RESPONSES TO QUESTIONS
Responses to Questions Amendment 0005:
*QUESTIONS ARE NUMBERED CONTINUOUSLY AMONG ALL AMENDMENTS
Q5. Do either borrow areas have a disturbance limitation?
R5. The requirements are shown in Section 35 20 23.00 12, paragraphs 3.1.4.
Q6. Does the contractor need to completely exhaust the Barataria Borrow Pit to ‐16’ before moving to the Caminada Borrow Pit?
R6. Yes. Note 5 on sheet C‐01 has been revised to state “THE CONTRACTOR IS REQUIRED TO
COMPLETELY EXHAUST THE BARATATRIA BORROW SITE PRIOR TO MOVING TO THE CAMINADA
BORROW SITE, UNLESS OTHERWISE DIRECTED BY THE CONTRACTING OFFICER.”
Q7. What date were the surveys taken of the borrow areas?
R7. Borrow area surveys were taken in November 2021.
Q8. Due to the complexity of the project, please consider postponing the bid date.
R8. See SF 30 Amendment 0005 for Bid Date.
Q9. Can the government provide the lump sum qtys?
R9. No.
Q10. Can the Government provide the end areas/cy of the anticipated excavation?
R10. No..
Q11. Sheet C‐22‐ Clay Core Phase 1 states stockpile material is allowed to be left in place if the material is free of debris. Can the contractor assume for bidding purposed the material is free of debris? If not, how much debris should the contractor anticipate (no way to quantify this)?
R11. No assumption should be made that the material is free of debris. Along the entire clay core alignment, there will be existing geotextiles and supersacks that will be required to be removed. The supersacks are 3’x3’ and are stacked 3 bottom, 2 top pyramid along the length of supersack. See notes in Sheet C‐01 for limits of existing conditions. This information has been added to sheet C‐01, note 2.
Q12. Please provide additional details (size/type) of the ‘Earth Anchors’ referenced in the Geotextile
Overlap Details on sheet C‐22.
R12. See revised edits to the specifications.
Q13. If geotextiles (geotubes or super‐sacks) are present below elevation +5 in the new berm alignment, does this material need to be removed prior to construction of the new clay core? And if so, to what depth?
R13. Per Specifications Section 31 05 19.04 12, The Contractor shall prepare the surface to receive the geotextile to insure that the surface is relatively smooth and free of obstructions, depressions, debris, soft or low density pockets of material, or stone which could damage the geotextile during placement.”
Any supersack or geotube would be considered debris.
Q14. Please confirm that no stitching/sewing is required along the geotextile ‘Operlap’ areas
(perpendicular to the berm centerline).
R.14 No stitching is required at the overlaps. Anchoring is required at the overlaps.
Q15. Are ‘Earth Anchors’ required at the base of the new clay core (at the geotextile overlap areas)?
The Geotextile Overlap Details on sheet C‐22 appears to show the earth‐anchor layout for the TOP of the new clay core. But nothing is shown for the bottom section (prior to placement of clay material).
R15. Earth anchors are not required at the base of the new core.
Q16. Part 3.1 (Geotextile Installation) of section 31 05 19.04 12 (Separator Geotextile) indicates that ALL geotextile is to be covered by the end of each workday. For fills that are not complete at the end of each workday, is it acceptable to leave the 10‐foot land‐size strip, and the 50‐foot gulf‐side roll uncovered overnight (see ‘Clay Core Phase II – Line Foundation with Geotextile’ detail on sheet C‐22)?
R16. No. Section 31 05 19.04 12, Paragraph 3.1 states “The work shall be scheduled so that all of the geotextile that is placed is covered with a layer of the specified material by the end of each workday.”
Q17. Please confirm that the work restrictions listed in Part 3.3.6 (Embankment Work Advance) of section 31 24 00.00 12 (Embankment – Clay – Amendment 0001) only apply to the Clay embankment work and does not include the sand placement/embankment activities.
R17. The work restrictions apply to the clay embankment work only.
Q18. Please confirm that the work restrictions listed in Part 3.7 (Phased Work Limit) of section 01 57
20.01 12 (Environmental Protection) only apply to the Clay embankment work and does not include the
Sand placement/embankment activities.
