E. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries.

INQUIRY 1: Specification notes that glass fiber reinforcement shall conform to relevant codes. Please identify which codes this material is required to meet.

USACE RESPONSE INQUIRY 1: The government is no longer specifying glass fiber reinforcement, but some form of fiber reinforcement is required. The relevant code is ASTM C-1116.

INQUIRY 2: Addendum 1 added a pay item for replacement of a portion of the steel bullnose section off the lock wall, however no cross sections or details were provided for the demo limits in these areas or how the new bullnose will be cast in place in concrete. Please provide additional details for this added work item.

USACE RESPONSE INQUIRY 2: See updated drawing sheets SD-304 and S-305 via this Amendment No.

0003.

INQUIRY 3: Section 01 22 00- 1.1.4.1 states “that whenever gates are opened the Contractor must again perform activities in approved Ecological protection plan to remove mudpuppies from lock chamber.” Does this refer to the east gates separating the lock from the lake, or both sets? If this refers to both sets of gates, is this work necessary if or when the west gates to the river remains open during construction? Additionally, Is this work required any time the gates are opened for ice flushing or water flushing due to leakage from the gates?

USACE RESPONSE INQUIRY 3: Section 1.1.4.1 refers to both gates. It applies when the west river gate remains open during construction. However, activities in the ecological protection plan need not be performed while there is no active work being performed that would negatively impact the mudpuppies.

INQUIRY 4: Specification section 05 50 15-2.2.1 mentions that “Tolerances apply before and after grouting of the panels” however the documents provide no other details or references to grouting requirements. If grouting of the new bull nose plates is required, please provide information on what type of grouting is expected.

USACE RESPONSE INQUIRY 4: There are no grouting requirements, plates will be installed during wall resurfacing and adhere to the cast in place concrete. See updated language Section 05 50 15 in amendment #003.

INQUIRY 5: Specification 01 11 00 -1.1.1 notes the precast panels are 6 feet x 27 feet x 8-inches, while drawing CS-301 note 3 states 6 feet x 27 feet x 8.5-inches. Please confirm the correct panel thickness.

USACE RESPONSE INQUIRY 5: The specification is correct; the existing precast panels are 6 feet x 27 feet x 8-inches.

INQUIRY 6: There will be a need for various levels of water use throughout construction. Is a water source present on site that would be available for the contractor to use?

USACE RESPONSE INQUIRY 6: There are no water utilities present on site.

INQUIRY 7: Please confirm that clean water discharged from dewatering pumps can be directly discharged into the lock area?

USACE RESPONSE INQUIRY 7: All water discharged from dewatering pumps would need to be clean and meet the water quality standards. As stated in the project specifications (see Subparagraph 1.7.3(q) of Section 01 57 20.01 03 (Environmental Protection for Illinois)), “For the Chicago Harbor Lock Floor and Wall Repair Project, the waste water management plan shall not allow the discharge of effluent from the dewatering operations or any waste water to Lake Michigan. The effluent from the dewatering operations must be discharged to the Chicago River side of the lock chamber.” Paragraph 3.3.1 (Cofferdams, Diversions, and Dewatering Operations) of this same section says, “For the Chicago Harbor Lock Floor and Wall Repair Project, the Contractor shall not discharge effluent from the dewatering operations or any waste water to Lake Michigan. The effluent from the dewatering operations must be discharged to the Chicago River side of the lock chamber; not within the lock chamber.” Paragraph 3.1 (Environmental Permits and Commitments) of Section 01 57 20.01 03 explains that the Contractor must comply with all applicable permits and Federal, State, regional, and local environmental laws and regulations.

INQUIRY 8: The Contractor anticipates a significant amount of power will be needed for maintenance of winter conditions. What level of power hookups are present on the site that would be available for contractor to utilize?

How many amps, what voltage, and what phase are the hookups?

USACE RESPONSE INQUIRY 8: The contractor is responsible for suppling power for construction activities. There is a 750 kVA transformer on the north chamber wall which has 480/277V on the secondary side. The contractor can coordinate with ComEd to hook-up and separately meter power from the transformer.

INQUIRY 9: The revised RFP deleted the requirement for a gantt chart to be included in the submission. If Contractor would like to include a gantt chart in the submission, would this gantt chart count against the specified page limit?

USACE RESPONSE INQUIRY 9: Please propose as shown in Evaluation Criteria paragraph 5.2.1, no additional information will be provided.

