5. Sheet C-111 shows suggested location for temporary access through the Montz Canal on both sides of the proposed drainage structure. Are these temporary accesses the contractor’s design?
Response: Yes. In addition, materials for temporary access roads will not be paid at any of the contract unit prices. Payment for temporary access roads shall be included under mobilization and demobilization. Contractor may provide access on one side of the drainage structure if sufficient for vehicle traffic and maintenance of access and drainage flow during construction.
6. What pay item are we supposed to put the temporary access roads/bridges in?
Response: Mobilization and Demobilization. Except for access roads through TRS shall be included under TRS.
7. Sheet S-109, Height Guard Clearance Structure – is the HP14x89 measured for payment in CLIN 0029? If not, what item should we include this cost?
Response: CLIN 0029 shall be revised to 53,929 LF to include these piles.
8. Will it be allowable to build the TRS for wall monoliths T3, T4, T5, T6, T7 & T8 at the same time as and have it incorporated with the TRS for the Drainage Structure?
Response: The preloading hold periods for the T-wall monoliths must complete and the preload material removed before installing the permanent piling for these T-walls. Locations of the Drainage Structure’s Conceptual TRS walls are shown relative to T-wall piling on drawing S-203 within monoliths T5 and T6. Contractor’s TRS design shall confirm no pile interference and no over excavation.
9. Where in the plans can we find the locations of the PDA test piles?
Response: The specifications provide the locations for the PDA test piles.
10. What is the tip elevation of these PDA test piles?
Response: To allow for attachment of PDA instrumentation, the top of pile will be at approximate elevation +5.0 which gives a tip elevation of -85.0 and -95.0 for each of the test piles.
11. SF 1442 states the project is to be completed within 1365 calendar days. Section 00700, paragraph 52.211-10 states the project is to be completed within 1350 calendar days.
Response: Duration is 1350 days.
12. Is there a specified date that the new access road shown on Drawing C-008 must be implemented by?
Response: As stated on the drawing, the date is calculated to be no later than 6-months after the notice to proceed has been issued.
13. Please provide the Government’s estimated quantities for “Job” items.
Quantities will be included as an attachment to these responses.
14. Will the WSLP-102 contractor be allowed to set office trailers within the project right of way between Frenier Road and the limit of work at STA 102+81?
Response: No. This area must remain clear for future work by others.
15. Specification section 01100, paragraph 16 (d) allows the contractor to flag off the levee to ensure no additional fill is placed during the entire hold period. Is the contractor allowed to travel within these flagged areas during the hold periods as long as no additional fill material is placed?
Response: Yes.
16. Specification section 01100, paragraph 16 states h-piling cannot be ordered earlier than September 1, 2023 when the static pile load tests being performed by others are complete. Can the h-piles be ordered after September 1, 2023 if the static pile load test being performed by others are not complete, as long as the required PDA testing for this project is complete?
Response: The static load tests for WSLP-102 are complete. Once the contractor completes the PDA testing and the data analysis is complete, the required pile lengths will be provided.
17. Specification section 01100, paragraph 16 (e) requires the levee sections between STA 125+42.37 and STA 156+17.03 and between STA 160+09.13 and STA 166+99.51 to be completed in entirety before beginning hold periods. Will the contractor be allowed to travel over these areas during the hold periods for access throughout the entire site?
Response: Yes
18. Specification section 01100, paragraph 16 (f) states that prior to beginning construction of the TRS, the contractor shall fully excavate the exterior bypass channel between Montz Canal and north Montz Canal to maintain drainage patterns. Once the exterior bypass channel is fully excavated between
Montz Canal and north Montz Canal, can the Montz Canal be completely blocked off from water flow for the construction of the Drainage Structure?
Response: Yes
19. Specification section 01100, paragraph 16 (f) states that the excavated material from the exterior bypass channel shall become the property of the Contractor and disposed of offsite.
Can the excavated material from the exterior bypass channel remain onsite and be placed with the excavated channel material within the area shown on the typical levee sections between the levee toe and interior channel?
Response: No.
