About this file

This document is a Request for Information (RFI) for Civil Design Indefinite Delivery Contracts (IDCs) within the San Francisco District and South Pacific Division, solicitation number W912P726RA002. The small business set-aside contract will provide civil design services primarily in California, with very low potential work in neighboring states (NV, UT, AZ, OR, ID, CO, and WY). The submission deadline for SF330 (Architect-Engineer Qualifications) has been extended to December 10, 2025, with anticipated interviews between December 26-31, 2025.

Key requirements include submitting a 75-page SF330 package with specific formatting guidelines (12-point font, Times New Roman/Arial/Courier), resumes for key team members (not counting against page limit), and documentation of past performance. Contractors must provide project details, team involvement percentages, and quality management plans. Notably, Level 2 Cybersecurity Maturity Model Certification (CMMC) will be required prior to task order award, and the contract anticipates task orders involving Controlled Unclassified Information (CUI). The solicitation requires a Part II form for each branch office of the prime firm and subcontractors with key roles in the proposed contract.

W912P726RA002 Civil Design Indefinite Delivery Contracts (IDCs) Within San Francisco District and South Pacific Division

RFI # Contractor Question Government Response 1 In regard to the subject solicitation, I would like to respectfully request a two-week extension to the current submittal due date. This request is due to the limited availability of key personnel during the week of the Thanksgiving holiday, which may impact our ability to complete the submission to our usual standards.

A time extension is not being provided at this time.

2 The announcement was posted as a “pre-solicitation” but includes submission requirements with SF 330 packages to be delivered by December 3rd. With that in mind, should we treat this as a formal solicitation or is there an error in the “document type”?

This is not an error. The pre-solicitation/Synopsis is a request for A-E qualification (SF330). The solicitation will be issued after selection of the most highly qualified firms.

3 In regards to the Past performance on Department of Defense (DOD) and other contracts -

Selection Criteria Item C states “only up to ten (10) past performance records for projects completed within the past 5 years will be considered.” However the Selection Criteria Item A. Specialized Experience and Technical Competence: states “provide examples of not more than ten (10) projects completed within the last ten (10) years that best demonstrate specialized experience and technical competency.”

Could the Government confirm that any PPQs submitted are to be related to projects completed within the past 10 years?

See amended synopsis. Selection Criteria A Specialized Experience and Technical Competence allows for not more than ten (10) project completed within the last five (5) years.

PPQs submitted for Selection Criteria C are to be related to projects completed within the past 5 years.

Note: Selection Criteria B Professional Qualifications was also updated to provide clarification.

4 Can you please confirm if this is a solicitation or a pre-solicitation? See answer to question 2 above.

5 Reading the synopsis on pdf page 10 Paragraph 3, there is language: “This is not a request for proposal.” However, I wanted to verify that it is in fact the official IDIQ submission request for SF330 proposals due Dec 3, 2025.

Yes, this is an official request for SF330 (A-E Qualification submission). See answer to question 2 above.

6 The solicitation requests that we Use no smaller than 12 font type in either Times New Roman, Airal or Courier. Is the use of Arial Narrow 12 point acceptable or if not, would the government consider allowing the font size to be reduced to 11 point Times New Roman, Arial or Courier?

The use of Arial Narrow 12 point is not acceptable. Font size will remain at 12 point Times New Roman, Arial or Courier as stated in the pre-solicitation/synopsis.

7 The solicitation states: "In Section E of the SF 330, provide resumes for all key team members, whether with the prime firm or a subcontractor. Resumes do not count against the 75 pages limit. indicate the number and amount of fees awarded on DoD (Army, Navy, and Air Force) contracts during the 12 months prior to this notice, including change orders and supplemental agreements for the submitting officer only, and indicate the estimated percentage involvement of each firm on the proposed team."

Does all this information go into Section E resumes or in Section H?

This information will go in Section E Resumes of Key Personnel Proposed for This Contract.

Section H Additional Information is for additional information specifically requested or to address selection criteria that are not covered by the information provided in Sections A-G.

8 Given that the current proposal due date of December 3rd falls immediately after a federal holiday and that the deadline for submitting questions is November 20th, which provides less than two full business weeks for responses and final proposal preparation, would the District consider extending the proposal due date by two weeks to allow offerors sufficient time to incorporate any clarifications or amendments?

The due date for submissions of SF330s is extended from 03- Dec-2025 03:00PM PST to 10-Dec-2025 at 03:00 PM PST. Any interviews should be anticipated for between December 26th and December 31st.

9 Section 3-C, page 8 of the solicitation states “PPQs may be used to provide or supplement a firm’s past performance with other than US Government clients.” For projects in SF 330 Section F that do not have CPARS (e.g., other-than-U.S. Government clients), does the Government require a PPQ for each such project, or are PPQs optional supplements at the offeror’s discretion?