INQUIRY 10: Considering both the east and west sector lock gates have some level of water leakage, will there be a need for the USACE to periodically open the gates to manage the water level inside the lock throughout the project?

USACE RESPONSE INQUIRY 10: No. The water level within the chamber can fluctuate between the lake and river levels.

INQUIRY 11: Considering both the east and west sector lock gates have some level of water leakage, does the USACE have any parameters/specific requirements for water level inside the lock and how it relates to the water level of the lake and the river?

USACE RESPONSE INQUIRY 11: No. The water level in the chamber can vary between as high as the lake level or as low as the river level.

INQUIRY 12: Considering both the east and west sector lock gates have some level of water leakage, will the Contractor be permitted to open the west sector gate as needed to manage the water level inside the lock?

USACE RESPONSE INQUIRY 12: Yes. The contractor can open the west sector gate as needed to manage the water level inside the lock.

INQUIRY 13: The Environment Protection for Illinois Specification (Section 01 57 20.01 03), Subsection 1.7.3.q, requires the Contractor to filter or otherwise treat waste water or other water derived from the construction activities prior to any discharge to the Chicago River. Considering both the east and west sector lock gates have some level of water leakage there will be some amount of water flow from the lock chamber to the Chicago River. Is the Contractor expected to filter and treat all water that flows from the lock chamber to the Chicago River, or is the filter and treatment limited to water that is specifically generated from construction operations?

USACE RESPONSE INQUIRY 13: In accordance with subparagraph 1.7.3(q) of Section 01 57 20.01 03, the Contractor must prevent the water in the lock chamber from causing adverse impacts to the water quality of the adjacent waterways (Chicago River or Lake Michigan). This same subparagraph explains that for all the proposed work activities to repair to the Chicago Harbor Lock floor, such as excavation of existing floor panels, dredging, and placement of new materials and tremie concrete, the waste water management plan must provide the details of the controls, materials, procedures, and water quality monitoring that will be used to ensure compliance with all the terms and conditions of the Lake Michigan Regional General Permit and Section 401 Water Quality Certification for that permit. As discussed in the Contractor’s question, it is expected that there would be some level of water leakage under normal conditions, so some amount of water will flow from the lock chamber to the Chicago River. The amount of leakage varies with the difference in the water levels between Lake Michigan and the Chicago River. During July 2021, the leakage through the Chicago River Controlling Works was estimated to vary from 11.83 to 14.33 cubic feet per second. Since the lock gates were replaced in 2011, the leakage may be less. The amount of filtration and treatment that will be needed to meet the terms and conditions of the Lake Michigan General Permit and Section 401 Water Quality Certification depends upon the Contractor’s waste water management plan (i.e., the controls, materials, procedures, and water quality monitoring). The Contractor will be expected to prepare a detailed plan to ensure that the construction operations will not cause adverse impacts to the water quality of the adjacent waterways. As indicated in subparagraph 1.7.3(q) of Section 01 57 20.01 03, adverse impacts to the water quality, such as increased turbidity and pH, must be minimized, and it is presumed that the lock gates will generally remain closed during work activities. Also see the answer to Q14 below.

INQUIRY 14: The Environment Protection for Illinois Specification (Section 01 57 20.01 03), Subsection 1.7.3.q, states the lock gates must not be opened until the quality of the water contained within the lock chamber has been tested to ensure it meets the Illinois Environmental Protection Agency’s water quality standards. Considering both the east and west sector lock gates have some level of water leakage there will be some amount of continual water flow from the lock chamber to the Chicago River. Please clarify the expectations if and how the Contractor is expected to constantly monitor and treat water inside the lock chamber to meet the Illinois EPA water quality standards.