20. Will the contractor be able to access the work areas from the South Side of Interstate 10?
Response: Access south of I-10 is not provided. The only access provided is from Frenier Road within the right-of-way limits. The contractor will be responsible for obtaining any additional rights-of-way for access. Construction of levee reach to the south under separate Contract would conflict with access from the existing access road south of I-10.
21. Specification section 01100, paragraph 30 (1) states vibratory hammers are not allowed to install any H-piles. Can vibratory hammers be used to install the required sheet piling (both temporary and permanent) at the I-10 bridges for the TRS, cut off wall, and interior channel?
22. Specification section 01100, paragraph 30 (6) and (7) state the same thing.
Response: Acknowledged. No changes required.
23. Specification section 01100, paragraph 37 states “Unacceptable values shall be settlement of a magnitude greater than one sixteenth inch (1/8”) of any cap/piling. Drawing G-005, Existing Bridge Monitoring, note 4 states (1/8”). Please clarify if the value is 1/16” or 1/8”.
Response: Requirements will be clarified by Amendment.
24. Regarding the monitoring of the I-10 bridges for settlement, what happens if settlement exceeds the specified amount”?
Response: See response to above for revision of settlement monitoring requirements.
25. Regarding the monitoring of settlement of the I-10 bridges, modern GPS survey equipment, and even level loops, have tolerances that exceed both 1/16” and or 1/8”.
How is the contractor to monitor settlement within either 1/16” or 1/8” continuously during construction when the available technology to monitor settlement has a tolerance that exceeds the specified requirement?
26. Regarding the monitoring of settlement of the I-10 bridges, how will natural expansion and contraction of the bridges during periods of hot and cold weather be accounted for?
27. Will CWI be required for splicing temporary TRS piling?
Response: The TRS design, including any quality control testing of welds, will be as specified by the contractor’s licensed professional engineer responsible for the design.
28. Are TRS sheet piles required to be new?
Response: No, unless specified to be new by the contractors licensed professional engineer responsible for the design. Government may reject any piling observed to be of poor quality that could present a safety concern.
29. Drawing C-210, phase 5, (f) states to remove the TRS at I-10. Drawing S-003 states that TRS sheeting is to be cut off at the mudline and abandoned. Please clarify.
Response: All TRS sheet piling shall be cut at the mudline. The cut-off pieces above the mudline shall be removed from the site.
30. Specification section 01 53 00.02 12, paragraph 3.3.1 states “All contractor furnished temporary retaining structures shall be abandoned in place when no longer required. The TRS and temporary piling at Montz Canal and the I-10 bridges shall be cut off at the mudline and abandoned in place.”
Drawing C-210, phase 5, (f) states to remove the TRS at I-10. Drawing S-500, note 2 states to remove the TRS at Montz Canal. Drawings C-013 and C-015 note “TRS cut off at mudline.” Please clarify if TRS sheets are to be removed or left in place at I-10. Please clarify if TRS sheets are to be removed or left in place at Montz Canal.
Response: All TRS sheet piling shall be cut at the mudline. The cut-off pieces above the mudline shall be removed from the site.
31. Drawing S-501, sequence of construction notes to drive foundation piles and cut-off wall using a follower, drive TRS sheet piles, dewater and brace, then excavate. Is the contractor required to drive the foundation piling in the wet prior to the TRS being installed and excavated? Or is this a suggested sequence of construction?
Response: No. This is just a suggested sequence of work. Note the conceptual TRS is shown internally braced so driving piles with follower was suggested to avoid interference with TRS bracing.
Contractor to confirm no pile interference or driving obstructions in TRS design.
32. Are there any ground water dewatering requirements within the TRS structures at either I-10 or Montz Canal?
Response: Any criteria for ground water requirements will be established by the contractors licensed professional engineer responsible for the design. The areas to receive concrete shall be kept dry during concrete placement.
33. What is the current elevation of the previously placed sand base along the project?
Response: The elevation of the sand base varies between approximate elevation +2.0 and +3.0. It is recommended that bidders visit the site to confirm elevations.
34. This project has 4 PDA test piles. If the contractor plans on using 2 different pile hammers, one for driving full length piles and one for the low headroom situation under the I-10 bridges, will the number of PDA test piles need to be increased? If so, would it be better to change the unit of measure from Job to Each?