A PPQ for each project listed in Section F (Example Projects Which Best Illustrate Proposed Team's Qualifications for this Contract) is not mandatory. However, past performance addressing the projects included in the SF 330 Section F will be weighted more heavily.

10 Section 3-C page 8 of the solicitation also states “PPQs do not count against the 75-page limitation.” For past performance projects listed within Section F that are DoD contracts with CPARS, does the District require we include a copy of the CPARS report, and if so, can you please confirm CPARS are also excluded from the page count?

For projects listed within Section F with CPARS, inclusion of the report is recommended. CPARS are also excluded from the page count.

11 Regarding the page count - Would the government consider just extending the page limit to 111 or something similar and include the resumes (total 36 page limit) for ease of review?

No

Revision Date: 11/20/2025

12 There is a lot of information requested to be included in the 1-page Section F project descriptions (with a rather large 12 point font), would the government consider allowing the projects to be 2 pages or can the info required (below) be presented in a smaller font?

1. The contract number or ID/IQ number and individual task order number associated with the project in the title must be included for each of the projects.

2. If the project is not 100% complete, note the current percentage and estimated date when project will be completed for each contract and/or task order.

3. For all relevant projects include the percentage of work self-performed by the prime offeror and subcontractors for each contract and/or task order. ‘

4. Percentages shall be shown individually for each firm.

5. If proposing as a JV, include the percentage of work self-performed by each JV member.

No change to the requirement. See Response to RFI #6.

13 In talking with teaming partners, we are curious to know if there will be a future unrestricted solicitation for civil design services, or if the total small business set-aside is the only anticipated contract for those services.

At this time, there is no upcoming unrestricted IDIQ solicitation for civil design services from San Francisco District.

14 On page 9, the notice states:

“In Section E of the SF 330, provide resumes for all key team members, whether with the prime firm or a subcontractor. Resumes do not count against the 75 pages limit.

Indicate the number and amount of fees awarded on DoD (Army, Navy, and Air Force) contracts during the 12 months prior to this notice, including change orders and supplemental agreements for the submitting officer only, and indicate the estimated percentage involvement of each firm on the proposed team. In Section H also indicate the estimated percentage involvement of each firm on the proposed team.”

In prior USACE SF 330 responses, similar information regarding DoD contract volume and team participation percentages has typically been presented in Section H, often in a summary table (e.g., “Volume of DoD Contract Awards” and “Team Participation by Firm”), rather than within individual resumes in Section E.

For example, other USACE solicitations specify this requirement under Section H, such as:

“FACTOR 6: Volume of DoD Contract Awards. Volume of DoD A-E contract awards in the last 12 months, as the prime contractor, with the objective of effecting an equitable distribution of DoD A-E contracts among qualified firms, including SB and SDB (SF 330, Part I, Section H, Item 3). Offerors are required to provide a list/table of MATOC/SATOC/C-Type awards, including the contract number (W912XXXXX), the contract title, and the total value awarded ($XXX).”

To ensure our submission complies with your expectations and is easy for the evaluation team to review, we would greatly appreciate your guidance on whether this information should remain in Section E, or whether it may be presented fully and clearly in Section H, consistent with other USACE solicitations and the structure of the SF 330.

Correction on RFI#7 response. See updated synopsis. The number and amount of fees awarded on DoD (Army, Navy, and Air Force) contracts during the 12 months prior to this notice, including change orders and supplemental agreements for the submitting officer only, and the estimated percentage involvement of each firm on the proposed team should go under Section H.

15 The solicitation indicates that a Quality Management Plan is to be provided in Section D, Organizational Chart of Proposed Team. However, a discussion of the firm’s quality management plan is also required in Section H per Solicitation Section 3.A.c(9) and 3.A.d. Please indicate in which section the plan should be provided.

See updated synopsis. Quality Management Plan should be provided under Section H

16 Will Professional Qualifications be evaluated in Section H in addition to Sections E and G?

Yes

17 Please confirm that resumes are excluded from the 75 pages limit. Resumes are excluded from the 75 pages limit.

18 Will Past Performance information provided by the Offeror be evaluated in Section H or will you just evaluate CPARS/PPQ results?

Yes

19 We are requesting an extension on the submission deadline by 2 weeks to better prepare a submission that meets all requirements. With a fast approaching submission deadline on December 3, 2025, we are pulling all of our resources together to submit a presentable package. The submission requirement of a completed SF330 is no small task for small businesses such as ours, especially with the fallout of the government shutdown and its effect on the nation's workforce. Also, we believe that the initial listed document type of Presolicitation Notice warranted that an official Solicitation would be anticipated in the upcoming weeks, and thus, an official submission would not take place so soon. All small businesses alike would benefit from this as we have limited resources, and coupled with the confusing document type, an extension would be appropriate.

