11. Dwg C104 – what are the dimensions of the transition concrete pad at the end of the ramp. The scale on the drawing does not appear to be correct. Ramp is 16’ wide, correct?

The distance varies, but it is approximately 12 feet by 16 feet.

This should be confirmed in the field by the contractor.

12. Is there topsoil that needs to be stripped under the scour pad and if so to what depth?

Refer to the “Clearing and Grubbing” section which will be added to the contract specifications via Amendment 0001.

13. Can the topsoil be respread on site or hauled off?

Debris/vegetation from clearing and grubbing operations can be spread at the project site. This will be added to the contract specifications via Amendment 0001.

14. Please confirm the 4” thick concrete scour slab is to be placed under the ramp as well.

See Sheet S-201.

15. Confirm the scour protection slab is to have wire reinforcement. Some areas do not allow the use of wire reinforcement for such pads in hurricane zones.

The scour protection shall be 4-inch thick concrete with no wire reinforcement.

16. Per the pricing schedule and spec Section 01 57 23.12 - where is the truck wash down rack to be located? Will this be required for this project due to the 5-ton weight limit, no large trucks or concrete trucks will be driving to the site.

No.

27. Please provide the bases of designs for the pre-engineered metal building and the insulated panels.

Design criteria are identified in the plans and specifications.

28. Have the bases of design for the PEMB confirmed they can meet the design requirements stated using the bases of design insulated wall panels?

The PEMB and insulated wall panels should be designed in accordance with the plans and specifications.

29. A very reputable PEMB company is stating their system will not support the insulated panels based on the design criteria. There appears to be a couple of criteria that tend to add to these, the partially enclosed, wind speed, and the height of the ridge while sitting on the platform. If the roof pitch is lowered to 1 in 12, it is believed they can meet the design. Can the roof pitch be lowered from 3/12 to 1/12?

The roof slope shall be 3:12.

Ensure that the PEMB manufacturers use the appropriate wind speed values (both strength level and service level (Vasd) wind speed values are identified in the P&S).

See Amendment 0001.

The PEMB firms are tasked with providing a building that meets our requirements.

This may require their engineers to adjust their standard member sizing and spacing to accommodate support of the panels.

30. One PEMB firm is stating the roof panels would need to be changed to an exposed fastened system to meet the load requirements. Keep in mind through fastened panels cannot be offered with a weather tightness warranty.

Roof panels to incorporate hidden fasteners.

Ensure PEMB manufacturers use the appropriate wind speed (both strength level and service level (Vasd) wind speed values are identified in the P&S).

See Amendment 0001.

The PEMB firms are tasked with providing a building that meets our requirements.

This may require their engineers to adjust their standard member sizing and spacing to accommodate support of the panels.

31. Could the partial enclosed design requirement be removed from the PEMB?

See Amendment 0001.

The building is considered to be “Partially Open”.

32. Our preliminary schedule is showing this project will likely require a minimum of 420 days.

The contract duration, as determined by the Government, is 359 calendar days.

33. Do you have a specific laydown area for materials?

The Staging Areas are identified in the Plans.

The staging areas shall be used for Lay Down Areas.

34. There appears to be no proposal submission requirements other than a cover sheet, a bid bond, and the pricing sheet. Please confirm that this is the extent of the proposal requirements.

All submissions requirements are listed in the solicitation.

35. The Manufacturer's Qualifications section states that the PEMB manufacturer must have a minimum of five years experience as a qualified manufacturer and a member of MBMA. Would the government consider allowing an AISC certification to be equal to the MBMA membership? Reference "Specification 13 34 19 Paragraph 1.8.3" No.

36. Based on the plans for the stair foundations, and the transition from the ramp to the roadway, these items appear to be cast-in-place. Would the government accept pre-cast concrete for these items as well?

Pre-cast transition / footing items are acceptable.

37. The solicitation states that the existing bridge leading to the project site has a load capacity of 5 tons. This is effectively the weight of a large truck with a trailer, not including any cargo at all. Please confirm that the load capacity of the bridge is 5 tons.

Per the specifications, “The contractor shall make its own investigations to determine the conditions, restrictions, and difficulties that may be encountered in the transportation of equipment and material to and from the work site.”

38. If the bridge capacity leading to the project site is limited to 5 tons, barging will likely be required to bring materials and equipment to the project site. Please confirm if there are any other methods that the end user is aware of to haul in a significant amount of materials without the use of a barge.

Site accessibility is provided in the Plans and Specifications.

39. Please provide the requirements for the welded wire mesh in the scour protection slab, there are currently no details on this requirement.

The scour protection slab shall be 4-inch unreinforced concrete.

40. The existing requirements for the underground electrical lines are to trench and install the new conduit in concrete ductbank. Due to the weight limit of the bridge leading to the project site, providing a hot asphalt patch will be challenging. Please confirm if contractors will be permitted to use a cold asphalt patch, or if horizontal drilling will be acceptable.

An asphalt patch is required where the required ductbank intersects the existing asphalt road and cold patch asphalt is acceptable. Horizontal drilling is not allowed for installation of the electrical conduits. Install electrical conduits in accordance with the trench detail shown on drawing E-300, except that an asphalt patch is required where the trench intersects the asphalt road.

41. Spec Sections 31 62 13.20 12 and 31 62 14.00 12 both have requirements for test piles, but there is no indication on either for how many test piles are required. Please provide additional detail regarding the quantity of test piles required.

A single, successful pile test is all that is required.

42. Paragraph 3.3 in spec Section 31 61 14.00 12 states that the test piles are to be pulled after the completion of the tests. Please confirm that the test piles are to be sacrificial piles and will not be permitted to be used as one of the piles supporting the building slab.

Per Specification Section 31 62 14.00 12, paragraph 3.3, “After the pile tests are completed and accepted at each site, all support piles, and test piles shall be pulled.”

43. Currently, the specifications state that the Quality Control Manager may not serve any other roles on the project. Please confirm if the Site Superintendent may "dual hat" and serve as the SSHO if duly qualified. The Quality Control Manager may not serve any other roles on the project.

The Quality Control Manager and the SSHO are stand-alone positions.