USACE RESPONSE INQUIRY 14: See answer to Q13. The Contractor will be expected to prepare a detailed plan explaining the controls, materials, procedures, and water quality monitoring that will be utilized to ensure that the construction operations will comply with the terms and conditions of the Lake Michigan General Permit and Section 401 Water Quality Certification and will not cause adverse impacts to the water quality of the adjacent waterways. As indicated in subparagraph 1.7.3(q) of Section 01 57 20.01 03, adverse impacts to the water quality, such as increased turbidity and pH, must be minimized, and it is presumed that the lock gates will generally remain closed during work activities. If the lock gates must be temporarily opened while the water in the lock chamber is turbid, the Contractor needs to use a silt turbidity curtain described in SECTION 01 57 19.10 03 SILT TURBIDITY CURTAIN to minimize any adverse impacts to the water quality while the lock gates are opened. The purpose of the water quality monitoring is to verify that the construction activities are not causing violations of the applicable water quality standards outside the lock chamber and they are not causing adverse impacts to the adjacent waterways. A silt curtain could also be used as a contingency if there is a large amount of leakage through the lock gates. Constant monitoring and/or treatment should not be necessary if periodic monitoring indicates the construction operations in the lock chamber are not causing violations of the water quality standards in the Chicago River. There are a variety of techniques and equipment, as well as controls, materials, and procedures that could be utilized for the different activities to minimize adverse impacts to the water quality and prevent violations of the applicable water quality standards of adjacent waterways. For instance, for mechanical dredging, the U.S.

Army Corps of Engineers (USACE) occasionally uses an enclosed clamshell bucket to help minimize the resuspension of the sediment during maintenance dredging. EM 1110-2-5025 (Dredging and Dredged Material Management – July 31, 2015), Appendix B, explains that the turbidity generated by a bucket dredge operation comes from four major sources: sediment suspension occurring upon bucket impact and withdrawal from the bottom, loss of material from the top and sides of a bucket as it is pulled up through the water column, spillage of turbid water out of the bucket when it breaks the water surface, and inadvertent spillage of material during barge loading or intentional overflow operations intended to increase barge effective load. A number of variables can affect the quantity of material suspended by the dredge, such as sediment type, bucket size and type (open or enclosed), volume of sediment dredged, hoisting speed, and hydrodynamic conditions at the dredging site. Operator training and performance are important contributing factors.

INQUIRY 15: We are seeing some discrepancies between bid item quantities within Ammendment 001 and quantities taken from the drawings. Bid item 0003AE DREDGING, 003AG AGGREGATE BASE & 0003AH REINFORCED TREMIE CONCRETE SLAB state a quantity of 12,115 SF AND Bid item 0003AF ROCK ANCHORS states a quantity of 40. This correlates with drawing No. S-105. This is assumed to be the only chamber floor resurfacing done within the Base Bid package of work.

-Option 2 – Floor West Side – Bid item 0008AC DREDGING, 008AE AGGREGATE BASE state a quantity of 120,005 SF. Bid item 008AF REINFORCED TREMIE CONCRETE SLAB states a quantity of 12,005 SF. It is interpreted that the 120,005 SF quantities are a typo and the dredging and aggregate base square footage is identical to the reinforced tremie concrete slab quantity of 12,005 SF. Bid Item 0008AD ROCK ANCHORS has quantity of

40. Also It is interpreted that these bid item quantities of 12,005 SF and 40 rock anchors are the ones shown on drawing NO. S-106.

-Detail C1 on drawing no. S-304, shows the detail of the new concrete slab transitioning into the existing concrete floor panels.

-Given the above three statements this would mean that extents of the chamber floor concrete slab, rock anchors, aggregate base, dredging, and existing pre-cast slab removal would take place in only the areas shown on drawings S-105 & S-106, and then transition into the pre-cast floor panels as shown on detail C1 on drawing S-304.

However, drawing S-107 and S-108 from Amendment 001 show two sections that are in the middle of the lock chamber with additional rock anchors, concrete slab, etc. Is it USACE’s intent to include these two drawings in this contract solicitation? If so what option do these areas fall into?

USACE RESPONSE INQUIRY 15: Please refer to Amendment No. 0002 of CLIN 0008AE. The original sheets S-107 and S-108 have been replaced in their entirety with new sheets (per Amendment No. 0001).

These sheets depict wall elevation and plan views. The old S-107 and S-108 which depicted the middle section of the floor are no longer apart of the contract set.

INQUIRY 16: We are requesting USACE to allow us to perform a site visit in order to perform a preliminary ROV inspection of the lock chamber floor. We are requesting to do this inspection within the week of 8-23-21 to 8-27-21.

We would be able to perform this inspection at anytime in order to avoid hindering lock operations. We have reached out via phone call to Lynn Ewing, but she was unavailable at the time, therefore we are submitting our request via this method.

USACE RESPONSE INQUIRY 16: USACE cannot permit any site visits beyond the pre-proposal meeting which was held on 10-August-2021.

