Contractor Questions and Government Responses

1. I was reviewing the file BAYOU BATON ROUGE BINDER 30-06-2025_Updated w 25-B- 0036_Part1, and I noticed that in the Index of Drawings on Sheet G-003, under the Right of Way section, Sheet R-004A OVERALL RIGHT OF WAY MAP is listed.

However, I was unable to locate this sheet in any of the other binder files.

Additionally, I observed that Sheet R-004A OVERALL RIGHT OF WAY MAP is not listed in Sheet G-003 within the Solicitation PDF. Could you please confirm which reference is correct?

USACE Response: New Plan Sheet R-004a will be included within the forthcoming amendment.

2. Will LADOTD surface resistivity requirements and testing be required for the Class A1 mix?

USACE Response: Yes. This requirement is stated within Specification Section 03 31

00.00 12, Paragraph 2.1.1, LSSRB 805, LSSRB 901, and Plan Sheet S-102.

3. Can USACE provide a list what is included in each of the “JOB” items?

USACE Response: Lump sum bid item quantities will be provided within the forthcoming amendment.

4. Is onsite burning allowed for trees and shrubs called to be cleared?

USACE Response: Yes. Burning is allowed per Specification Section 01100, Paragraph 10(b) and Specification Section 31 11 00.00 12, Paragraph 3.4.2, “BURNING”.

5. Has an asbestos inspection been done on the abandoned homes/building called to be demolished?

USACE Response: Pre-Demolition testing will be the Contractor’s responsibility as part of this contract. Pre-demolition testing requirements are included within Specification Section 02 41 00, Paragraphs 3.1.1 and 3.1.2.

6. I hope this message finds you well. I am reviewing the solicitation for the Comite

River Diversion Project, Bayou Baton Rouge Rock Chute Flood Control, Amite River and Tributaries, Louisiana Comite River Basin, and I noticed that the insurance requirements were not included in the documents. Could you please confirm the specific insurance requirements for this project? This information will help us ensure compliance and prepare our bid accordingly.

Upon award, the Contractor will be requested to provide any required Certificates of Insurance as part of the submittal process.

7. Please provide bidders with estimated quantities on items of work for which bids are being solicited on a job basis.

USACE Response: Lump sum bid item quantities will be provided within the forthcoming amendment.

8. In Specification Section 31 23 00.00 12, measurement of excavation will be based on the volume of material between pre-excavation surveys (prior to clearing and grubbing) and the theoretical excavation lines and grades shown on the drawings. Is the excavation line/grade referencing to the grade below riprap and bedding?

USACE Response: Yes.

9. In Specification Section 31 24 00.00 12, Paragraph 1.4.2 “Disposal Embankment”, the first sentence in part states “No separate payment will be made for depositing materials in the disposal, preload area”. What preload area is this referring to?

USACE Response: The reference to the term “preload areas” will be deleted from this paragraph.

Price and payment for embankment at the two preloads shall be included in CLIN 0040. The revised paragraph will be included within the forthcoming amendment.

10. In Specification Section 31 24 00.00 12, Paragraph 1.4.2 “Disposal Embankment”, the first sentence in states “No separate payment will be made for depositing materials in the disposal, preload area, filling the abandoned Bayou Baton Rouge, or filling low-lying areas. While in this same Section, Paragraph 3.3 “Disposal Area Embankment” clearly defines the embankment placement criteria, what is the embankment placement criteria for filling the abandoned Bayou Baton Rouge or other low-lying areas?

USACE Response: The embankment placement criteria in paragraph 3.3 shall apply to the filling of the abandoned Bayou Baton Rouge and other low-laying areas.

11. The construction drawings do not clearly define areas of fill that will be measured for payment as embankment and those areas that will not. Please define these areas on the drawings by cross-hatching, shading or otherwise so the Contractors can accurately price the work required.

USACE Response: Additional notes and hatching/shading was added to Plan Sheet C-025 for the bidder’s awareness in preparing bids. This plan sheet was included within the original solicitation/initial posting of W912P8-25-B-0036.

12. Please confirm the TRS outlined in the drawings and specifications for the pump station installation is a “means and methods” of construction and not a “requirement”. If the Contractor provides an alternate installation method, such as caisson, designed and sealed by a registered professional engineer, that it would be acceptable?

*Denotes change to previous bid schedule.

**The unit "JOB" as used in this Bidding Schedule is synonymous with the term "Lump Sum" used elsewhere within these plans and specifications.

Award will be made as a whole to one bidder.

NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE UNIT PRICE AND THE EXTENDED

TOTAL OR ESTIMATED AMOUNT FOR ANY ITEM, ITS BID SHALL BE

DECLARED NON-RESPONSIVE AND THEREFORE INELIGIBLE FOR

AWARD.

NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See FAR 14.404-2, Rejection of Individual Bids).

NOTE 3: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. The NTP will be issued immediately after verification of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Plan, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted.

NOTE 4: OPTION WORK ITEMS: The Government may require the delivery of, in whole or part, the Optional Work Item. The Government may exercise the Optional Item by written notice to the Contractor. If the Government activates the Optional Item, the activation will occur while the Contractor’s plant is within the limits of work. No additional mobilization/ demobilization will be paid to the Contractor for the Optional Work.

NOTE 5: EVALUATION OF OPTIONS (FAR 52.217-5 JUL 1990). Except when it is determined in accordance with FAR 17.206(b) not to be in the Government’s best interests, the Government will evaluate offers for award purposes by adding the total price for all options to the total price for this basic requirement.

Evaluation of options will not obligate the Government to exercise the option(s).

*NOTE 6: TIME ADJUSTMENT IN THE EVENT OF THE EXERCISE OF

OPTIONAL WORK. In the event that the OPTIONAL WORK is exercised under the terms of the contract, the work will be performed concurrent with the original contract duration of *1087 calendar days established for the BASE WORK items specified in Section 00700 CONTRACT CLAUSES paragraph entitled
