About this file

This amendment modifies a solicitation for a Gulf Coast Regional Hopper Dredge contract. The contract requires furnishing one fully crewed and equipped self-propelled trailing suction hopper dredge for removal and satisfactory disposal of shoal material at the Mississippi River and Southwest Pass and Gulfport Harbor Bar Channel. The estimated value of the work is between $10 million and $25 million. The amendment responds to questions by revising staffing requirements to allow the safety and health officer to be collateral duty on a hopper dredge or for projects with a small workforce, and by restoring original language on quality control requirements. The solicitation was issued by the Department of the Army Corps of Engineers Engineering District New Orleans and bids were due on or around June 16, 2021.

SUMMARY OF CHANGES

SECTION 00100 - INSTRUCTIONS TO BIDDERS

The following have been added by full text:

AMENDMENT 0003

Amendment 1; SECTION 00100 - INSTRUCTIONS TO BIDDERS amended the original specifications with the following language:

12. Section 01 35 26, paragraph 1.3.1.1.1 “SSHO Staffing for USACE Dredging Contracts”: In subparagraph a, delete the second sentence that states “SSHO may be collateral duty in specific conditions listed below”. Also, delete subparagraph c and mark as “Reserved”. Also, delete subparagraph d and mark as “Reserved”.

13. Section 01 35 26, paragraph 1.3.1.1.2 “SSHO Requirements for Dredging”: Delete subparagraphs a through d in their entirety and replace with the following:

a In addition to requirements stated elsewhere in this specification, the SSHO shall be present at the project site, located so they have full mobility and reasonable access to all major work operations, for all work shifts in each 24 hour period when work is being done. The SSHO shall be a full-time, dedicated position. The SSHO shall report to a senior project (or corporate) official.

b The SSHO shall inspect all work areas and operations during initial set-up and provide personal oversight on a daily basis for each shift during dredging operations.

c When SSHO is temporarily off-site, an Alternate SSHO will be assigned to insure SSHO coverage for the project at all times work activities are conducted. The Alternate SSHO must meet the same requirements and assume the responsibilities of the project SSHO. The Alternate SSHO position may be a collateral duty when not acting as SSHO.

d If the SSHO is off-site for a period longer than 24 hours, a qualified replacement SSHO shall be provided and shall fulfill the same roles and responsibilities as the primary/initial SSHO.

Will the USACE please return the language to the original solicitation, permitting the SSHO to be collateral duty in specific conditions such as a hopper dredge? Current USACE contracts in the district do not have the additional requirement of a SSHO upon a hopper dredge on rental contracts.

ANSWER: Section 01 35 26 -- Delete paragraph 1.3.1.1.1 entitled "SSHO Staffing for USACE Dredging Contracts" and paragraph 1.3.1.1.2 "SSHO Requirements for Dredging" and replace with the following:

1.3.1.1.1 SSHO Staffing for USACE Dredging Contracts

a. Dredging contracts may include several project sites; this contract will require a minimum of one full time SSHO(s) assigned per project site. SSHO may be collateral duty in specific conditions listed below.

b. Example of one dredging project site is reflected in each of the following:

1) a mechanical dredge, tug(s) and scow(s), scow route, and material placement site; or

2) a hydraulic pipeline dredge, attendant plant, and material placement site; or,

3) a hopper dredge (include land-based material placement site - if applicable).

c. On individual dredging project sites with work force of less than 8 employees, the SSHO may be a collateral duty, with the same responsibilities of a full time SSHO.

d. Hopper dredges with USCG - Documented crews may designate an officer as a collateral-duty SSHO instead of having a full-time SSHO if the officer meets the SSHO training and experience requirements.

1.3.1.1.2 SSHO Requirements for Dredging

a. In addition to requirements stated elsewhere in this specification, the SSHO shall be present at the project site, located so they have full mobility and reasonable access to all major work operations, for at least one shift in

W912P821B0049 each 24-hour period when work is being done. The SSHO, or Alternate SSHO, shall be available during all shifts for immediate verbal consultation and notification, either by phone or radio. The SSHO shall be a full-time, dedicated position, except as noted above. The SSHO shall report to a senior project (or corporate) official.

b. The SSHO shall inspect all work areas and operations during initial set-up and at least monthly observe and provide personal oversight on each shift during dredging operations for projects with many work sites, more often for those with less work sites.

c. For projects with multiple shifts or when SSHO is temporarily off-site, an Alternate SSHO will be assigned to insure SSHO coverage for the project at all times work activities are conducted. The Alternate SSHO must meet the same requirements and assume the responsibilities of the project SSHO. The Alternate SSHO position may be a collateral duty.

d. If the SSHO is off-site for a period longer than 24 hours, a qualified replacement SSHO shall be provided and shall fulfill the same roles and responsibilities as the primary/ initial SSHO.

Amendment 1 17. Section 01 45 00.15 10, paragraph 1.6.3 “Quality Control (QC)”: Delete the current paragraph in its entirety and replace with the following:

The Contractor shall identify as CQC System Manager an individual within the onsite work organization who shall be responsible for overall management of CQC and have the authority to act in all CQC matters for the contractor. The CQC System Manager shall be a construction person with a minimum of 3 years (full time) experience in related equivalent work. This CQC System Manager shall be on the site at all times during construction and shall be employed by the prime contractor. The CQC System Manager may not have any other duties than quality control.

When the alternate for the CQC System Manager is activated, he shall also have no other duties other than quality control.

Will the USACE please return the language to the original solicitation? Rental hopper dredge contracts require frequent dredge location changes and do not have a designated “site” throughout the duration of the contract.

ANSWER: The amended language in Amendment 0001 for Section 01 45 00.15 10, paragraph 1.6.3 entitled "Quality Control (QC)" is the correct.
