Gentlemen, In accordance with Contract W912P9-XX-X-XXXX we request a proposal for the following task order, as specified below and as shown in the attached Statement of Work (SOW) and Maps.

1. Specific work elements:

- The contractor shall furnish all equipment, materials, labor, and incidentals to provide for Upper River Site Repairs as specified and in accordance with the attached Statement of Work and Maps.

- Work Items as indicated within the Statement of Work are optional items and all or none of such items may be awarded.

- All work shall be completed within 120 Calendar Days upon issuance

The contractor shall submit a proposal including estimated quantities for labor, equipment, material, mobilization and demobilization. The contractor shall submit separate documentation for all cost associated with mobilization and demobilization, rental of misc equipment, and delivery of misc material line items. Cost shall be broke down in sufficient detail for each specific item to permit analysis of all materials, labor, equipment, subcontract, incidentals, overhead cost, as well as profit associated with the line item to which it relates. Contractor shall submit separate proposal for each item of work and a total cumulative proposal to perform all items.

Statement of Work

Upper River Site Repairs

All work shall be completed in accordance with the Contract Specifications, Corps of Engineers Manual EM 385-1- 1, Task Order, Drawings, and Statement of Work Contained herein.

1. Location of Work:

- Work shall be completed at multiple recreational sites within the Upper River Territory. See each item of work for project location.

2. Period of Performance:

- All work shall be completed within 120 Calendar Days from Task Order issuance.

- See each item of work for additional performance period information and restrictions.

3. Order and Coordination of Work:

- Contractor shall be required to coordinate all activities and schedule with the Authorized Representative of the Contracting Officer.

- Task Order contains multiple items of work. Contractor shall coordinate sequence of operations with the Authorized Representative of the Contracting Officer.

4. Work Requirements:

The contractor shall furnish all equipment, materials, labor, and incidentals to provide for the following items of work. See attached maps for site specific information, area, and location of work. Work Items as indicated herein are optional items and all or none of such items may be awarded.

Item 1 – Illinois Esplanade Parking Lot:

- The contractor shall provide for crack sealing, asphalt sealing, and re-stripping of parking lines in the Illinois Esplanade Parking Lot as indicated in the attached Map titled, “IL Esplanade Parking Lot”.

Construction limits shall be as shown within the attached map and outlined in Red.

- Contractor shall sweep all areas prior to performance of sealing and stripping. Contractor shall ensure all entrances are closed to traffic.

- Parking Lot will be closed for performance of work. Contractor shall notify the Government a minimum of seven (7) Calendar Days in advance of performance so that public notice can be given for parking lot closure. Contractor shall start and finish all work in each individual lot to include crack sealing, asphalt sealing, and stripping prior to proceeding to the next location of work.

- The contractor shall perform crack sealing on all cracks within the designated construction limits. Crack Sealing procedures, performance, and materials shall be in accordance with the contract specifications.

- Upon completion of crack sealing the contractor shall apply asphalt sealer on all asphalt surfaces within the construction limits. Asphalt Sealer procedures, performance, and materials shall be in accordance with the contract specifications.

- Upon completion of asphalt sealing the contractor shall re-stripe all parking lot spaces, lines, and symbols within the construction limits. Parking Lot Spaces and Symbols shall match existing and the contractor shall be responsible for field verifying locations and dimensions prior to performance of asphalt sealing.

Application of paint for parking lot spaces and symbols shall be in accordance with the contract specifications.

- Area Dimensions - Dimensions and measurements are approximate and the contractor shall field verify.

o Crack Sealing: 1,470 Linear Feet of Cracks averaging 1.0” Wide by 1.0” Deep.

o Asphalt Sealing: 4,213 Square Yards of Surface Area.

o Parking Lines: 2,031 Linear Feet of Standard 4” Wide White Line o Parking Symbols: 2 ADA Standard White Handicap Symbols

Item 2 - Riverlands Aggregate Lot

- The Contractor shall provide for installation of an Aggregate Lot, Rip Rap Ditch, and CMP located northwest of the RPO Warehouse Compound as indicated in the attached map titled, “Riverlands Aggregate Lot”.

