E. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago District, USACE responds to Contractor’s inquiries.
INQUIRY 1: How often is de-icing, flushing, and gate maintenance performed in the lock chamber?
USACE RESPONSE INQUIRY 1: Stall stop reports listing ice flushing operations from 2016 to 2019 attached. No flushing may be required if contractor mitigates ice actively.
INQUIRY 2: The specifications require the Contractor to have an approved emergency plan to evacuate and remove construction equipment during an emergency or backflow event. How many emergency or backflow events should we anticipate per construction season?
USACE RESPONSE INQUIRY 2: In 6 of the past 10 years, we’ve seen one backflow per year. It would be reasonable to anticipating one backflow event per construction season can occur.
INQUIRY 3: Please confirm that as long as the lake gate is closed, the river gate can be opened and shut as often as need by the contractor to perform the work.
USACE RESPONSE INQUIRY 3: As long as the lake gate is closed the contractor can open and shut the riverside gate as often as needed to perform work by coordinating with the control tower.
INQUIRY 4: Has a drilling plan been performed for this project, or is the Contractor expected to perform the sample drilling plan detailed in pages 197-220 of the specification?
USACE RESPONSE INQUIRY 4: The Contractor should update the drilling plan provided based on the contractor’s proposed drilling methodology and submit for approval.
INQUIRY 5: Can the lidar scan files be provided to the contractor for review?
USACE RESPONSE INQUIRY 5: Yes lidar can be provided. Find attached in sam.gov.
INQUIRY 6: Specification 35 20 23-3.2 notes that other than mechanical excavation means and methods shall be used within 4 ft of the sheet pile walls. What does the USACE consider mechanical excavation? Is a clam shell or excavation bucket allowed withing 4 ft of the sheet pile walls or do you want hydraulic dredging to occur in this area. Please elaborate on examples of allowable excavation in this area.
USACE RESPONSE INQUIRY 6: Any method of excavation is permissible provided that the equipment or work will not damage (accidently strike, rupture, etc.) the existing sheet pile walls. Other means and methods may constitute submitting additional engineering or administrative controls to prevent any damage within 4 feet of the sheet pile walls.
INQUIRY 7: Drawing S-105, note 5 calls for the use of a braced reinforcement steel cage, however the exact use for this item is unclear. Please elaborate on what the USACE intends for this cage to be utilied for.
USACE RESPONSE INQUIRY 7: The braced reinforcement steel cage is intended to build the top and bot mats of the reinforced concrete floor. It is contractor responsibility to decide the size of the reinforcement steel cage, reinforcement overlaps, location of the construction joints, and other construction details that must be submitted for USACE approval as stated in note 5.
INQUIRY 8: Please confirm the US Army Corps of Engineers will claim “Generator” status for any preexisting hazardous waste/non-special waste materials encountered on this project and that they will indemnify the Contractor in connection to such materials.
USACE RESPONSE INQUIRY 8: To the extent that pre-existing hazardous waste or non-special waste materials are present and require removal, USACE may be considered a generator of those materials. The federal government, including USACE, cannot provide indemnification to contractors based on fiscal law restrictions.
INQUIRY 9: Specification 03 01 00 - 3.1 details that electrical lines or embedded items must not be damaged during sawcutting or line drilling operations, however the provided drawings do not detail any electrical lines or embedded items inside the concrete areas to be removed. Is the USACE aware of embedded items that must be protected during demolitions, and if so can details be provided on their locations?
USACE RESPONSE INQUIRY 9: USACE is unaware of any electrical lines
INQUIRY 10: Can a sample subcontracting plan be provided?
USACE RESPONSE INQUIRY 10: Any information may be submitted which is relevant to the evaluation riteria. However, USACE has implemented a 25 maximum page limit to include all documents and attachments.
INQUIRY 11: Does detailed schedule information need to be included in the proposal for work in options 1 or 2 that is not part of the base bid package?
USACE RESPONSE INQUIRY 11: Only schedule information required for the proposal are items included in the base bid.
INQUIRY 12: I was asked at the pre-bid meeting to formally submit the following question:
The specified hollowbar size utilized for micropiles is not produced domestically based on conversations with suppliers. Please confirm that the Buy American clause for this project allows for foreign steel and fasteners produced in a “designated country” named in FAR 52.225-11
USACE RESPONSE INQUIRY 12: Yes the Buy American Act Clause is in the contract. Therefore potential firms can order outside of US if the country they are resourcing from is covered under the trade agreement.
