About this file

This document is an amendment to a federal solicitation requesting proposals for the West Shore Lake Pontchartrain Hurricane and Storm Damage Risk Reduction Project in St. John the Baptist Parish, Louisiana. The U.S. Army Corps of Engineers New Orleans District is seeking bids for levee reaches, floodwall crossings, and drainage structures along the project area. The amendment extends the bid opening date to August 22nd, provides answers to bidder questions, and clarifies that bids may be submitted electronically or by physical delivery. Estimated quantities and unit prices will be used to value additional work required due to variations. However, a line item for flood damage repair will not be removed from the bid schedule or converted to a post-award request for equitable adjustment.

CONTIUATION PAGE

CONTRACTOR QUESTIONS AND ANSWER (RESPONSES ARE IN RED)

1. How many Stop Logs are required on this project?

Answer: Quantity of stop logs required shall be able to simultaneously close all 4 bays of drainage structure on the flood side from El. -5.0 to El. +5.0. Assuming stop log segments are 3.5 ft in height, this would require 12 segments total for the project.

2. Several of the precast bridge spans are shown with curved sides (curves 1 and 2). Will the precaster be allowed to cast these spans with straight sides, or must the radius curves be followed? If straight sides are allowed, can the concrete barriers follow the straight sides, or would those need to remain curved at the curve1 and curve 2 radii.

Answer: Curves are required. It is acceptable to manufacture the curve via several smaller straight sections within the span for the deck and barrier.

3. Are the barriers required to be precasted onto the exterior bridge panels, or can they be field cast in place for alignment.

Answer: Contractor may submit field cast in place design for review. Note the design of the barriers is delegated to the precast manufacturer in the spec.

4. We expect some misalignment between precast bridge barriers from span-to-span. What is the acceptable allowance for misalignment between barriers?

Answer: Misalignment should be minimized and contained to outside of barriers so vehicle side has as flush a face as possible. More information is required on expected misalignment.

5. The drawings show a ½” joint between the precast bridge spans. For alignment and tolerance purposes, will a larger joint between spans be allowed to be implemented by the precaster fabrication drawings?

Answer: An alternate joint size may be submitted for review. Joint sealant material must be applicable to joint size.

6. The response to question number 21 on addendum 2 states that vibratory hammers are not allowed to drive the TRS sheet pile, cut off wall sheet pile, or wing wall sheet pile. Available non vibratory equipment cannot install the PZ-22 or PZ-27 sheet pile sections and the length of the sheets required to be driven must be sufficient enough to hold the driving equipment.

Will the Government accept an alternate section for the permanent sheet piles that is required for non-vibratory equipment?

Answer: See specification Section 31 41 16.00 12, paragraph 2.1.1 for requirements of substitute sheet piling.

Will the Government measure and pay for any additional sheet pile length past the planned tip elevation that is required to allow the non vibratory equipment to safely operate?

Answer: No.

7. Can vibratory equipment be used to drive the temporary TRS sheet pile and permanent sheet pile at the drainage structure in Montz Canal?

Answer: Yes, if the Contractor’s TRS design accounts for reduced capacity from vibratory driving. For driving after drainage structure concrete is in place, vibration monitoring must be performed to demonstrate the vibration limits are within tolerance.

8. The response to question number 71 on addendum 2 states that all trees and brush shall be disposed of offsite. Specification section 31 11 00.00 12 allows burning.

Please confirm that burning of cleared and grubbed material is allowed.

Answer: Burning is allowed subject to any burn bans that may be implemented during the course of work and smoke from the burning operations shall not obstruct the visibility of motorist traveling on I-10, US 51 and I-55. Burning shall also comply with the requirements stated in the specifications.

9. Drawing C-210, phase 1, note e mentions burning with a smoke containing incinerator. Specification section 31 11 00.00 12 does not require a smoke containing incinerator, nor is this required on any other WSLP project.

Please confirm that opened burning will be allowed on this project.

Answer: Yes, subject to the restrictions discussed in the previous comment and requirements stated in the specifications.

10. Please confirm the “The Federal Acquisition Regulation (FAR) 52.211-18, VARIATION IN ESTIMATED QUANTITY” clause applies to all Bidding Schedule Items in that Government provided estimated quantities.

Answer: This FAR regulation applies to all unit priced items, except items 0037 and 0038 as noted at the bottom of the bid schedule. Sub-lined items are covered under 5152.211-9001.

11. If the contract modification is due to variations in estimated quantities, please confirm whether the offered Unit Price will be used to pay the offeror for the additional units performed.

Answer: Please read the FAR clauses for either party rights when a contract modification is issued to modify the unit priced quantities.

12. Regarding Bidding Schedule No. 0005 “Flood Event”, Government is asking bidders to price it as a JOB unit. According to the Spec “SECTION 01 53 00.02 12”, this item will be paid based on repairing all damages caused by Flood Event. Since the nature of such damages are not known at the time of bidding, would it be possible for Government to remove this item from the Bidding Schedule and consider issuing an REA in the future to pay for the actual work performed to repair the potential damages?

Answer: No. Note the unit for Flood Event is per EACH.

13. Will the owner allow the precast bridge to be cast earlier in the schedule, and pay for the precast bridge as finished goods stored materials offsite?

Answer: No.