R18. As stated in paragraph 3.7, the restrictions apply to clearing and grubbing, excavating, and filling, and geotextile and clay placement.
Q19. Amendment 1 included additional cross‐sections for added Dune length (STA 362+00 to 378+33).
However, Amendment 2 adjusted the slope of the beach section, but only provided revised cross‐ sections up to STA 362+00. Additionally, each amendment has a cross‐section provided for STA 360+00, and they are not similar. Please advise which cross‐section should be used for STA 360+00, and whether revised cross‐sections for STA 362+00 to 378+33 are forthcoming (showing the change in slope of the beach section).
R19. New sheet C‐37 is attached.
Q20. Plan sheet S‐102 shows the boardwalk being built over the existing stone core of the dune. The span between the piles at that location is 16’‐0”. Please confirm that the stone core will be narrower than 16’‐0” so that timber piles can be installed. If the stone core is in conflict with the pile locations, please specify what measures the contractor must take in order to drive the piles.
R20. If stone is present at the pile driving location, the contractor may remove the stone to drive the pile. The removed stone shall be placed adjacent to the pile.
Q21. Will jetting or augering of the timber piles into the sand dune be allowed? The sand that the dune is constructed of will restrict driving with an impact hammer and may damage the timber piles.
R21. Jetting of the timber piles will be allowed.
Q22. There are still parts of the existing boardwalk standing on the beach. Will this be removed prior to this contract’s mobilization, or do bidding contractors need to figure demolition of the remaining boardwalk? If so, which bid item should that be included on?
R22. It is expected there will be existing timber on site due to the existing boardwalk standing on the beach. The remains of the existing boardwalk are considered part of abandoned structures. Section 31
11 00.00 12 Clearing and Grubbing, Paragraph 3.2.1 states “Clearing, unless otherwise specified, shall consist of the complete removal above the ground surface of all trees, stumps, down timber snags, brush, vegetation, loose stone, abandoned structures, fencing, and similar debris.”
Q23. Please provide "Dune Centerline Coordinate Tabulation"
R23. Dune Centerline Coordinate Tabulation is provided on sheet G‐03.
Q24. Will the contractor be restricted to specific access locations for clay embankment import?
R24. See additions to the specifications.
Q25. Does the Corps have available areas within the Right of Way in which clay embankment materials may be stockpiled?
R25. Clay embankment may be stockpiled within the right of way no higher than 13.5’ NAVD88. No areas outside of the right of way are provided by the government.
Q26. Will silt fencing be required in any areas along the project construction alignment?
R26. The Contractor shall determine if silt fencing is needed to be in compliance with Section 01 57
20.01 12 Environmental Protection.
Q27. Will the contractor be responsible to "re‐route" tourists visiting the beach during reconstruction of the timber walkway?
R27. The Contractor is responsible for preparing a safety plan which should include consideration for restricting public access into the right‐of‐way. The Contractor should consider the popularity of the beach area and plan accordingly. The Contractor will be responsible for denying public access to areas of construction until acceptance of the project feature. Specifications for a safety fence have been added.
Q28. There are approximately 20 existing recreational vehicle crossings spaced throughout the project alignment. The Town of Grand Isle issues a recreational tag at a purchase price that is valid for the period of 1 year. Has any consideration been made for patrons wishing to access the beach with a recreational vehicle during the course of this project? Will the contractor be responsible for restricting recreational vehicle access outside of the designated and proposed emergency vehicle crossings? Will the contractor be responsible for repair of the dune should patrons choose to access the beach with recreational vehicles and alter the completed section of dune?
R28. See response to R27. The Contractor will be responsible for denying public access to areas of construction until acceptance of the project feature. Specifications for a safety fence have been added.
Q29. The specifications do not present a clear answer on the whether the contractor can stockpile clay material onsite for the reloading and placing within needed limits. Typical USACE projects prohibit stockpiling of any material unless clearly specified as acceptable practice. Can you please confirm?
R29. Clay embankment may be stockpiled within the right of way no higher than 13.5’ NAVD88. No areas outside of the right of way are provided by the government.
