QUESTIONS
Q: Thank you for your response below. I have had time to dig further into the solicitation and I have the following additional RFI questions.
In attachment A Performance Work statement refers to a Section B in para 2.1, 3.1.7,
3.1.9. There is no Section B in the Solicitation. I think this section would be the format for the unit pricing for personnel and equipment. I also assume that these unit rates would be rolled up to provide the basis for the CLIN firm fixed price for each year required in Para L of Amendment 0002. Without a unit structure to price it will be difficult to evaluate competitive bids received in response to this solicitation. Should the Solicitation include a Section B for unit prices?
Attachment A also refers to a Section C for a work statement in para 3.1.5. Is there a Section C and would this section provide any guidance on the expected amount of Ft2 that would be anticipated each year? Should the Solicitation include a Section C that provides additional information on the areas expected to be included in this proposal?
The CLIN structure provided in Para L of Amendment 0002 does not specify an amount that the 25% portions are to be based on (Could be based on manhours, area, Ft2, etc.).
What basis do we use to calculate the 25% that is required?
CLIN 104, 204, 304, 404, 504 does not provide a description. What services are to be included in these items?
We understand that after the award, each Task Order will be priced with a Firm Fixed bid based on the unit rates provided in our response to this solicitation. Is there an expected format that these Task Orders will be issued in?
Given the unknown quantities of the future Task Orders, should there be any provision provided for Undisclosed work items that may not be covered by the unit pricing in the CLIN’s?
Is this going to be a sole source award?
Section B was added with amendment 0003
Q: Please confirm that the paint products, thinners, and the paint representative are to be furnished by the contractor (and not the shipyard).
The government does not have an opinion on what entities provide these materials. This should be worked out between the shipyard and contractor.
Q: Will the Owners have their own independent paint representative on this project, or will the coatings manufacture representative be handling inspections and oversight?
The government representative will be present during surface preparation and coating inspections. However, the painting contractor can have their own quality assurance.
Q: What are the major interfacing items that need to be scheduled around i.e. major shaft work, steel repairs in the hopper or topside, repairs to the hopper doors, internal steel repairs, etc? This will help us put together a more precise schedule.
Inboard Pump Repairs (MD-3) and Tailshaft Replacement (MP-1.4) are the most involved projects. The Bow Thruster Inspection (MP-3.1) should also be addressed soon after delivery since there is the potential for growth work in this item.
Q: Please confirm that coatings can be applied via brush and roll (where needed and deemed appropriate) if the proper dry film thickness is achieved.
Yes, this is acceptable.
Q: We have priced this vessel at least a dozen times and HH-1 has always had complete staging of the interior of the hopper and sometimes the center well hid in the verbiage. We don’t see it now, could it have been moved to another item? Or has it been eliminated?
If it is deemed necessary to replace any plating in the Hopper area, staging will be requested to be added locally, in the area of repairs, via growth work.
Q: Would the amount of steel repairs in the hopper mean it’s fully staged for that work?
No, all optional items included in HH-1 will be issued on an as need basis and staging will be requested via growth work in the areas where work is being performed.
Q: Page 41 provides direction for the touch up coating of the interior and exterior.
Where the term “power tool clean” is used can we assume this to be power tool clean to an SP-3 standard?
Yes, that is acceptable.
Q: What is the total amount of surface area (in square feet) for this item?
Surface area can be estimated from reference drawing 11-03-01 Forepeak Framing. This document will be sent with response.
Q: We are to spray the entire area with cleaner and then pressure wash. At what pressure should we allow for (3,000 PSI or 5,000 PSI)?
3,000 psi is acceptable.
Q: What is the total amount of surface area (in square feet) for this item?
An estimate of surface area can be estimated from the Docking Plan, drawing 07-00-01. The contractor may also request a site visit to view accessible areas around the ship.
Q: Would the lower part of the center well area be considered part of the lower exterior hull?
Yes.
Q: During the washing process would there be any existing mud / muck that would require removal? If so, how much (in M3 or tons)
Only residual mud should be present at the time of arrival. An accurate estimate cannot be obtained.
Q: What is the amount of surface area in the chain lockers (in square feet) to be cleaned and coated?
Surface area can be estimated by referencing drawing 11-03-01 and 01-03-02.
Both will be included with this response. The contractor may also perform a site visit.
Q: Due to the hazards of UHP water blasting inside of tightly confined spaces;
could the contractor utilize grit blasting to an SP-7 (which is the equivalent to a WJ-
4) in this space?
Grit blasting is allowed however all material resulting from this type of blasting should be cleaned by the contractor.
Q: Due to the hazards of UHP water blasting inside of tanks; could the contractor utilize grit blasting to an SP-6 (which is the equivalent to a WJ-3) in these tanks?
Grit blasting is allowed however all material resulting from this type of blasting should be cleaned by the contractor
Q: What is the amount of surface area in the potable water tanks (in square feet) to be cleaned and coated?
Approximately 1280 square feet for EACH tank.
Q: What is the amount of surface area of the items / spaces listed (in square feet) to be cleaned?
See drawing 11-02-01, 11-02-03, 11-03-04, 11-03-05 and 01-03-02 to estimate area.
Q: Can the owner provide assistance on how to price this item? It is impossible to accurately estimate the amount of cleaning required in these spaces at the end of the availability when its condition at arrival isn’t known and how dirty it will become during the repair period cannot be ascertained. Could we provide level of effort pricing / day rate pricing / man hour rates?
All line items of the contract must be firm fixed pricing. The contractor is encouraged to perform a site visit to gain a better understanding of work to be performed.
Q: What is the amount of surface area in the fresh water tanks (in square feet) to be cleaned and coated?
Approximately 85 square feet for EACH tank.
Q: Due to the hazards of UHP water blasting inside of tanks; could the contractor utilize power tool cleaning to an SP-3 in these tanks?
Power tool cleaning is acceptable.