See RFI # 8.

20 Would you consider removing the CMMC Level 2 requirement or granting warrants for business with only a Level 1 certification? The current pool of businesses, large and small, who hold Level 2 certifications is fewer than 2%, and significantly lower for solely small businesses. Do you anticipate there being enough small business firms who will submit who are Level 2 certified to make this a competitive proposal process? Also, being a Civil Works contract, our understanding is that CMMC is required for military type work, thus the use for CMMC would be nullified in this contract.

Level 2 Self Assessment is not required for SF330 submission but will be required prior to award of the task order, which give the contractor additional time to obtain the required certification.

21 Where should this information be included: "indicate the estimated percentage involvement of each firm on the proposed team"?

See RFI #14

22 Section H asks for: “(9) Describe the firm's quality management plan, including quality assurance process, project scheduling, coordination of the in-house work with consultants, and prior experience of the prime firm and any significant consultant.”

But Section D also says: “In Section D of the SF 330, provide the quality management plan and organization chart for the proposed team.”

Should AE teams describe the Quality Management Plan in both Section H and Section D, or should it only be described in one place (Section H)?

See RFI #15 and updated synopsis.

23 Can the District please provide a copy of the pre-proposal conference PowerPoint slides for follow up reference with an understanding that none of the information within it supersedes the solicitation?

Provided on 18 Nov 2025.

24 The current iteration of the solicitation sites providing information on the quality management plan in two locations: page 7, section 3.A.c sites including the firm’s quality management plan within Section H, while page 9, section 4 paragraph 4 sites including the quality management plan next to the organizational chart in Section D.

Can the District please clarify where they require the quality management plan to go?

See RFI #15 and updated synopsis.

25 There is an error in F. Submission Requirements: The text in CAPS and underline is missing:

In Section E of the SF 330, provide resumes for all key team members, whether with the prime firm or a subcontractor. Resumes do not count against the 75 pages limit. IN SECTION H indicate the number and amount of fees awarded on DoD (Army, Navy, and Air Force) contracts during the 12 months prior to this notice, including change orders and supplemental agreements for the submitting officer only, and indicate the estimated percentage involvement of each firm on the proposed team.

See RFI #15 and updated synopsis.

26 The District referenced that interviews will be held with the same methodology for all teams that make it that far. Given that the current interview period is listed as falling around two Federal holidays, can the government please share any of the methodology or questions that may be issued during interviews so teams can prepare accordingly and provide the best possible response for the District? Providing this information ahead of time would also assist in avoiding future extension requests during the interview stage.

If an interview is required, it will be scheduled for 1 hour.

Each interviewed team will be given 30 minutes to present their team’s qualifications and two to three relevant projects. After the presentation, the Selection Board will ask a standardized set of questions, as well as, follow up questions to the presentations. The interview questions will not be distributed ahead of the interview.

27 As a prospective prime contractor: Can you confirm whether this contract requires compliance with FAR Part 31 – Contract Cost Principles and Procedures, including maintaining a FAR-compliant accounting system and undergoing annual audits of indirect cost rates?

This contract action is subject to FAR Part 31.

28 As a potential subcontractor to a prime: Would FAR Part 31 compliance and annual audits also be required for subcontractors, or would compliance be limited to the prime contractor responsible for contract cost reporting?

This contract action is subject to FAR Part 31

29 The synopsis notes that secondary services may be provided across other South Pacific

Division districts (Sacramento, Los Angeles, and Albuquerque), covering CA, NV, UT, AZ, and portions of OR, ID, CO, and WY. Can you clarify the anticipated level of work expected outside of California within these additional states?

The anticipated level of work for projects outside of California is very low.

30 Section 2 of the pre-solicitation includes Anti-Terrorist/Force Protection as an included service. Do you anticipate Task Orders being issued to provide these services?

This service is not required. See updated Synopsis.

31 Do you anticipate Task Orders that have Controlled Unclassified Information? Yes, it is anticipated that Task Orders will involve CUI.

32 The Synopsis states on page 8 of the PDF, Section 3.B.b, “A Part II is required for each branch office of the Prime Firm and any Subcontractors that will have a key role in the proposed contract.” Can the District please confirm that this means that a Part II form is required for each branch office of the Prime Firm, but only 1 Part II form is required per subconsultant?

A Part II is required for each branch office of the Prime Firm and each branch office of any Subcontractors that will have a key role in the proposed contract.
