The following items are applicable to this modification:

SUMMARY OF CHANGES

B. AMENDED SPECIFICATION SECTIONS: The following Specification Sections have been revised. The revised sections are enclosed hereunder and replace the previously furnished sections.

a. 03 00 00 Earthwork – All tables deleted, except table 2

b. 03 00 00 Earthwork – Fill requriement added

c. 01 52 02 Temp – Requirements about site access were added

C. REVISED DRAWING SHEET: The following Drawing Sheet have been revised and is hereunder enclosed replacing the previously furnished respective sheet.

C-101: Note 4 revised

D. CONTRACTOR’S INQUIRIES: By this Amendment, the Chicago Distict, USACE responds to Contractor’s inquiries as follows:

INQUIRY #1: Decant structure, the spec is only specifying the Epoxy. If you look at the drawings they are pointing to the verticals as Epoxy. Are only the verticals Epoxy and the Horizontals and all other rebar is Plain. Doesn’t make sense.

USACE RESPONSE INQUIRY #1: Please review the spec section 03 30 00 paragraph 2.4 that described the two-part epoxy grout for concrete dowels (vertical reinforcement), and paragraph 2.6.1.1 that specified the epoxy-coated for the reinforcement as indicated in the plans (vertical/dowels reinforcement). Specifically, the epoxy is intended only for the embedment length of the dowels, no need epoxy for other reinforcement.

INQUIRY #2: For crane access to remove and install the bridge, Will we be able to set our crane up on top of the Dike or at the lower area?

USACE RESPONSE INQUIRY #2: Yes, you will be able to set the crane up on top of the dike with taken into consideration that the maximum crane loading on the dike crest cannot exceed the load that already indicated in Spec Sec 31 00 00 Par. 3.4.

INQUIRY #3: Specification 30 00 00 Earthwork – Paragraph 2.2.1 Environmental Testing of Borrow Materials references Table 2 attached at the end of the section. At the end of the section are three tables that all have the same parameters for environmental testing of the fill material. Two of them are labeled Table 1 and one is labeled Table 2.

Are the correct parameters just the ones listed on one page, or are there others that should be included?

USACE RESPONSE INQUIRY #3: The correct parameters for environmental testing of borrow materials are on Table 2. Please disregard the two Tables 1 at the end of Specification 30 00 00, as they include the same information as Table 2, correction will be made, two Tables 1 will be deleted. Table 2 should be used.

INQUIRY #4: Specification 30 00 00 Earthwork – Please clarify the maximum stone size allowable for satisfactory mill materials. Paragraph 1.2.2 Satisfactory Fill Materials indicated a maximum stone size of 3 inches in any direction and Paragraph 2.1.1.2 Satisfactory Fill, references a maximum stone size of 4 inches in any dimension.

USACE RESPONSE INQUIRY #4: Section 31 00 00 has been revised, in the definitions of satisfactory fill and unsatisfactory fill. 1.2.2 and 1.2.5 in response to the RFI.

INQUIRY #5: With consideration to the coordination of entrances with the facility manager, is the contractor going to have to have security at the Alternative Entrance during work hours or will we be allowed to keep the gate open during work hours and then close it upon leaving daily?

USACE RESPONSE INQUIRY #5: Specs section 01 52 02, paragraph 3.2.4 was revised to say: ”For ease of construction and traffic flow, the Contractor may leave the north and/or south gate open during their work hours. It is the responsibility of the Contractor to close them at the end of their work day. If the gates are left open without the cause of the Contractor, it will be their responsibility to close them if they are the last person onsite. Coordination with other Contractors onsite may be required. Manned security at these locations is not required.”

INQUIRY #6: Can you verify if they want centrifugal submersible pumps or submersible axial type pumps used for storm water. The spec states Axial type but the drawings show centrifugal submersibles.

USACE RESPONSE INQUIRY #6: Per Section 35 45 02.00 10, paragraph 1.1 SUMMARY Design, furnish, and install four submersible non-clog wastewater identical pumping units for the both Lift Station 1 (LS1) and Lift Station 2 (LS2) shown. Each pump shall be equipped with a 10 HP submersible electric motor connected for operation on 460 volts, three phase, 60 hertz, wire service, with an adequate length of submersible cable suitable for submersible pump applications. The power cable shall be sized according to NEC and ICEA standards and have P-MSHA Approval.

