About this file
This document is a pre-proposal conference presentation for an Architect-Engineer (A-E) Civil Design Indefinite Delivery Contract for the U.S. Army Corps of Engineers San Francisco District. The solicitation (W912P726RA002) seeks multiple small business contractors to provide civil design services primarily for horizontal design and secondarily for architectural vertical design projects, with a focus on areas including flood control, navigation, environmental restoration, watershed evaluations, water resources, and seismic infrastructure repair.
The contract will be a Multiple Award Task Order Contract (MATOC) with a $90M shared capacity, a 5-year duration (3-year base with 2-year option), and is set aside for small businesses. Key selection criteria include specialized experience, technical competence, professional qualifications, past performance, capacity, and knowledge of the locality. The geographic scope covers the San Francisco District area, which includes coastal California. Potential upcoming projects include South San Francisco Bay Shoreline, San Francisco Waterfront, Pajaro, and Alameda and Contra Costa Environmental Infrastructure projects. The solicitation follows the Brooks Act selection process, emphasizing qualifications over cost, with a synopsis question deadline of November 20, 2025, and an anticipated contract award in early 2026.