Response: No. The vertical piles under I-10 are designed with a higher factor of safety. PDA tests shall incorporate the hammer that will be used to drive battered piles for verification of pile lengths.
Adjustments to low headroom driving hammer can be evaluated while driving the 1st production pile below the bridge.
35. Removal of the preload and sand base will produce a hole in accordance with the anticipated settlement approximately 6.6 to 9.9 feet deep. Will the embankment material required to fill in this hole be measured and paid for under the Embankment, Compacted Fill item? If so, who is responsible for surveying the hole to determine the quantity?
Response: Over excavation below the foundation of the T-wall is not required. The settled material shall remain in place unless required to be excavated for installation of the T-walls. The remaining clay material above the required levee grade that requires removal can be used to fill adjacent low areas as needed. Payment for the reuse of the excavated preload clay material is paid for under CLIN 0020 Surcharge Reuse. The contractor is responsible for surveying all areas to determine the fill quantities.
36. After the anticipated 6.6 to 9.9 feet of settlement at the preloads, the sand base to remain outside of the T-wall footprint will be that much lower. Will the contractor be required to return the sand base to EL 3.5? If so, will this material be measured and paid for under the Sand Fill item?
Response: No. Any areas outside the T-wall footprint that require fill will utilize compacted clay embankment. As previously stated, excess preload clay material can be used to fill these areas. If additional material is needed beyond the preload surcharge reuse, the contractor shall survey these areas for payment under CLIN 0018, Embankment, Compacted Fill.
37. Is the preload sand base material measured and paid under the Sand Fill item?
38. Are the two layers of reinforcement geotextile at the preloads, within the preload footprints measured and paid under the Reinforcement Geotextile 35,000 lb/ft item?
39. Is the embankment material for the preloads measured and paid for under the Embankment, Compacted Fill Item?
40. Is the embankment material required to reconstruct to the original surcharge stage 1 elevation at the end of the stage 1 hold and the additional embankment material required to construct surcharge stage 2 measured and paid for under the Embankment, Compacted Fill item?
41. Will settlement during surcharge stage 1 construction be measured and paid for under the Embankment, Compacted Fill item by the use of settlement plates at the surcharges?
Response: Yes, provided the contractor installs their own settlement plates in accordance with the plans and specifications. Note the settlement monitors shown at the preload areas and throughout the levee are for the designers use and not for calculating settlement for payment.
42. Will settlement at the end of the surcharge stage 1 hold period prior to surcharge stage 2 construction be measured and paid for under the Embankment, Compacted Fill item by the use of settlement plates at the surcharges?
Response: Yes, provided the contractor installs their own settlement plates in accordance with the plans and specifications. Note the settlement monitors shown at the preload areas and throughout the
43. Are the vertical wick drains and horizontal strip drains required at preloads, within the preload footprints measured and paid under the vertical wick drain and horizontal strip drain items?
44. Will the vertical wick drains and horizontal strip drains within the sand base portion of the preload to remain outside of the T-wall footprint need to be returned to the original installation EL. 2.5 after preload settlement and removal? If so, will the additional vertical wick drains and horizontal strip drains be measured and paid for under the respective items?
45. Drawing C-208 depicts the sand base in the surcharges ending at the limit of the Future T-Wall. Please clarify as sand is required to be placed to EL. 2.5 for vertical wick drain and horizontal strip drain installation and functionality.
Response: Yes the sand base terminates at limit of Future T-wall. The sand base and the wick drains are shown on this drawing. Clay shall be used to establish working platform at El. 2.5 beyond limit of Future T-wall.
46. Initial Surcharge Stage 1 and Stage 2 plan show 2 layers of geotextile at EL. +3.5 and +4.5. The final levee cross sections show the same 2 layers of geotextile at EL +3.5 and +4.5. The 2 layers of geotextile will settle with the surcharge below these elevations and additional fabric will need to be furnished and installed to return the fabric in the final levee section to these elevations. Will this additional geotextile be measured and paid for a second time under the Reinforcement Geotextile 17,000 lb/ft item?
Response: No additional geotextile is required after the initially installed layers settle.