Q30. Working time limitations. Will there be any limits on the hours we work?
R30. Section 01100, Paragraph 12 states the permissible hours of work.
Q31. In regards to insurance, will sub‐contractors be required to have marine insurance due to the work area in which we will be working in?
R31. The contractor is required to maintain vessel collision liability and protection, and indemnity liability insurance under this contract.
Q32. Sheet S‐102 has a callout "New 30' Piles at C/L of Walkway; See Note 3". Note 3 is not provided on
Sheet S‐102.
R32. See revised sheet S‐102. There is no note 3.
Q33. The pay quantity for CLIN 0013 Emergency Vehicle Crossings is 4 EA, however, Plan Sheet C‐48 does not have any dimensions shown and it is not drawn to scale. Please provide the square yards of articulated concrete blocks that the government included in their estimate.
R33. Concur. See revised sheet C‐48 with dimensions.
Q34. The specifications state existing construction will be occurring on the western end of the dune alignment. When is the anticipated completion date of this construction?
R34. The existing contract has a current completion date of 11 December 2023. This date may be further extended by contract time growth.
Q35. Sea Oats have been historically hard to get. If this is the case, will Bitter Panicum be substituted?
R35. The specifications provide a list of commercial producers. No change to the specifications.
Q36. Will Lidar Drone data for the before surveys be accepted?
R36. No.
Q37. If possible, please provide x,y,z data of the borrow areas.
R37. Borrow Area xyz data is provided for reference only. Sheets C‐38 to C‐47 provide borrow area information.
Q38. Please provide all original core logs for the borings provided in the plans.
R38. Boring Logs are provided. Sheets B‐01 through B‐12 provide boring information.
Q39. Please provide all available sieve curves. The sieve curves provided in the specifications are below the dredging template depths.
R39. All available data is provided.
Q40. Please consider allowing a tolerance of 1’ above and below the dredging template.
R40. A tolerance below the dredging template is not allowed.
Q41. Is excavation allowed below ‐16’ in the Barataria Borrow Pit and below ‐20’ in the Caminada
Borrow Pit?
Q41. See R5. The requirements are shown in Section 35 20 23.00 12, paragraphs 3.1.4.
Q42. According to the average rainfall in the Grand Isle area per month, the average per week in the optimal planting time range (October‐April) is roughly 0.9607 inches of rain per week. Is this a sufficient amount of rainfall per week to assume watering of the plants will not be necessary during this optimal planting timeframe?
R42. Specifications Section 32 92 19.04 12, Paragraph 3.7 state the water application requirements. The
Contractor shall bid according to the specifications.
Q43. Per specification SECTION 32 92 19.04 12 – 3.5 FERTILIZER APPLICATION it states that the contractor will be required to perform 3 fertilizer applications, one of which takes place within 30 days after planting and the remaining two at 6‐week intervals with a pelleted or granular form of fertilizer.
There are fertilizer planting tablets that have shown great success with Bitter Panicum & Sea Oats that would be less invasive and more concentrated to each plant rather than broadcasting pellets/granules across the site and potentially damaging to the plants with broadcasting operation requirements. Would the substitution of granules/pellets to tablets be approved for fertilizing of the project site?
R43. There will be no change in the fertilizer application specification.
Q44. Specification SECTION 32 92 19.04 12 ‐‐ 1.11.2 Sequence of Work states that at no time shall such fertilizing, and planting operations be more than 14 days behind completed portions of dune unless approved by the Contracting Office. What percentage of dune completion will the contractor be held to plant within the 14 days upon approval of the CO/COR? If the allotted portion of the dune that is complete and approved for planting but outside of the optimal planting window, will it be approved for to wait for an optimal planting window to install the plants?
R44. When suitable reaches of dune and beach receive approval of the final compliance surveys, planting operations shall not be more than 14 days behind each of these completed portions of dune and beach.
