About this file
This is Amendment 0003 to Solicitation W912P826BA003 for construction of a New Shops Building at Freshwater Bayou Lock in Vermilion Parish, Louisiana, issued by the U.S. Army Corps of Engineers (USACE), New Orleans District on 08 JUL 2026. The amendment does not extend the receipt deadline for offers and requires acknowledgment via three permitted methods: completing items 8 and 15 and returning copies, acknowledging receipt on each offer copy, or sending separate written communication referencing solicitation and amendment numbers.
The amendment modifies three specification sections and updates contractor questions and answers. Section 01 57 23.00 12 (Storm Water Pollution Prevention Plan) is replaced in its entirety, establishing requirements for implementing erosion and sediment controls, including silt fence barriers and truck wash-down racks, with no separate payment—costs distributed among existing schedule items. Section 31 11 00.00 12 (Clearing and Grubbing) is replaced entirely, specifying removal of vegetation and unsuitable matter to 6 inches depth below building, ramp, and stair foundations, with payment as a lump-sum job price item 0016. Section 31 62 14.00 12 (Pile Load Testing) revises measurement and payment to compensate per compression pile test satisfactorily performed, including all calibration, driving, load testing, equipment operations, and reporting as full compensation. The contractor questions and answers document addresses 13 questions regarding concrete delivery timeframes, silt fence locations, SWPPP pricing allocation, topsoil stripping requirements, pile layout quantities, wind design criteria, equipment landing areas, drawing revisions, truck wash rack necessity, NOI filing requirements, PCI certification for precast duct banks, and material specifications for secondary framing—all answered with specific specification references or clarifications supporting consistent bidding.

Contractor Questions and Answers
1. Will the standard 90 min time limit for concrete to be poured be upheld on this one? By the time concrete is loaded up at the nearest plant, drives to the nearest location to load up a barge, and is pushed to the jobsite 20 miles away the concrete will be at or nearing the time limit. We can ensure the curing process is slowed down with retarder so that concrete is still pourable once it gets on site, but if the time limit is upheld this will not matter.
Time limits for delivery and placement of fresh concrete depend upon approved mix design submittals.
2. Question 17 was answered “See Amendment 0001,” but Amendment 0001 added only Section 31 11 00.00 12 (Clearing and Grubbing) and the revised drawings; we are unable to locate a silt-fence detail, plan location, or required extents. Please confirm whether perimeter silt fencing or other erosion/sediment-control BMPs are required, identify the locations and extents on the drawings, and confirm the pay item under which erosion control is to be priced, since the revised Pricing Schedule contains no separate line item for it.
Silt fence limits are shown on Drawing C-103, Rev. 1. Refer to Amendment 0001 for further clarifications.
3. The Government confirmed a SWPPP is required per Section 01 57 23.00 12.
The revised Pricing Schedule has no separate line item for SWPPP preparation, implementation, inspections, or BMP maintenance. Please confirm under which lump-sum item this work is to be carried (e.g., 0001 Mobilization and Demobilization).
Refer to paragraph1.3.1 of Section 01 57 23.00 12.
4. Question 12 (topsoil stripping depth) was deferred to the new Clearing and Grubbing section. New Section 31 11 00.00 12 covers clearing, grubbing, and vegetation removal to within 6 inches of the ground surface below the building, ramp, and stair foundations, but does not state a topsoil stripping requirement or depth. Please confirm whether topsoil stripping is required, to what depth, and that it is included in the “Clearing and Grubbing” pay item (0016).
Refer to revised 31 11 00.00 12 with Amendment 0003.
5. Sheet S-101 (Overall Pile Layout and Platform Framing) was deleted and replaced by Amendment 0001. Please confirm that the revised pile layout reconciles with the estimated quantity of 4,235 LF for item 0010 (Precast Prestressed Concrete Piles), and clarify whether the test pile and the support piles required for the load test — which Section 31 62 14.00 12, para. 3.3 required to be pulled — are included within the 4,235 LF or are paid separately in item 0011.
The pile layout was not revised. The estimated quantity of 4,235 LF for item 0010 Precast Prestressed Concrete Piles remains unchanged. The pile(s) involved with the load test are to be paid separately in item 0011 (Refer to Amendment 0001).
6. Amendment 0001 confirms the building is “Partially Open” with internal pressure coefficient ±0.18, basic wind speed (Vult) 164 mph, and Vasd 127 mph, and that the roof slope remains 3:12 with hidden-fastener roof panels. Please confirm these values supersede any “partially enclosed” references elsewhere in the plans and specifications and confirm the single set of wind/enclosure criteria the PEMB manufacturer is to design to so that bids are on a common basis.
The criteria listed supersede any “partially enclosed” references elsewhere in the plans and specifications and represent the single set of wind/enclosure criteria the PEMB manufacturer(s) are to use in their design(s).
7. Question 22 (an area where a ramp barge could land so cranes, lifts, and equipment can be driven off) was answered “See Amendment 0001.” We are unable to locate the referenced photographs/exhibit in our copy of Amendment 0001.
Refer to sheet grid N-11 on Drawing C-103, Rev. 1.
8. Amendment 0001 substitutes Sheets C-103, S-001, S-101, S-201, and S-301.
Please confirm whether these revisions change any dimensions, quantities, or details on companion sheets that were NOT reissued (e.g., C-104 transition paving relative to revised C-103, and S-403 precast details relative to revised S- 301), and confirm those companion sheets remain in effect as originally issued.