47. Construction of the surcharges impacts access to the floodwall site. Will the contractor be allowed to travel over or within the footprint of the surcharges during the stage 1 and stage 2 hold periods?
Response: Yes provided the geotechnical instrumentation installed by others is not disturbed.
48. Please confirm that settlement gages will be used to measure settlement during the levee Stage 2 construction, 8 month Stage 2 hold period, Stage 3 construction, 6 month Stage 3 hold period, and the Stage 3 reconstruction.
Response: Yes, provided the contractor installs their own settlement plates in accordance with the plans and specifications. Note the settlement monitors shown at the preload areas and throughout the
49. Can over excavation be performed within the BR1 and BR2 monolith foot prints to accommodate for low head room pile driving equipment?
Response: Contractor is required to submit Pile Installation Plan Under I-10. This may include over excavation. Any over excavation must be coordinated with the Contractor’s TRS design. TRS design shall include backfill requirements if over excavation is planned.
50. Is temporary seeding and fertilizing required between the levee hold periods?
51. Specification section 01100, paragraph 24 states that payment for material stored offsite is limited to H-Piles and Sheet Piles. Can the slide gates, stop logs, and permanent precast concrete bridge be included on this list?
52. Drawing C-204 Typical T-Wall Sections depicts fill and 2 layers of geotextile being placed below the existing ground. Please clarify as this does not coincide with the cross sections at these locations.
Response: C-204 attempts to show a cross section after the geotextile has settled since that will be the case when T-wall is installed. No excavation is required below existing ground for installation of geotextile.
53. Specification 01100 16 (a) states that two of the PDA piles are to be adjacent to I-10. Can both piles be installed on the north side of I-10? Or, will one pile need to be installed either on the south side of I-10 or in between the I-10 bridges?
Response: Both piles can be installed north of I-10.
54. Will the PDA test piles need to be pulled and removed, or can the be abandoned in place?
Response. The test piles shall be abandoned in-place and cut-off at the surface or final grade.
Contractor shall submit test pile exact location for approval. Test pile location shall not interfere with permanent features of work. Test piles may be incorporated into part of the Contractor’s TRS.
55. Specification 01100, paragraph 16 (a) states that H-piles in the T-wall monoliths adjacent to the preload areas shall not be driven until after the preload material is removed. Please specify the individual T-Wall monoliths that cannot be driven until the preload material is removed.
Response: T-wall piling for monoliths T1, T2, T3 and T4 shall not be driven until after preload is removed north of Montz Canal. T-wall piling for monoliths T7, T8, T9 and T10 shall not be driven until after preload is removed south of Montz Canal. T-wall piling for monoliths T11, T12, T13 and T14 shall not be driven until after preload is removed north of I-10. T-wall piling for monoliths T18, T19, T20 and T21 shall not be driven until after preload is removed south of I-10.
56. Specification section 01100, paragraph 28 (5) & (6) reference payment to the Elevated Work Platform and Floating Plant and mention “If used”. If these items are not to be used, how is the contractor to fill out the bid form for these?
Response: Bid one dollar for each item.
57. Can the due date for questions be extended to 7/19/2023?
58. Please confirm the only requirements for submission are: SF-1442, Completion of section 00010 – Bidding Schedule, Bid Guarantee, Representations and Certifications.
Response: Your bid should include those items. Please review all of the solicitation’s division 00 Procurement and Contracting section for a complete understanding.
59. Page 24 of 868 says that “All bids received after 10:00 AM CST on Thursday, July 13, 2023, will be considered late.” Please confirm this sentence should read, “All bids received after 10:00 AM CST on Tuesday, August 1, 2023, will be considered late.”
Response: See Amendment 0001 for revised bid opening date. “All bids received after 10:00 AM CST will be considered late.”
60. We found some conflicting information in this bid. On the SF1442 it shows start work 7 days after NTP and POP is 1365. However, under the FAR references it shows to start 10 days after NTP and POP is 1350 calendar days. Would you please clarify which NTP and POP are correct?
Response: The SF1442 has been updated.
61. Sheets C-105 through C-122 show a 100% submittal, but also show “NOT FOR CONSTRUCTION”.
When will Government issue the IFC plans and are any major deviations expected to occur?