INQUIRY 13: The hollow bar method of micropile installation uses a single sacrificial drilling bit that is typically designed for one type of subsurface condition i.e., soil or rock. Changing of drill bits during installation is not an option though will be required in order to drill the required rock socket.
USACE RESPONSE INQUIRY 13: Bits are available that cut both soil and rock
INQUIRY 14: Will the government permit alternative micropile methods of installation and material so, long as the required test and design loads are achieved and proofed?
USACE RESPONSE INQUIRY 14: Contractors are to bid the contract as written
INQUIRY 15: Please confirm the quantity for ITEM No. 0008AC & ITEM No. 0008AE. There appears to be an error.
USACE RESPONSE INQUIRY 15: The quantities for item no. 0008AC and 0008AE are corrected by this Amendment No. 0002. The quantity for item no. 0008AC is 12,005 SF and item no. 0008AE is 12,005 SF.
INQUIRY 16: I wanted to know if there is a sign in sheet for the August 10th walkthrough that you can or someone else can pass along to me.
USACE RESPONSE INQUIRY 16: The sign in sheet for the August 10th walkthrough is published at sam.gov of the solicitation notice in the attachments section.
INQUIRY 17: I’m requesting a four week bid extension for the referenced project due to the technical nature of the project and the required coordination with the SBE community. We feel the extra time would allow for a more complete proposal and we believe that completing any work during this first shutdown season, starting November of 2021 is highly unlikely due to required submittals and planning that would go into this after award.
USACE RESPONSE INQUIRY 17: An extension will not be considered, as the Government intends to make an award this fiscal year.
Regarding the comment stating work likely will not be performed the first potential season (November 2021), that’s correct. However, they have until April 2023 before the first Liquidated Damage milestone would kick
in. If they’re able to complete work in winter 21/22 great, that’s bonus time they can give themselves. If not, also fine they should be able to complete Phase 3 & 4 of the walls by winter 22/23.
INQUIRY 18: Will the Government permit a “bubble curtain” to be used in lieu of a geotextile fabric curtain? The bubble curtain will likely reduce the loss of sediment because it doesn’t have to be physically opened and closed
USACE RESPONSE INQUIRY 18: USACE will not permit a bubble curtain in lieu of a turbidity curtain.
INQUIRY 19: Section 1.2.8.1 states “the Government will perform the multi-beam survey after dredging”. Section
1.2.8.2 states “ the contractor will submit the multi-beam data. Please confirm whom is responsible for the multi-beam survey?
USACE RESPONSE INQUIRY 19: Contractor will perform a post dredge survey. The Government will perform a quality assurance dredge survey after for payment purposes.
INQUIRY 20: Section 1.2.8.2 – Confirm the tolerances of the multi-beams survey.
USACE RESPONSE INQUIRY 20: Tolerance updated to +/- .1 foot per this Amendment No. 0002.
INQUIRY 21: Can bidders include previously submitted Past Performance Questionnaires (PPWs), in their entirety, for Factor II: Past Performance rather than utilizing the provided sample PPQ form?
USACE RESPONSE INQUIRY 21: Yes, bidders can include previously submitted Past Performance Questionnaires (PPWs), in their entirety, for Factor II: Past Performance rather than utilizing the provided sample PPQ form
INQUIRY 22: Currently the specifications indicated that all the existing steel bullnose will be repainted and left in place, not providing new steel bullnose. Could USACE please indicated the exact areas that are referenced as “bullnose”, and what would the specified area of armor that needs to be repainted? Bid item 0005AE indicates “New Steel Bullnose”. Will there be any new steel bullnose or wall armor to be fabricated and installed on this project? If so could you provide drawings indicated quantity and location of all areas requiring new steel bullnose or wall armor of any kind.
USACE RESPONSE INQUIRY 22: That is correct, the existing steel bullnose will be repainted and left in place and no new steel bullnose will replace the existing. However, there are exact areas referenced on sheets S-107, S-108, S-109, and S-110, denoted “Area of Bullnose Placement” which applies to the Bid Item 0005AE “New Steel Bullnose” since there is currently no steel bullnose (armoring) in these indicated areas. Note that all metal surfaces fabricated & existing will require painting.
INQUIRY 23: Will the contractor have access to any existing electrical services on this site? If so, could USACE provide some details on what this service provides (Location & Wattage/Voltage/Amperage).