- Contractor shall be required to relocate all equipment and materials currently contained within the storage yard to areas as specified by the Government within the Warehouse Compound. Upon completion of work equipment and materials shall be returned to the storage lot by the contractor.

- Contractor shall be responsible for damages to any known utilities as indicated in the attached map and specified herein. Underground or unknown utilities discovered or damaged due to inaccurate locations shall have repair procedures modified to the contract upon discovery and approval by the Contracting Officer.

- Aggregate Lot Installation o Construction and installation of aggregate lot shall be as shown in the attached map titled,” Riverlands Aggegate Lot”, and as staked and marked in the field by the government.

o Contractor shall clear and grub within the construction limits to remove all vegetation and material to a depth of 6 inches. Material shall be disposed of at the borrow pit located East of the Warehouse prior to reaching the Maple Island Access.

o Contractor shall perform minor grading to eliminate major depressions and mounds to develop a uniform surface with overall drainage sloping south toward the existing natural drainage ditch.

o Upon completion of clearing and grubbing the contractor shall install Geotextile across the surface area of the lot. Procedures, Installation, and Materials shall be in accordance with the contract specifications.

o Upon installation of Geotextile the contractor shall install a 6 inch deep sub-base consisting of 3” Rip Rap Bedding. Rip Rap Bedding shall be compacted in 6 inch lifts utilizing 4 passes with a vibratory roller.

o Upon installation of Rip Rap Bedding the contractor shall install a 6 inch deep surface consisting of CA-6. CA-6 shall be compacted in 6 inch lifts utilizing 4 passes with a vibratory roller.

Contractor shall insure the final grade provides drainage of water to the existing natural drainage ditch and is free of areas of ponding.

o South and West Perimeter of Aggregate Lot shall be capped with a single uniform course of Gabion to contain and protect perimeter of aggregate lot.

- Rip Rap Ditch Installation o Construction and installation of Rip Rap Ditch shall be as shown in the attached map titled, “Riverlands Aggregate Lot”, and as staked and marked in the field by the government.

o Contractor shall clear and grub within the construction limits to remove all vegetation and material to a depth of 1 FT. Material shall be disposed of at the borrow pit located East of the Warehouse prior to reaching the Maple Island Access.

o Contractor shall perform minor grading to eliminate major depressions and mounds and to provide a minimum 5% slope from the invert of the existing culvert to the perimeter/end of the proposed rip rap ditch upon installation of rip rap. Side slopes shall be graded with a 2:1 Cross Slope.

o Upon completion of clearing, grubbing, and grading the contractor shall install Geotextile across the surface area of the rip rap ditch. Procedures, Installation, and Materials shall be in accordance with the contract specifications.

o Upon installation of Geotextile the contractor shall install gabion to a depth of 12” at full width and length of the Rip Rap Ditch. Gabion shall be in accordance with the contract specifications.

- Corrugated Pipe Installation o Contractor shall remove the existing damaged corrugated pipe and shall replace with a new 18”

Diameter Corrugated Pipe. Pipe shall be installed at the existing elevation of the current pipe.

o Contractor shall remove existing sub-base and replace with 6 inch depth of CA-6 at 24 inch wide along full length of pipe section. Sub-base shall be compacted with 4 passes utilizing a vibratory plate compactor.

o New pipe shall be backfilled with CA-6 to a minimum height of 6 inches above the top of pipe.

- Dimensions - Dimensions and measurements are approximate and the contractor shall field verify.

o Aggregate Lot Area = 4,037 SY o Rip Rap Ditch Area = 187 SY o 18” CMP = 25 Linear Ft o Gabion Required for Ditch = 126 TN o Gabion Required for Perimeter Lot Protection = 30 TN o Geotextile Required = 4224 SY o CA-6 Required for Lot = 345 TN o Gov. Furnish CA-6 = 1000 TN o CA-6 Backfill for CMP = 10 TN o 3” Rip Rap Bedding Required for Lot = 1,346 TN

Item 3 – RMBS Lower Gravity Drainage Ditch Cleanout

- The contractor shall remove washout material that settled into the exterior discharge ditch as a result of the December 2015 flood washout (s). Contractor shall verify all measurements and calculations in the field.