Response: The plans shown will be issued for construction. The statement “NOT FOR CONSTRUCTION” will be removed after contract award. No changes to the advertised plans will be made unless otherwise issued through amendment.
62. There seems to be an existing channel on the flood side – will this need to be filled?
Response: Cannot answer this question without specific details on the location.
63. This solicitation indicates that “The Federal Acquisition Regulation (FAR) 52.211-18, VARIATION IN ESTIMATED QUANTITY clause is applicable only to item Nos. 0019 and 0036”. Please confirm this FAR clause also applies to other items where estimated quantities are provided by Government (item Nos. 0012, 0013, 0014, 0015, 0018, 0021 thru 0030, 0032, 0035, 0037, 0038, 0039, 0042, and 0043). If not, please clarify the purpose of provided estimated quantities by Government, and how Government will pay for actual performed quantities if they are different than the ones estimated by Government.
Response: The FAR clause referenced is correct for unit priced bid items that are subdivided into two or more items. The FAR clauses for all variations, whether subdivided or not, are included in the contract documents.
64. Regarding “The Federal Acquisition Regulation (FAR) 52.211-18, VARIATION IN ESTIMATED QUANTITY”, please clarify whether the contract modification will be based on the offered Unit Price, and it will be calculated as the $/Unit price times the additional performed units.
Response: If the contract modification is due to variations in estimated quantities, then reference those FAR clauses for each parties rights for pricing. If a contract modification is issued for reasons other than variations in estimated quantities, then the additional work will be priced based on the estimated or actual costs to perform the work.
65. When constructing the T-walls under the I-10 bridge, will the design standard remain with the United
Army Core of Engineers (USACE), or will it briefly shift to Louisiana DOT standards?
Response: Design standards for the T-walls are as listed in this Contract. LA DOTD has provided a permit for this project and will be involved in reviewing construction submittals related to the existing I-10 bridges.
66. Will the T-Wall monoliths located adjacent to and directly under the I-10 bridge be tied to the existing structure in any way? If so, could Government’s Designer provide some details?
67. Will there be any spacing restrictions placed by LADOT for the I-10 bridge foundation?
Response: The contractor shall construct the T-wall foundations as shown. There are spacing restrictions on the TRS piling adjacent to the bridges. See drawings and specifications for details.
DOTD requires that no piling shall be placed within 3 diameters of the existing bridge piling.
68. Does the material excavated from the Exterior Bypass Channel & Interior Channels need to be hauled-off and disposed offsite?
Response: Material excavated from the exterior bypass canal shall be removed and disposed of off-site. Material excavated from the interior channel shall be placed between the canal bank and levee toe as shown on the drawings. Excess material shall be disposed of offsite.
69. Can this excavated material be reused to “uncompacted” backfill of the N Montz Canal and the Existing Ditch for Levee Construction? Can all the material excavated from the channels be kept onsite?
Response: No and No.
70. It is our understanding that there is currently standing water where the channel excavation is to occur. Can the channel excavation be performed in the “wet” or does the channel excavation need to be performed in the “dry”?
Response: Excavation in the wet is acceptable provided the channel is constructed to the design cross section within the allowable tolerances.
71. There are existing piles of trees and brush left behind by the previous Contractor that cleared a portion of the site previously. Do these piles need to be hauled offsite or can they remain onsite?
Response: All trees and brush shall be disposed of offsite.

“30. SPECIAL WORK REQUIREMENTS
(1) Vibration Monitoring of the I-10 Bridges. Vibration monitoring shall follow guidelines listed in the latest version of the Louisiana Standard Specifications for Roads and Bridges. (This includes a max PPV limit of 2.0 in/s and ceasing driving and adjusting methods if over 1.6 in./s).
Vibration limits in the standard spec are based off of vibrations at the ground. Due to the site having standing water in existing condition, Contractor shall be required to maintain a dry area around the monitors placed on ground. Contractor shall submit monitoring plan for review and approval. The monitors shall be located within 5 ft of the existing bridges. Closest monitor to bridge shall be placed as close as practicable based on elevation of existing ground to minimize efforts to maintain a dry area. See paragraph 25, VIBRATION MONITORING.
