitment from Sub-Contractors. In summary, to receive credit towards past experience or past performance of a subcontractor, a letter of commitment is required to be submitted. Letters of commitment count toward the page limitations. Amendment shall be issued to increase the page limitation for Factor 2 - Past Performance from 15 pages to 30 pages.

4. Per previous email question, If the (3) PPQ project pages totaling 12 pages will count against the (15? or 20? ) page limit, that will not leave many pages for any other relevant company information, subcontractor info or letters of commitment.

***GOVERNMENT RESPONSE: Amendment shall be issued to increase the page limitation for Factor 2 - Past Performance from 15 pages to 30 pages.

5. Does cover pages, table of contents page or heading/sections separation pages count as pages against the listed page limits?

***GOVERNMENT RESPONSE: Per Section 00 21 12 - Instructions to Bidders, Section L / Part 1 Paragraph 9.3.6 it states: “Pages furnished for organizational purposes only, such as a “Table of Contents” or divider tabs, are not included in the page limitation.”

6. A clarification question: Is the Contract Quality Control (CQC) System Manager that is referred to in the key personnel section the same thing as a Construction Quality Manager or Quality Control (QC) Manger?

***GOVERNMENT RESPONSE: Yes

7. Going through the bid line items, I did not notice any line items for a track dump or track carrier.

Over the years we have utilized a Komatsu CD60R Crawler Carrier. Basically it’s a track dump that that can rotate 360 degrees and has low ground pressure.

Has been very beneficial in placement of rip rap and other materials in hard to get to places, areas that have very narrow travel routes or to rough of terrain to get tucks into.

The model CD60R is a good size for all-around applications, it large and powerful enough to do the job, but small enough to get to all hard to get to places and tight areas.

Just a suggestion, but you may want to add a bid line item in the equipment for "Track Dump with 360 Degree Rotation Capability" equal to a Komatsu CD60R Crawler Carrier.

***GOVERNMENT RESPONSE: Only the equipment listed in the bid item list are to be priced. Any additional equipment can be acquired through line items xx60, xx61, xx62 depending on the need and circumstances, all details will be negotiated at the time of task order as explained in the specification.

8. Going through the sample task orders, for example task order 1 (Rip Rap at Jackie Branch) or task order 2 (sewer line at North Sandusky), one of the items that will need to be done after the rip rap is placed at Jackie Branch and after the sewer line is replaced at north Sandusky is grading, seeding, fert and mulch (turf establishment).

Reading Section C (description, specs/work statement); 7 (work Items), 7.1 scope "No Added Payment will be made for backfilling, see, mulch of any disturbed areas during these operations” and also Section C (description specs/work statement); 8.7, 5 (establishment of turf "The contractor shall establish turf at no additional cost to the government when completing areas that were disturbed as a result of construction ordered by this contract"

Am I correct, that all backfilling, grading, seeding, fert and mulch is incidental to each of the bid line items?

Other words, on sample task order 1 (rip rap at Jackie branch) & sample task order 2 (sewer line at North Sandusky), there should be no bid line item listed in the cost for turf establishment because it will be incidental to the bid line item rip rap supply & placement line item in task order 1 and incidental to the bid line item sewer line replacement in task order 2, and the cost of the establishment shall be included in those line items?

Just needing to clarify the above so I know to include the turf establishment in the bid line item for rip rap supply & placement for task order 1 and the in the bid line item for sewer line replacement for task order 2 rather than having a bid line item for turf establishment.

***GOVERNMENT RESPONSE: Section C, Paragraph 7.1 Scope shall be revised as follows: "The Work covered by this section consist of furnishing all plant, labor, materials and equipment, and performing all operation in connection with the rehabilitation of facilities, properties and resources specified herein."

Section C, Paragraph 8.7, Sub-Paragraph 5, Establishment of Turf shall be revised as follows, "The work covered by this section consist of furnishing all plant, labor, equipment and materials, and performing all operations necessary for tillage, seeding, fertilizing and mulching in accordance with the requirements of this section. All areas disturbed during construction due to negligence of the contractor shall be repaired, seeded, fertilized, and mulched as specified herein and to the approval of the Contracting Officer at no additional cost to the government. NOTE: EXCEPTION TO PAYMENT UNDER BID ITEM, "ESTABLISHMENT OF TURF": Various bid items for construction efforts include establishment of turf as incidental to the work within the specifications for the required construction effort. For those Bid Items in which establishment of turf is included within the specific construction effort's specifications and measurement and payment, no separate payment shall be made under the Bid Item "Establishment of Turf" and such cost should be included as incidental to the bid item for the specific construction effort being ordered.

Further Clarification.

Section C, Para 8.7, Sub-Paragraph 11 Concrete Installation, and associated sub-paragraphs include establishment of turf in the specifications and measurement and payment. No separate payment will be made for Establishment of Turf.

Section C, Para 8.7, Sub-Paragraph 10 Bedding Material and Rip Rap Stone, and associated sub-paragraphs do not include establishment of turf in the specifications or measurement and payment. Establishment of Turf would be paid on the Bid Item Establishment of Turf if required by the Task Order.

Section C, Para 8.7, Sub-Paragraph 38 Gravity Sewer Installation, and associated sub-paragraphs do not include establishment of turf in the specifications or measurement and payment. Establishment of Turf would be paid on the Bid Item Establishment of Turf if required by the Task Order.

9. To clarify, I do not see any bid line items for mobilization/demobilization, for overhead & profit, insurance, for Project Management, for surveying or layout, or for meetings. I assume that all of this is to be incidental to each bid line item and all this cost for theses listed items shall be included in each of the listed bid line items?

***GOVERNMENT RESPONSE: This is correct.

10. I attended the site visit yesterday for this above mentioned project. Can we get a copy of the sign-ion sheet for the site visit?

***GOVERNMENT RESPONSE: A copy of the sign-in is posted separately.

11. On page 88, for instructions to bidders (section 00 21 13, Part 1, 13.2 ) "format and content of this technical proposal and list of tables, sub-factor a- key personnel qualifications, " it indicates a page limit of (15) for sub-factor a - key personnel but But on page89, 15, "proposal format - Volume 1, sub-factor (a) - Key personnel qualifications, it indicates (20) page limit. Can you use the 20 page limit?

***GOVERNMENT RESPONSE: The limit is 15 pages.

12. On page 88, for instructions to bidders (section 00 21 13, Part 1, 13.2) "format and content of this technical proposal and list of tables", sub-factor b - Work Plan, it indicates page limit of (15) pages.

But on page 90, sub-factor (b) - Work Plan it indicates (10) page limit. Which is correct? And is that number a cumulative total of all pages (all pages for all work items total)? Or is that number the amount of pages allowed for each Work Item?

***GOVERNMENT RESPONSE: The limit is 15 pages for all work items total.

13. On page 88, for instructions to bidders ( section 00 21 13, Part 1, 13.2 ) "format and content of this technical proposal and list of tables", Factor 2, Past Performance indicates page limit of (15) pages.

Does the PPQ forms that we have the client fill out on our past project questionnaire count toward the 15 page limit?

Other words, if the PPQ is 3 pages for each of the three required PPQ, would that count as 12 pages of your 15 page limit? Leaving only 3 pages for other past project references, teaming arrangement and etc? Or are the PPQ sheets not counted toward the 15 page limit?

***GOVERNMENT RESPONSE: The total limit for this Factor is 30 pages.

14. Will the Sign-In Sheet be posted?

*** GOVERNMENT RESPONSE: The Sign-In Sheet is posted with this amendment separately.

Please Note: The last day for question submittals is: 13 Nov 2019 at 12 Noon.