Q45. Section 31 23 00 00 Paragraph 3.2 “Degrading Existing Dune” starts at Station 22+00 and ends at
Station 233+00. This is approximately 21,000 LF where the clay core will be placed. If tandem trucks are bringing this offsite material onsite, where can they enter and exit the jobsite? Specification 31 24 00 00
Paragraph 3.3.9 “Local Roads” states local roads can be used but maintained throughout and restored to its pre‐construction condition. The drawings show 4 emergency vehicles crossing. There is also multiple atv/utv crossing with orange signs. Is the contractor allowed to use just local roads for entering and exiting the jobsite, or can both the emergency crossings as well as the atv/utv crossings allowed for entering and exiting the jobsite?
R45. See additions to the specifications.
Q46. SECTION 31 11 00.00 12 Clearing and Grubbing Paragraph 3.2.3 “Vegetation” says vegetation shall be removed from any area receiving excavation (Station 22+00 to 233+00). Paragraph 3.2.4 “Areas to be
Cleared” states entire area to be occupied by embankment within the right of way are to be cleared.
Station 0+00 to 22+00 and 233+00 to 378+00 have no excavation, just sand fill. Do these areas need to have vegetation removed or sand just placed on top of existing ground?
R46. Vegetation does not need to be removed in areas where excavation is not occurring.
Q47. SECTION 31 23 00.00 12 Excavation Paragraph 3.2 “Degrading Existing Dune” states that any material excavated from the dune shall be used in the backfill (Station 22+00 to233+00). If there is no excavation of the sand dune (Station 0+00 to 22+00 and 233+00 to378+00), is it the Government’s intention for the sand fill in these areas to come from the dredge borrow area.
R47. Yes.
Q48. We request the "Offers Due Date" be extended to July 6, 2023 with respect to solicitation
W912P823B0039 with the New Orleans District also currently having an "Offers Due Date" of June 29, 2023.

Q61. On Sheet C‐48 Emergency Crossing details, the supplier states that there is not enough information given to determine the quantity of block needed to price the project accurately. Can you please provide more information to calculate the total area of block needed at each crossing?
R61. See R33. Concur. See revised sheet C‐48 with dimensions.
Q62. SECTION 31 23 00.00 12 Excavation Paragraph 3.2 “Degrading Existing Dune” states that any material excavated from the dune shall be used in the backfill (Station 22+00 to 233+00). If there is no excavation of the sand dune (Station 0+00 to 22+00 and 233+00 to 378+00), is it the Government’s intention for the sand fill in these areas to come from the dredge borrow area? Or is it the
Government’s intention to excavate sand from the berm that is already above template to build the levee and any additional sand volume needed will then come from the dredge borrow area? If so, the amount of vegetation that will need to be removed in this area will be a huge volume of cubic yards that will need to hauled off, which will be a very expensive cost.
R62. It is not the Government’s intention for contractors to excavate sand that’s already above design template. Sand backfill will come from either material excavated from the dune or from the dredge borrow area. The contractor is responsible for removing the resulting vegetation quantity.
Q63. A note on sheet B‐01 of the plans along with notes on the log sheets and a “(U)” next to the coordinates at the top of the log suggest that borings were taken with 5" piston sampler. However, a different note on sheet B‐01 and the items in parentheses along and to the right of the boring logs suggest that the borings were taken with SPT sampling. The relevant notes are as follows:
i. From notes on sheet B‐01: "Undisturbed borings, indicated by the letter "U", are taken with a 5" I.D.
Piston Type Sampler"
ii. From notes on sheet B‐01: "FIGURES TO RIGHT OF BORING... Figures in parenthesis are driving resistances in blows per foot determined with a standard split spoon sampler (1‐3/8" I.D., 2" O.D.) and a
140 lb. driving hammer with a 30" drop."
The two types of boring methodology are contradictory. Which method was used to perform these borings? If borings were taken with a 5" piston sampler, what is the meaning of the figures in parentheses to the right of the boring? If borings were taken with SPT sampling, what is the meaning of the explicit statement on the logsheets that borings were taken with a piston sampler? If the borings were taken with both SPT and piston sampling, please explain how this was done as the original logs are not provided.
R63. Borings were taken with SPT. Note on sheet B‐01 is revised.
