The following items are applicable to this modification:

SUMMARY OF CHANGES

B. AMENDED SPECIFICATION SECTIONS: The following Specification Sections have been revised. The revised sections are enclosed hereunder and replace the previously furnished sections.

SECTION 05 50 15, Civil Works Fabrication o Paragraph 2.2.5 – Added reference for check post finishes

SECTION 09 97 02, Painting Hydraulic Structures o Paragraph 3.3.5 – Added requirement for newly installed Check Posts to be painted and finished o Paragraph 3.5 – Included paint requirements for Check Posts

C. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries.

INQUIRY 1: The contract documents do not include enough details to properly price the check posts and hand railings. Please provide cut sections for these metal fabrications and advise what type of material, alloy, and finish are required.

USACE RESPONSE INQUIRY 1: Price bid item for railings as written in specifications Section 05 50 15, Paragraph 2.2.2. See drawings for additional railing sections and layout. Price bid item for checkposts as written in specifications Section 05 50 15, Paragraph 2.2.5. See reference drawings for additional checkpost sections and layout.

INQUIRY 2: The use of glass fibers in concrete can be problematic as they are less resistant to high alkali levels and are difficult to use. Additionally, glass fibers are usually damaged during mixing which reduces the affective fiber count when compared to fibers made of other materials. As such, would the USACE allow for the use of synthetic fibers in place of glass fibers?

USACE RESPONSE INQUIRY 2: See USACE Response in Amendment No. 0002.

INQUIRY 3. On sheet CS-301 note 3, please clarify that we are to assume the existing concrete slab thickness in 8 ½ FEET thick.

USACE RESPONSE INQUIRY 3: See USACE Response in Amendment No. 0002.

INQUIRY 4: Can the USACE clarify the available amperage for the 120v and 480v power near the staging area that is referenced in the response to Inquiry 23 from Amendment 2?

USACE RESPONSE INQUIRY 4: Attached is a photo of the equipment near the staging area (at the parking lot). USACE does not guarantee the contractor may utilize the power here, but it may be coordinated after award. The photo follows on the next pages

INQUIRY 5: Base RFP (893 pages, page 70) and the 1st amendment (131 pages) include a reference to schedule duration in section 52.2.11-10 “Commencement, prosecution, and completion of work”. Work starts 11/16/2022 and completes 4/14/2026, so at least 1,289 days duration after work start (same as NTP?)? However, Amendment 1 (2nd snapshot below) adds 365 days each for Options 1 & 2 = +730 days to base work of 945 days for 1,675 days. Which duration is correct, or is USACE accounting for 1,675 – 1,289 = 386 days from 10/1/2021 (Award date)?

USACE RESPONSE INQUIRY 5: The base project duration (Period of Performance) commences after Notice to Proceed (NTP) has been acknowledged (predicted October 2021). Base project duration is 945 calendar days from NTP acknowledgment and the contact duration (Period of Performance) will be increased as specified if additional options are awarded. Regardless of the Period of Performance, all construction work within the project work limits will be performed within the dates specified (Nov 16 thru April 14) and will be completed in its entirety on 4-14-2026.

INQUIRY 6: Due to the Proposal Due Date being on September 7th, the Tuesday following Labor Day, we are requesting that the Proposal Due Time be changed from 9:00 a.m. CST to 4:30 p.m. CST.

USACE RESPONSE INQUIRY 6: By this amendment no. 0004, the proposal due time has changed.

Proposals are due prior to 1:00 p.m. (Central Time) on September 7, 2021. To achieve an end of fiscal year award, an extension beyond 1:00 p.m. (Central Time) on September 7, 2021 will not be considered.

INQUIRY 7: The bid time was moved up to 9AM on September 7th. With labor day falling on September 6th, can the GOV please advise if the bid can be extended to the original 4:30 PM on September 7th? Or 9AM September 8th?

USACE RESPONSE INQUIRY 7: See USACE response to Inquiry no. 6 of this Amendment no. 0004.

Exposed fastenings must be compatible materials, generally match in color and finish, and harmonize with the material to which fastenings are applied. Include materials and parts necessary to complete each item, even though such work is not definitely shown or specified. Poor matching of holes for fasteners is cause for rejection. Conceal fastenings where practicable. Thickness of metal and details of assembly and supports provide strength and stiffness. Form joints exposed to the weather to exclude water. Items listed below require additional procedures.

3.2 ANCHORAGE, FASTENINGS, AND CONNECTIONS

Provide anchorage where necessary for fastening miscellaneous metal items securely in place. Include for anchorage not otherwise specified or indicated slotted inserts, expansion anchors, and powder-driven fasteners, when approved for concrete; toggle bolts and through bolts for masonry;

machine and carriage bolts for steel; through bolts, lag bolts, and screws for wood. Do not use wood plugs in any material. Provide non-ferrous attachments for non-ferrous metal. Make exposed fastenings of compatible materials, generally matching in color and finish, to which fastenings are applied. Conceal fastenings where practicable.

Submit adhesive anchors product data.

3.3 FINISHES

3.3.1 Dissimilar Materials

Where dissimilar metals are in contact, protect surfaces with a coat conforming to SSPC Paint 20 or SSPC Paint 29 to prevent galvanic or corrosive action. Where aluminum is in contact with concrete, plaster, mortar, masonry, wood, or absorptive materials subject to wetting, protect with ASTM D1187/D1187M , asphalt-base emulsion.

3.3.2 Field Preparation

Remove rust preventive coating just prior to field erection, using a remover approved by the rust preventive manufacturer. Provide surfaces, when assembled, free of rust, grease, dirt and other foreign matter.