(2) Settlement Monitoring of the I-10 Bridges. The Contractor shall survey and record the elevations and monitor settlement for unacceptable values at the bridge bent caps and pilings.
These locations correspond to the eighteen caps/pilings located within the ROW, that support the bridge (EB and WB lanes). The Contractor shall record the elevation of these eighteen points before beginning construction in order to arrive at a baseline reference elevation for the caps and footings and also when construction is within 500’ of the bridge in order to monitor any settlement of the bridge. The survey loop shall be locally confined to the bridge bents and not require tie back to benchmark to increase accuracy of differential measurements between bents.
Any initial elevation differences between bents (prior to construction) shall be documented and these elevation differences shall not be included in measuring toward the allowable net construction settlement limits. The first survey shall be submitted to the government for review prior to beginning work near the bridges.
(3) Elevation Surveys. Elevation surveys of the bridge bents within the project right of way shall be taken once every 10 days while work is on-going within 500 ft of the bridges. Elevation surveys shall be taken daily during pile driving activities for the first 2 weeks of driving. TRS pile driving shall begin underneath the center of the existing bridges and work outward. After the initial 2 weeks of pile driving, the elevation survey frequency may decrease to once every 3 days for duration of pile driving unless settlement limits are exceeded. Surveys shall be taken at consistent time of day within a tolerable range of 2 hours. All collected elevation data shall be reported in writing and electronic form to the COR. The Contractor shall record the elevations and monitor the settlement for unacceptable values. Unacceptable values shall be as follows:
(a). The total settlement at any bent shall not exceed 7/8”.
(b). The net differential settlement between any bents within a span unit shall not exceed 3/8”.
(c.) If the measured total or differential settlement exceeds or is within 1/8” of these limits, pile driving shall cease and the survey shall be immediately submitted to the government.
If unacceptable values are determined, remediation must be taken to ensure the safety of the bridges and traffic thereon. If it is determined that unacceptable settlement has occurred, the Contractor shall cease his current operations and notify the Contracting Officer immediately, and the Contracting Officer may also require the Contractor to take additional elevation readings at the required locations, or other points, in order to provide additional settlement information.
No separate measurement or payment will be made for modification of construction operations and any remedial work to the I-10 bridge. Payment for all work associated with any modification of construction operations or remedial work to the I-10 bridges caused by settlement will be made under the Contract clause in Section 00700 entitled, “CHANGES (FAR 52.243-4), provided the Contractor is not found negligent of compliance with the plans and specs.
(4) The Contractor shall submit the vibration and settlement monitoring reports to the COR and LADOTD. The LADOTD point of contact is Mr. Christian Boutte, District Engineering Office at 985 375-0270.
(5) Prior to beginning construction of TRS that will cut off existing Montz canal, the Contractor shall ensure the exterior bypass channel is connected between Montz Canal and north Montz Canal to maintain drainage patterns.
(6) Vibratory hammers are not allowed to drive the steel H-piles, both foundation and test piles, and concrete piles.
(7) No pile driving equipment shall come in contact with the existing bridges. No pile driving equipment shall encroach between the outside of the concrete barrier rails in the space above the bridge decks. Piles must have at least 3 diameter spacing from the existing 54” oval bridge piles. The Contractor shall orient pile driving equipment so as to not jeopardize public safety on the roadway.
(8) No pile driving equipment shall come in contact with the existing bridges. No pile driving equipment shall encroach between the outside of the concrete barrier rails in the space above the bridge decks. Piles must have at least 3 diameter spacing from the existing 54” oval bridge piles.