Q64. Section 31 24 00.00 13 – Paragraph 3.1 – Dune Foundation Preparation states, “The base of the dune shall be constructed such that the entire footprint to be repaired is filled with sand to an elevation at least one (1) foot above water surface. The Contractor shall exercise caution when placing sand over the existing stone core, clay core, and existing apron and anchor tubes to avoid additional damage. The entire reach shall be compacted with five passes of the dozer before placing subsequent lifts of the dune.” What are the limits of the base of the dune that shall be compacted prior to placing subsequent lifts of the dune?
R64. In areas with existing water.
Q65. Will compaction be required for sand that is hydraulically placed with the dredge pipeline?
R65. Yes. Specifications Section 31 24 00.00 13, Paragraphs 3.1 and 3.2 specify compaction requirements.
Q66. Section 35 20 23.00 12 – Paragraph 3.1.4 – Borrow Dimensions states, “The borrow pit shall be dredged to the required dimensions shown on the contract drawings. An allowable tolerance of one (1) foot above the dredge bottom cut elevation of ‐20.0' NAVD88 shall be allowed.” Please confirm the required dimensions for the borrow pits, is the maximum depth in the example stated ‐20.0’ NAVD88 plus 1.0’ of tolerance (‐21.0’ NAVD88) or is it ‐19.0’ NAVD88 plus 1.0’ of tolerance(‐20.0’ NAVD88)?
R66. The allowable tolerance of one foot is above the dredge bottom cut elevation, as stated in the spec section quoted. Therefore, Maximum depth is ‐20’ for Caminada Borrow Pit where the tolerance allows to ‐19’, and maximum depth is ‐16’ for Barataria Borrow Pit where tolerance allows to ‐15’.
Q67. Section 31 21 00.00 13 – Embankment – Sand Will Contractor’s be allowed to stockpile sand for the borrow pits along the existing beach prior to mechanically placing the material within the required dune
& beach templates?
R67. Yes. Sand may be stockpiled on the beach prior to shaping. Disposal operations shall comply with
Specification Section 35 20 23.00 12, Paragraph 3.3.
Q68. SF1442 – Note 13 Considering the complexity of this project along with the extensive coordination required between Prime & Subcontractors, we would like to respectfully request a four week extension to the bid date.
R68. See R48. Per Amendment 0004, the bid submission date was extended to August 3, 2023.
Q69. Plan Sheets C‐45 to 47 & C‐39 to C‐43 Please provide the survey dates for the cross sections provided for the Barataria Borrow Pit and Caminada Borrow Pit.
R69. See R7. Borrow area surveys were taken in November 2021.
Q70. Plan Sheet C‐01, Note #5 states, “The Contractor is required to use the Barataria Borrow Site as the primary borrow, unless directed by the Contracting Officer. Will Contractors be allowed to dredge the
Caminada Borrow Pit prior to moving to the Barataria Borrow Site?
R70. No. See R6. Per sheet C‐01, Note 5: THE CONTRACTOR IS REQUIRED TO USE THE BARATARIA
BORROW SITE AS PRIMARY BORROW, UNLESS DIRECTED BY THE CONTRACTING OFFICER.
Q71. Section 00010 – Bidding Schedule, Notes state, “The variation in estimated quantities clause is applicable only to item No. 0007.” Considering the dynamic nature of beach construction, the quantities required for CLIN 0008 – Dune and Beach Sand Fill have the potential to vary from the current advertised quantity of 700,000 CY. Due to the variability of this CLIN, we would like to request that CLIN
0008 also be included in the variation in estimated quantities clause.
R71. The clause in question is in reference to the subline item only. All unit priced items are subject to the Variations in Estimated Quantity Clause.
Q72. Section 35 20 23.00 Paragraph 3.3.5 Work in the Vicinity of other Government Contractors Can the
Government provide any schedule updates for the Contractor that is currently working in the vicinity placing stone?
R72. See R34.
Q73. Does the Government anticipate that there will be other Contractors working in the project vicinity that may impede access to the project site during the execution of this contract?
R73. Yes, there will be another contractor within the ROW during the execution of this contract.
Q74. Section 35 20 23.00 Paragraph 3.2.4 states, “No dredged material shall be discharged directly within 100 feet of any structure or utility.” Does this specification apply to the breakwaters or any underground utilities within the project scope?
R74. This applies to any above ground structure or utility. See revision to specifications.
