If applicable at the time of construction, all contractors must follow the Centers for Disease Control and Protection (CDC) Guidelines related to the Covid-19 pandemic, State Executive Orders, and any local rules/required procedures to prevent the spread of Covid-19.

1.17 COORDINATION WITH OTHERS

Schedule and coordinate operations affecting other Contractors, Government hired labor forces, utilities, and/or property within the work limits.

Schedule with lead time sufficient for coordination of all involved parties as necessary for timely completion of each contract feature. As evidence of this compliance with this General Provision, furnish the Contracting Officer's Representative (COR) with a copy of each coordinated schedule prior to commencing operations affecting such other Contractors, utilities, and/or property.

The Government's Facility Operations and Dredging Contractor is expected to remain onsite continuing to offload dredged materials into the CDF and perform wastewater treatment until approximately August 31, 2021, and then demobilization is scheduled to be complete by through September 30, 2021.

The dredging Contractor currently utilizes both the center dike crest for support of sediment offloading pipes and the perimeter dike for support of concrete blocks used as tieoff points for the discharge pipes within the CDF, the south abutment of the center dike and perimeter dike, and the crest and downstream slope of the south dike to support the wastewater treatment plant pipes and associated equipment. Dredging and offloading of sediment and debris will be completed before December 31, 2020, and removal of sediment discharge pipes and concrete anchor blocks from the dike crest will be complete by April 30, 2021. The dredging contractor will mobilize equipment to the CDF interior during the winter months in early 2021 to manage impounded sediment but this activity should be completed prior to April 30, 2021. It is noted that the existing pipes for conveying CDF water from either decant structure down the south dike into the treatment plant will remain until water treatment activities are completed under the current Facility Operations and Dredging Contract.

The electrical equipment on the west decant structure and the water treatment plant piping will be removed by September 30, 2021. The dredging contractor requires access to both the North and South ends of the center dike at all times. In addition, the dredging Contractor intermittently utilizes portions of the south and west dikes for mechanical offloading of debris into the west cell of the CDF, and requires use of the north access ramp during this operation. Access to work areas used by the Dredging Contractor shall be avoided without prior mutual coordination. Other requirements are outlined below.

All air monitoring equipment must remain operational until dredged material offloading operations into the CDF and sediment management within the disposal cells have been completed by the Dredging Contractor , scheduled for August 31, 2021 . No demolition or earthwork on the perimeter dike crest shall commence until the Facility Operations and Dredging Contractor demobilizes from the site, and air monitoring equipment at the eight existing air monitoring stations has been removed by the Government. Removal is anticipated by May 31, 2021, but must be preceded by completion of the weather station pad, tower and support structures as indicated on the Drawings in order for the equipment to be immediately reinstalled by the Government. The Contractor shall prioritize construction of these weather station components as soon as weather permits so as not to delay removal of the air monitoring equipment.

However, c Construction downstream of the crest may be proceed as long as the effort is coordinated with the Government and with the Facility Operations and Dredging Contractor. There shall be no open toe excavations in locations where heavy equipment is being operated on the crest. on the west dike that may impact debris offloading operations, as no heavy equipment shall be operated on the crest in locations of open toe excavations. Coordinate with the Government prior to demolition and removal of the concrete pads, fence, etc. from the air monitoring stations.

Pond levels and sediment levels will be near the maximum allowable elevation of the CDF ponds during construction of the perimeter dikes.

Water treatment must occur periodically throughout the contract to ensure that water levels are maintained within allowable levels. The treatment plant pad is located south of the south dike to the northeast of the crane pad. The current Facility Operation and Dredging Contractor handles water treatment and will continue to do so until the plant and all associated equipment are demobilized by September 30, 2021, after which a new water treatment contractor may mobilize to the site. The Contractor is required to closely coordinate with the Government and the water treatment Contractor as pipes and other necessary equipment for conveying water from the disposal cell interiors to the treatment plant temporarily will need to cross the dike during active treatment. Activities that could re-suspend dredged sediment within the CDF must be avoided and/or coordinated with others to avoid water treatment impacts, as high suspended solids interfere with the water treatment processes.

The groundwater Gradient Control System (GCS) must be kept online to the maximum extent possible during the Contractor's work on the GCS. The Contractor may propose minimal amounts of downtime during construction as part of the submittal process (Gradient Control and Operation Plan Submittal), to be approved by the Government. Further requirements for coordination with the GCS operation are in the relevant specification section.

1.18 SPECIAL SAFETY REQUIREMENTS

Comply with all applicable Federal, state and local safety requirements including, but not limited to, those provided in EM 385-1-1 .

If applicable at the time of construction, all contractors must follow the Centers for Disease Control and Protection (CDC) Guidelines related to the Covid-19 pandemic, State Executive Orders, and any local rules/required procedures to prevent the spread of Covid-19.

1.19 DAM SAFETY AWARENESS TRAINING

All onsite Contractor and Subcontractor staff and supervisors are required to attend Dam Safety Awareness Training to be provided by the Government.

This course will provide a dam safety overview, and will review site-specific dam safety concerns to monitor for during construction activities and the emergency action plan. This class will be no longer than four hours. The Contractor shall request the training through the COR at least 30 calendar day prior to the beginning of onsite construction activities to allow scheduling. The Contractor shall alert the COR when new personnel are assigned to the project so that they will receive the required training.