INQUIRY #7: Are new control panels required? Drawing shows the use of existing control panels.

USACE RESPONSE INQUIRY #7: On sheet ES-101, note 3 states "Remove electrical equipment, store and install on AMS pad after raising of dike."

On sheet E-501, note 2 states "Existing AMSs to be relocated are to be removed, maintained, and reinstalled by the contractor. Contractor is responsible for storing and securing this equipment for the duration of construction until reinstallation"

INQUIRY #8: Drawing of lift station does not indicate the grade level so I do not know how deep each wet well is to provide the correct amount of guide rail pipe. Can you provide the depth of each wet well?

USACE RESPONSE INQUIRY #8: Per sheer M-302, the topsoil elevation is at 592. The top of the LS's is approximately at the same elevation.

INQUIRY #9: Is there a specific Bid Guarantee Form that USACE requires? I have searched through the project specifications and checked the solicitation documents and do not see a specific Bid Guarantee Form. I do see that other government projects have had an SF-24 form.

USACE RESPONSE INQUIRY #9: The bidder shall use Standard Form 24 (per the Federal Acquisition Regulation, Subpart 28-106-1(a) " Bonds and bond-related forms”). Bidders may obtain a copy by visiting:

https://www.gsa.gov/forms-library/bid-bond (the current version is 08/2016).

INQUIRY #10: Does USACE accept electronic bid bonds? Since this is a hard copy bid, I don’t think so but I told the agent that I would ask.

USACE RESPONSE INQUIRY #10: An electronically submitted bid bond is acceptable and has been authorized via Amendment No. 0003, which has added "emailed Bids" as an option to placing bids.

INQUIRY #11: Is the required fill material needed to construct the exterior ramps included in the Clay Fill / Satisfactory Fill unit quantities or is the required fill incidental to - 0001AG exterior ramp lump sum price?

USACE RESPONSE INQUIRY #11:

SPECIFICATION SECTION 01 22 00.00 10 Page 7 RTA - 08/03/20 States:

1.1.7 Exterior Ramp (Northwest Corner) (Base Work Bid Item 0001AG and Option Work Bid Item 0002AJ)

1.1.7.1 Payment

Payment shall be made at the contract Job price for installation of exterior ramp to the Base Work crest elevation as shown on drawings and as outlined in Section 32 15 00 AGGREGATE SURFACING.

Payment shall be made at the contract Job price for installation of exterior ramp for height increase between Base Work crest elevation and the Option Work crest elevation, as shown on drawings and outlined in Section 32 15 00 AGGREGATE SURFACING.

Payment constitutes full compensation for installation of exterior ramp and will include cost associated with labor, materials, equipment, and all other incidentals necessary to complete the work.

SPECIFICATION SECTION 01 22 00.00 10 Page 13 RTA - 08/03/20 States:

1.1.27 Exterior Ramp with Designated Emergency Overtopping Location (Southwest Corner) (Option Work Bid Item 0002AL)

1.1.27.1 Payment

Payment shall be made at the contract Job price for installation of exterior southwest ramp with Designated Emergency Overtopping Location as shown on drawings and as outlined in Section 32 15 00 AGGREGATE SURFACING. Payment constitutes full compensation for installation exterior ramp with spillway and will include cost associated with labor, materials, equipment, and all other incidentals necessary to complete the work

INQUIRY #12: The perforated pipe for the tar collection trench – how many rows are there in the perforation on pattern and is it staggered? How long is the J-Bend?

USACE RESPONSE INQUIRY #12: The purpose of the perforated pipe is to collect soil gas so it can be passively vented at the surface. The perforations are required to conform with the requirements in Specification Section 33 46 13 Subpart 2.1.2. The J bend has no length requirement and the opening simply needs to face downwards to prevent precipitation from entering.

INQUIRY #13: Due to the size and complexity of this project we would request a 14 day extension of the bid date.

USACE RESPONSE INQUIRY #13: By this Amendment, the bid opening date and time has changed. Please See Page 1 of this document.

INQUIRY #14: I have noticed several other ACOE bids out for bids and they have by addendum added electronic submission via email is allowed. Addendum #2 of this project states electronic bids are not allowed.

USACE RESPONSE INQUIRY #14: Please see Inquiry #10 of this Amendment No. 0004.

