About this file

This is a synopsis for a federal solicitation seeking proposals for a flood control project in Louisiana. The project involves construction of a railroad bypass, highway bridges over 150 feet long with drilled shafts approximately 50 feet below a diversion channel, excavation of the channel, utility relocations, placement of riprap and concrete blocks, roadwork, traffic control, and other tasks. Proposals are due in April 2019 and the contract value is estimated between $25-100 million. Evaluation will be based on past performance, technical approach, key personnel and project management, and price. The solicitation will provide detailed evaluation factors and instructions for submission. The agency is the US Army Corps of Engineers New Orleans District. Offerors must register in SAM and proposals must adhere to FAR Part 15 procedures for negotiated procurements.

Amendment 0007 Contractor Questions for:

MVN Flood Control, Amite River and Tributaries, LA, Comite River Basin, Comite River Diversion Project, US Highway 61 and Kansas City Southern Railway Bridges, East Baton Rouge, LA ED-18-035 , Solicitation Number W912P819R0033

1) The contract completion time has been significantly decreased. We respectfully request the original contract duration of 634 calendar days be reinstated. The project necessitates multiple by-passes, multiple phases of work, and sequential construction. To reduce the 634CD to 516CD increases inherent risk and raises safety issues associated with multiple shifts and night time work. Please take our concerns in consideration and reinstate the 634CD for completion.

USACE Response: The previous scope took into account restricted access due to multiple relocations that had to occur concurrent with construction. Now, the majority of the existing utilities have been relocated which will allow unencumbered access to the project site by the Contractor to start construction on the railway shoofly. No change to the project duration will be made by USACE.

2) Amendment 4, Section 34 11 25.16 that is mentioned at the end of the text before the drawings, is not attached to the Amendment.

USACE Response: Spec Section 34 11 25.16, “BALLAST”, will be included within Amendment 0007.

3) Is there a cost associated with the ROE agreement for the KCS Railroad attached to

Amendment 5?

USACE Response: The Fee for the ROE agreement is included within Attachment C, “KCS Right of Entry Agreement Form”, Paragraph 4, included within Amendment 0005.

“4. FEE: Contractor agrees to pay to Railway Company for the use of Railway Company’s right-of-way and the privilege hereby granted, such use and privilege being expressly limited to the facilities described above, the one-time sum of ONE AND NO/100 DOLLARS ($1.00), payable upon execution of this Agreement.”

4) The contract asks that the HPTRM area be seeded and fertilized. We have performed the installation of the HPTRM in the past and experience indicates that sod is the best way to establish grass growth. Please consider adding a sod item to the bid for installation over the

HPTRM.

USACE Response: The Contractor shall bid the project based upon the requirements stated within the advertised contract plans and specifications.

Amendment 0007 Contractor Questions for: MVN Flood Control, Amite River and Tributaries, LA, Comite River Basin, Comite River Diversion Project, US Highway 61 and Kansas City Southern Railway Bridges, East Baton Rouge, LA ED-18-035, Solicitation Number

5) The quantity for the 66" drilled shafts is overestimated. Please revise the quantity and issue a new bid item sheet.

USACE Response: The estimated quantity for bid item 0042, “DRILLED SHAFT (66”)”, will be revised from 6,804 LF to 2,268 LF, and included within Amendment 0007.

6) The Bidding schedule in Amendment 3 (the latest bid schedule revision to my knowledge) has

Item #0052 16” Steel Pipe Pile 5,691 LF, however the quantity show on sheet S-202 has this quantity corrected to 5,823 LF from an Amendment. Can you tell me which one is correct and how should proceed with pricing that item?

USACE Response: The estimated quantity for bid item 0052, “16” STEEL PIPE PILE”, will be revised from 5,691 LF to 5,823 LF, and included within Amendment 0007.

7) Due to the large scope of the project, short time frame for preparation of the bid, and upcoming holidays we would like to request the project bid date be delayed to help facilitate a more accurate bid.

USACE Response: Amendment 006 extends the proposal due date.

8) Please verify the qty is correct for CLIN 73- HPTRM Hydroseeding. It is currently 73 acres.

USACE Response: The estimated quantity for bid item 0073, “HPTRM HYDROSEEDING”, will be revised from 73 AC to 7 AC, and included within Amendment 0007.

9) CLIN 0016- requires lime treatment (12" thick).

-Where is the lime treatment required? The details don’t appear to call it out.

-The specification refer bidders to LDOTD requirements. However, it doesn’t specify which type of LDOTD treatment is required (Ty B, C, D, E, etc.)

-What application rate/ percentage of lime treatment is required (i.e. 6%)?

USACE Response: Refer to Plan Sheet C-111, for details of the 12” thick lime treatment. The typical sections for the roadway shows number 9 as “12” LIME TREATMENT (TYPE E) (9% BY VOLUME) within the legend.

Southern Railway Bridges, East Baton Rouge, LA ED-18-035, Solicitation Number

10) On the referenced solicitation, we would ask the Government to consider extending the solicitation due date approximately 2 weeks. The project was re-established (after a 7-month delay) on 11/19/19 leaving very minimal time for preparation of bids. As this is a best value procurement, it is difficult to assemble this bid in a relatively short time frame (especially with the holidays mixed in).

11) Contractor respectfully submits the following question, in regard to the subject project.

This project has been on hold for an extended period of time, causing contractors to move on to other endeavors with their work forces. To now resurrect it on such short notice with such a short turn around for site tour (11/22), last day for RFI’s (11/25) and bid turn in date (12/06), added to the fact that the Thanksgiving Holiday is upon us, will certainly make responding to your solicitation extremely difficult if not entirely impossible, given the scope of work. It is requested that USACE, New Orleans District reconsider and grant an extension to at least mid- January, 2020.

12) Regarding the subject solicitation, we request that you please extend the proposal due date to 31

January 2020 to provide appropriate time to restart the bid, perform an appropriate small business outreach, and complete proposal efforts considering vacation and holiday schedules.

13) We would like to request that the RFP Offers Due Date be extended to accommodate the upcoming Thanksgiving holiday.

14) Please consider postponing the due date for this project’s solicitation response to mid-January.

The postponement will allow for greater participation by qualified firms, and a competitive offer from our firm. Without a postponement we will not be able to respond.

15) In regards to the US 61 Bridge Quantities, most of my takeoffs are not matching the Engineer’s supplied Estimated Quantities found on Plan Sheet S-102. Specifically, the quantity for the Class A1 Concrete (Bent Cap), Class A1 Concrete (Column), Class A1 Concrete (Retaining Wall), and Concrete Approach Slabs. I realize that the majority of these items are not measured and paid for by the unit, however I am concerned if I am missing something or if USACE left information out of the plan set. Please advise

Southern Railway Bridges, East Baton Rouge, LA ED-18-035, Solicitation Number

USACE Response: Plan Sheet S-102 will be revised with the correct quantities, and included within Amendment 0007.

16) After speaking with precast vendors, I am concerned with the availability of the Precast

Prestressed Single Cell Box Girders. Along with lack of availability, I feel the price for these will be much higher than USACE is expecting. Would USACE be open to an alternate precast girder being used in lieu of the Precast Prestressed Single Cell Box Girders?

USACE Response: The Contractor shall bid the project based upon the requirements stated within the advertised contract plans and specifications.