Updated information is indicated by the revision clouds and delta marks.
All other information remains unchanged from the original issuance.
9. Given the 5-ton bridge limit precludes concrete trucks and large trucks reaching the site, and the rack location is to be coordinated with the Lockmaster, please confirm the Truck Wash-Down Rack (item 0002) is still required and clarify the intended use/sequencing so it is priced consistently across bidders.
Section 01 57 23.01 12 TRUCK WASH-DOWN RACKS still applies. As stated in paragraph 3.1 of this Section, the intended use is to eliminate mud and debris transported onto public roads.
10. With less than one acre of disturbance, please confirm whether a Notice of Intent (NOI) filing with LDEQ under the construction general permit is required in addition to the project SWPPP, or whether the SWPPP alone satisfies the requirement.
In Section 01 57 23.00 12, refer to paragraph G.2 in PART II of the LPDES
GENERAL PERMIT FOR STORM WATER DISCHARGES FROM SMALL
CONSTRUCTION ACTIVITIES.
11. Referencing Amendment 1 - Q&A #: 4 “Could the duct bank be of a precast concrete duct bank if contractor elects? Precast concrete duct bank option is acceptable.” - Since the Duct bank can be a precast duct bank, does the manufacturer of the precast duct bank also have to be a PCI certified in Category C1 work per the specifications for the precast columns, beams, slabs, etc.?
PCI certification is required under Section 03 45 33 PRECAST STRUCTURAL CONCRETE for precast concrete framing. A precast duct bank for electrical conduit does not constitute a load resisting structural element and would not be subject to the provisions of Section 03 45 33.
12. Referencing Amendment 1 - Q&A# 27 “Please provide the bases of designs for the pre-engineered metal building and the insulated panels. Design criteria are identified in the plans and specifications.” - Specification section 13 34 19, paragraph 2.3.3 Secondary Framing states, “Fabricate framing from cold-formed, structural-steel sheet or roll-formed, metallic-coated steel sheet pre-painted with coil coating, unless otherwise indicated, but plan sheet S-001 states ALL
FRAMES, GIRTS, PURLINS, BASE PLATES, ETC. SHALL BE HOT-DIPPED
GALVANIZED. Is plan page S-001 considered to be “unless otherwise indicated”, or can all secondary members be light gauge material cold-formed / pre-galvanized?
As many light gauge members are too thin for the hot-dip galvanizing process, secondary members can be cold-formed from zinc-coated (pre-galvanized) sheet steel and are not required to be hot-dip galvanized after fabrication.
13. Referencing Amendment 1 Q&A # 27 “Please provide the bases of designs for the pre-engineered metal building and the insulated panels. Design criteria are identified in the plans and specifications.” - We do not believe all design criteria has been identified in plans and specifications. Can you please confirm gauge size for roof and wall panels and for secondary framing?
Design criteria have been provided for vendors to determine loads on the building and precast support elements. Material sizes and thicknesses to successfully and competently resist the design loads and deliver such loads to the foundation are to be determined by structural system vendors.

Silt fences shall be inspected in accordance with paragraph INSPECTIONS.
Any required repairs shall be made promptly. Close attention shall be paid to the repair of damaged silt fence resulting from end runs and undercutting. Should the geotextile on a silt fence decompose or become ineffective, and the barrier is still necessary, the geotextile shall be replaced promptly. Sediment deposits shall be removed when deposits reach one-third of the height of the barrier. Sediments shall be utilized in the job or disposed of as construction debris. When a silt fence is no longer required, it shall be removed. The immediate area occupied by the fence and any sediment deposits shall be shaped to an acceptable grade.
3.4 INSPECTIONS
3.4.1 General
The Contractor shall inspect disturbed areas of the construction site, areas used for storage of materials that are exposed to precipitation that have not been finally stabilized, stabilization practices, structural practices, other controls, and area where vehicles exit the site at least once every fourteen (14) calendar days, before anticipated storm events (or series of storm events such as intermittent showers over one or more days) expected to cause a significant amount of runoff, and within 24 hours of the end of any storm that produces 0.5 inches or more rainfall at the site. Where sites have been finally stabilized, such inspection shall be conducted at least once every two weeks.
3.4.2 Inspections Details
Disturbed areas and areas used for material storage that are exposed to precipitation shall be inspected for evidence of, or the potential for, pollutants entering the drainage system. Erosion and sediment control measures identified in the SWPPP shall be observed to ensure that they are operating correctly. Discharge locations or points shall be inspected to ascertain whether erosion control measures are effective in preventing significant impacts to receiving waters. Locations where vehicles exit the site shall be inspected for evidence of offsite sediment tracking.
3.4.3 Inspection Reports
For each inspection conducted, the Contractor shall prepare a report summarizing the scope of the inspection, name(s) and qualifications of personnel making the inspection, the date(s) of the inspection, major observations relating to the implementation of the SWPPP, maintenance
SECTION 01 57 23.00 12 Page 7 ED 22-050 performed, and actions taken. The report shall be furnished to the Contracting Officer within 24 hours of the inspection as a part of the Contractor's daily CQC REPORT. A copy of the inspection report shall be maintained on the job site. Sample inspection reports (Exhibit D-2, Exhibit D-3, Exhibit D-4, and Table D-5) are included at the end of this section.