The pre-construction and post-construction conditions of permanent roads, streets, driveways, sidewalks, above-ground utilities, and existing structures including the I-10 bridge structure shall be verified and documented by the use of Contractor-furnished photographs and videos. Videos shall be digital format (DVD) with voice over commentary describing all pertinent or unusual conditions. Videos shall have a stamped date. Photographs shall be 35 mm or digital, color, and 4 inch x 6 inch size minimum, and shall have stamped date. The Contractor shall provide four (4) copies of the DVD and four (4) copies of photos with negatives or CDs containing files to the Contracting Officer for the Contract file. Electronic photos shall be accompanied by a log describing the content of each photo. Four (4) hard copies shall be assembled in a report form with a cover letter attached. In the report, a description of each picture identifying and describing the location and indicating the date of the photograph shall be typed beneath each picture. On the reverse of each photograph, the Contractor shall affix a self-adhesive label on the reverse of each picture that shall identify the location, describe the photographed object and indicate the date of the photograph and name of the person who documents the information. All the information on the label shall be typewritten in black. Additionally, the name shall also be signed. The Contractor shall coordinate so that representatives of the Contracting Officer are present during the pre- and postconstruction documentation. No separate measurement and payment will be made for video and photographic documentation. Payment shall be included in the contract job price for “Mobilization and Demobilization””

00010-5 Ed 19-021
**The unit "JOB" as used in this Bidding Schedule is synonymous with the term "Lump Sum" used elsewhere within these plans and specif ications.
Award will be made as a whole to one bidder.
NOTE 1: Bidders shall furnish unit prices for each item listed in the Schedule requiring a unit price. If the bidder fails to insert a unit price in the appropriate blank for required item(s), but does furnish an extended total, or an estimated amount for such item(s), the Government shall deem the unit price to be the quotient obtained by dividing the extended amount for that line item by the quantity. IF A BIDDER OMITS BOTH THE UNIT PRICE AND THE EXTENDED
TOTAL OR ESTIMATED AMOUNT FOR ANY ITEM, ITS BID SHALL BE
DECLARED NON-RESPONSIVE AND THEREFORE INELIGIBLE FOR
AWARD.
NOTE 2: Any bid may be rejected if the Contracting Officer determines in writing that it is unreasonable as to price. Unreasonableness of price includes not only total price of bid, but the price for individual line items as well. Any bid may be rejected if the prices for any line items or sub line items are materially unbalanced (See FAR 14.404-2, Rejection of Individual Bids).
NOTE 3: THE NOTICE TO PROCEED (NTP): The successful bidder is advised that performance and payment bonds shall be submitted in accordance with the time frame in block 12B of SF 1442. The NTP will be issued immediately after verif ication of acceptable performance and payment bonds. Within seven (7) days after issuance of the NTP, the Contractor shall initiate a meeting to discuss the submittal process with the Area or Resident Engineer or his authorized representative. Physical work cannot start until the Accident Prevention Plan, Contractor Quality Control Plan, and other submittals which may be required, have been submitted and approved and all preliminary meetings called for under the contract, have been conducted.

EVALUATION OF SUBLINE ITEMS (Dec 2019 - AFARS 5152.211-9000).
Item Nos. 0019 and 0036 are subdivided into two or more estimated quantities and are to be separately priced. The Government will evaluate each of these items on the basis of total price of its subline items.
(End of Clause)
VARIATIONS IN ESTIMATED QUANTITIES - SUBLINE ITEMS (Dec 2019) - AFARS 5152.211-9001).
This variation in estimated quantities clause is applicable only to item Nos. 0019 and 0036.
(a) Variation from the estimated quantity in the actual work performed under any second or subsequent subline item or elimination of all work under such a second or subsequent subline item will not be the basis for an adjustment in contract unit price.
(b) Where the actual quantity of work performed for item Nos. 0019 and 0036 is less than 85% of the quantity of the first subline item listed under such item, the contractor will be paid at the contract unit price for that subline item for the actual quantity of work performed and, in addition, an equitable adjustment shall be made in accordance with the clause at Federal Acquisition Regulation (FAR)
52.211-18, VARIATION IN ESTIMATED QUANTITY.
(c) If the actual quantity of work performed under item Nos. 0019 and 0036 exceeds 115% or is less than 85% of the total estimated quantity of the subline item under that item and/or if the quantity of the work performed under the second subline item or any subsequent subline item under item Nos. NONE exceeds 115% or is less than 85% of the estimated quantity of any such subline item, and if such variation causes an increase or a decrease in the time required for performance of this contract the contract completion time will be adjusted in accordance with the clause FAR 52.211-18, VARIATION IN ESTIMATED
QUANTITY.