INQUIRY 17: Would USACE allow a bid extension for this solicitation?

USACE RESPONSE INQUIRY 17: Please propose as shown, no additional information will be provided.

Please refer to Amendment No. 0002.

INQUIRY 18: Regarding the contractor experience for micro piles. The installation of the micro piles appears to be more of a post-tension anchor application being that the floor is being anchored down to prevent uplift. Will the Government consider past experience in drilling and installation of post-tension anchors as satisfactory experience?

USACE RESPONSE INQUIRY 18: As noted in S-302 - Note 6, the tension micropile is a passive system.

However, past experience in drilling and installing post-tensions anchors is acceptable for past experience.

INQUIRY 19: The plans and specifications indicate drilling for micro piles to be a minimum bond length of 16 FT into competent unfractured rock containing no voids greater than 2 IN in diameter. How will this be determined?

Will the Government have third party inspection to monitor the Contractor’s drilling? Or is the Contractor to base our depths on the geotech information provided?

USACE RESPONSE INQUIRY 19: See updated specification 00 31 32.13 and sheet S-303 for clarification via this Amendment No. 0003.

INQUIRY 20: During testing of micro piles the specifications state to record deflection of the hollow bars with a dial indicator to 1/1000 of a foot. Was this meant to be 1/1000 of an inch as is standard? Also, was this procedure intended to be performed above or below water? The accuracy of a dial indicator underwater will not be very accurate.

USACE RESPONSE INQUIRY 20: The specification will be updated to read 1/1000 inch. The readings procedure by dial indicator is intended to be performed above water for both verification and proof testing.

See updated specification 31 63 33 that provides clarification regarding the verification test that must be conducted in the parking lot and the proof testing underwater in this Amendment No. 0003.

INQUIRY 21: The plans and specifications do not indicate a bond breaker around the free length of the hollow bar above the bond zone within the bedrock. What is to be the assumed free length for deflection calculations? Does the Government feel a bond breaker is necessary?

USACE RESPONSE INQUIRY 21: Bond breaker is not required around the free length of the hollow bar above the bond zone of the bedrock.

INQUIRY 22: The plans show a bottom hex nut beneath the tension micro pile plate. This will hinder the testing of the anchor if it can’t be left loose enough and there would be no way to tighten it after testing with concrete around

it. With the elongation of the bar, the nut would likely be pulling against the bottom of the plate when testing to twice the design load. Can this bottom nut be omitted since it appears the micro piles are intended to prevent the uplift and not sinking?

USACE RESPONSE INQUIRY 22: For proof testing underwater, bond breaker must be applied for 10% of tension micropiles and their plates and bottom nuts to allow for elongation movement freely during testing;

see updated specification 31 63 33 - 3.6.3 in this Amendment No. 0003.

INQUIRY 23: Is the contractor required to perform additional borings as it appears to state in Section 00 31 32, or if the contractor feels the government supplied information is sufficient, are additional borings required?

USACE RESPONSE INQUIRY 23: Contractor to propose the contract as written.

INQUIRY 24: Please reference the below CLINS and QTY associated with them. We believe the quantities are incorrect. Please advise.

Item 0005AC Concrete Re-Surface with Bullnose quantity is listed as 11,465 linear foot

Item 0005AD New Steel Ladders quantity is listed as 36 each

Item 0005AE New Steel Bullnose quantity is listed as 11,900 linear foot

USACE RESPONSE INQUIRY 24: Quantities in error and are corrected by this Amendment No. 0003.

Offerors are to remove and replace previously furnished pricing schedule with revised pricing schedule via this Amendment No. 0003.

INQUIRY 25: For the tile gauge replacement: Please advise the square footage of replacement, depth of removal, & Environmental/dewatering/cofferdam requirements.

USACE RESPONSE INQUIRY 25: Typical square footage and total depth is unknown, contractor to field verify. No known environmental issues for disposal. Means and methods to replace the tile gauge to be determined by the Contractor.

INQUIRY 26: Please advise if pneumatically placed concrete (Shotcrete) would be acceptable method for wall construction.

USACE RESPONSE INQUIRY 26: Shotcrete is not acceptable.

Note: To avoid the government's inability to timely award this critical project, Offerors must submit any and all questions prior to 12:00 noon on Tuesday, August 31, 2021. Questions received after this date will not be considered.