USACE RESPONSE INQUIRY 23: There is 120v and 480v access located in the parking lot (near the staging area) that may be utilized with coordination from USACE operations. Any power brought in at Lock must be coordinated between the Contractor and ComEd.
INQUIRY 24. Could USACE provide updated quantities for bid items 0008AC & 0008AE. These quantities currently read as 120,005 SF. Can the government confirm that these quantities are incorrect and provide the updated quantity to use on the bid form?
USACE RESPONSE INQUIRY 24: See USACE response Inquiry 15 of this Amendment No. 0002.
INQUIRY 25: Will the contractors be allowed to hook up to the utilities on site such as water?
USACE RESPONSE INQUIRY 25: There are no utility hookups for water.
INQUIRY 26. Is any information available such as strength of existing concrete and the aggregate size in the existing concrete?
USACE RESPONSE INQUIRY 26: Find attached report (compressive strengths) for strength and aggregate size for chamber walls.
INQUIRY 27: Has any background laboratory analysis been conducted on target dredge material? If so, have any of the results indicated the presence of elevated levels of substances or materials regulated by the state or federal government?
USACE RESPONSE INQUIRY 27: The Contractor will need to characterize the sediment for dredging and disposal. Section 35 20 23 (Dredging) of the project specifications, Paragraph 1.5 (Material To Be Removed) says that the material is clay, silt, fine sands and mud. USACE has not completed any recent background laboratory analysis.
INQUIRY 28: What is the intended or perceived fate of the target dredge material? Reuse? Unregulated waste?
Regulated waste?
USACE RESPONSE INQUIRY 28: Based on old data (grab samples collected in 1980 from outside the lock chamber), the material would be considered non-regulated waste and would not be suitable for reuse; the material would need to go to a landfill. The older data does not indicate the sediment would be considered as regulated waste that was RCRA hazardous waste or a special waste. Paragraph 1.16 (Permits) of the same section cited earlier says the following: “The contractor shall comply with conditions and requirements of the Corps of Engineers Permits and real estate instruments, and other State or Federal permitting requirements.
See Section 01 57 20.01 03 ENVIRONMENTAL PROTECTION FOR ILLINOIS for waste disposal, permit and Stormwater Pollution Prevention Plan requirements. The contractor is responsible for obtaining any additional permits as necessary to perform the work.”
INQUIRY 29: Clarify if there are limitations on where construction joints can be placed in the floor. Also, can additional expansions joints be used?
USACE RESPONSE INQUIRY 29: Construction joints to be located in the floor per the requirements of spec 03 31 30 - 3.9.11. Expansion joints to be located as indicated in the drawings S-105 to S-106.
INQUIRY 30: Is there an over dredge tolerance for the dredging that will be allowed payable?
USACE RESPONSE INQUIRY 30: There is a maximum over dredge tolerance stated in section 35 20 23, Paragraph 1.15.1, “Materials actually removed from within the chamber are permitted to a depth of not more than 0.5 foot below the required dredging prism line.” – It should be noted, this CLIN is based upon Square Feet (Area), and not paid out by Cubic Yards (Volume). There is no extra payment for over dredge quantity and all reaches of the proposed grade must be achieved for final payment.
INQUIRY 31: Is there a tolerance for the placement of each filter layer?
USACE RESPONSE INQUIRY 31: Based on note 2, Sheet S-302 that there will be a total surface tolerance - /+ 2 inch at the top of floor. Filter layer thickness may vary (thickness not less than 6 inch for both filter layers) depending on dredged grade elevation to achieve acceptable concrete surface elevation that must meet the final tolerance.
INQUIRY 32: Will filter material be placed to account for allowable over dredge be payable?
USACE RESPONSE INQUIRY 32: The filter material placed will be paid by the Square Feet (Area) of placement.
INQUIRY 33: In Amendment 1 Sheet CS101 has a call out to the south wall “ALLOWED STAGE STORAGE AREA ALONG SOUTH LOCK WALL BUT NO MOORING ALLOWED”. In solicitation Sheet C101, mooring is allowed in the lock as approximate location – mooring area 3. Can the GOV please clarify the amendment note.
USACE RESPONSE INQUIRY 33: Sheet CS101 is incorrect, mooring is permissible in that area. See updated drawing sheet in this Amendment No. 0002.
INQUIRY 34: Will ready mix uniformity testing be required?
USACE RESPONSE INQUIRY 34: ASTM C 94 Mixture Uniformity testing is required for the lock wall and lock floor concrete mixtures.