- Material within ditch shall be excavated and removed to a flow line matching the invert elevation of the exterior pipe of the sluice gate structure.

- Ditch shall be flat, all the way to the river slough (approx. 700’) with a 8 foot wide bottom, average depth of 2’ and approx. 3:1 side slopes or natural existing grade of the ditch.

- Material shall be side casted on the upstream side and/or downstream side of the ditch, which ever allows for more room for material spoils. Material spoils shall be spread evenly to ensure no inadvertent berms are constructed by the spoils.

- Ditch bottom, slopes and all disturbed areas shall be finish graded to a smooth and uniform grade.

Item 4 - Foley Site Cleanup

- The contractor shall remove existing silt from the parking lot that has accumulated. Silt shall be pushed and piled at areas as specified onsite and marked in the field by the government. Silt piles shall be dispersed evenly and shall not exceed a height of 12 inches.

- Contractor shall box blade lots to remove ruts, mounds, and depressions to develop a uniform surface.

- Contractor shall place a 2” layer of CA 6 over entire park lot/entrance rd. Compact using 4 pass with vibratory roller. See attached map titled, “Foley Access”, for additional details.

- Dimensions - Dimensions and measurements are approximate and the contractor shall field verify o Foley Lot Dimensions: 4,631 SY o Foley Silt Accumulation: 6” Depth o CA-6 Required: 500 TN

Item 5- Two Rivers South Cleanup

- The contractor shall remove existing silt from the parking lot that has accumulated. Silt shall be pushed and piled at areas as specified onsite and marked in the field by the government. Silt piles shall be dispersed evenly and shall not exceed a height of 12 inches.

- Contractor shall box blade lots to remove ruts, mounds, and depressions to develop a uniform surface.

- Contractor shall place a 2” layer of CA 6 over entire park lot/entrance rd. Compact using 4 pass with vibratory roller. See attached map titled, “Two River South”, for additional details.

Coordinates. 38°52’17.35” N, 90°09’03.13”W

Directions. Located between Alton and East Alton, Illinois on Highway 143. Directions are the same as Melvin Price Locks and Dam Administration Area. Illinois Esplanade Area is on the left before getting to the Museum.

RIVERS PROJECT OFFICE WAREHOUSE/STORAGE AREA

Coordinates. 38°51’41.68” N, 90°09’33.89”W

Directions. Proceed as if to RPO Admin. Area, except follow Riverlands Way another 2 miles down and turn right onto gravel road to the warehouse.

RIVERLANDS MIGRATORY BIRD SANCTUARY (RMBS)/ENVIRONMENTAL DEMONSTRATION AREA

(EDA)

Coordinates. 38°52’09.32” N, 90°11’05.05”W

Directions. Located in West Alton, Missouri. Go north on U.S. 67; take last right before the Clark Bridge on Riverlands Way.

FOLEY ACCESS AREA

Coordinates. 39°03’02.19” N, 90°43’06.37”W

Directions. Located East of Foley, Missouri. Take Highway 79 to Foley, Missouri, turn right onto Hancock St.

(east) at the 4-Way stop, head down gravel road, merge left onto County 946road and head to the river, up and over the levee. A gravel boat ramp and parking lot are available.

TWO RIVERS SOUTH ACCESS AREA

Coordinates. 39°27’ 36.84” N, 91°02’26.54”W

Directions. Located in Illinois, just east of the Highway 54 Mississippi River Bridge; it is next to the Two Rivers Marina/Lighthouse Restaurant. There is a concrete boat ramp, courtesy dock, and a 50-car parking lot.