INQUIRY #15: We have been getting feedback from subcontractors and suppliers and due to COVID-19 there are issues getting pricing in time to meet the September 3, 2020 bid date. We have witnessed and experienced these COVID-19 delays ourselves and understand the challenges this pandemic has created across many industries. We would like to request at least a one week time extension for the bid due date.

USACE RESPONSE INQUIRY #16: By this Amendment, the bid opening date and time has changed. Please See Page 1 of this document.

INQUIRY #16: Do you anticipate that the Bid Date for W912P620B0026 will remain 9/3/2020 at 2PM or possibly be extended?

USACE REPONSE INQUIRY #16: By this Amendment, the bid opening date and time has changed. Please See Page 1 of this document.

SECTION 31 00 00 Page 4

Q1. Decant structure, the spec is only specifying the Epoxy. If you look at the drawings they are pointing to the verticals as Epoxy. Are only the verticals Epoxy and the Horizontals and all other rebar is Plain. Doesn’t make sense.

A: Please review the spec section 03 30 00 paragraph 2.4 that described the two-part epoxy grout for concrete dowels (vertical reinforcement), and paragraph 2.6.1.1 that specified the epoxy-coated for the reinforcement as indicated in the plans (vertical/dowels reinforcement). Specifically, the epoxy is intended only for the embedment length of the dowels, no need epoxy for other reinforcement.

Q2. For crane access to remove and install the bridge, Will we be able to set our crane up on top of the Dike or at the lower area?

A: Yes, you will be able to set the crane up on top of the dike with taken into consideration that the maximum crane loading on the dike crest cannot exceed the load that already indicated in Spec Sec 31 00 00 Par. 3.4.

Q3. Specification 30 00 00 Earthwork – Paragraph 2.2.1 Environmental Testing of Borrow Materials references Table 2 attached at the end of the section. At the end of the section are three tables that all have the same parameters for environmental testing of the fill material. Two of them are labeled Table 1 and one is labeled Table 2. Are the correct parameters just the ones listed on one page, or are there others that should be included?

A: The correct parameters for environmental testing of borrow materials are on Table 2. Please disregard the two Tables 1 at the end of Specification 30 00 00, as they include the same information as Table 2, correction will be made, two Tables 1 will be deleted. Table 2 should be used.

Q4. Specification 30 00 00 Earthwork – Please clarify the maximum stone size allowable for satisfactory mill materials. Paragraph 1.2.2 Satisfactory Fill Materials indicated a maximum stone size of 3 inches in any direction and Paragraph 2.1.1.2 Satisfactory Fill, references a maximum stone size of 4 inches in any dimension.

A: Section 30 00 00 has been revised, in the definitions of satisfactory fill and unsatisfactory fill. 1.2.2 and 1.2.5 in response to the RFI.

Q5. With consideration to the coordination of entrances with the facility manager, is the contractor going to have to have security at the Alternative Entrance during work hours or will we be allowed to keep the gate open during work hours and then close it upon leaving daily?

A: Specs section 01 52 02, paragraph 3.2.4 was revised to say: ”For ease of construction and traffic flow, the Contractor may leave the north and/or south gate open during their work hours. It is the responsibility of the Contractor to close them at the end of their work day. If the gates are left open without the cause of the Contractor, it will be their responsibility to close them if they are the last person onsite. Coordination with other Contractors onsite may be required. Manned security at these locations is not required”.

Q6. Can you verify if they want centrifugal submersible pumps or submersible axial type pumps used for storm water. The spec states Axial type but the drawings show centrifugal submersibles.

A: Per Section 35 45 02.00 10, paragraph 1.1 SUMMARY Design, furnish, and install four submersible non-clog wastewater identical pumping units for the both Lift Station 1 (LS1) and Lift Station 2 (LS2) shown. Each pump shall be equipped with a 10 HP submersible electric motor connected for operation on 460 volts, three phase, 60 hertz, wire service, with an adequate length of submersible cable suitable for submersible pump applications. Q7. Are new control panels required? Drawing shows the use of existing control panels.

A: On sheet ES-101, note 3 states "Remove electrical equipment, store and install on AMS pad after raising of dike".

On sheet E-501, note 2 states "Existing AMSs to be relocated are to be removed, maintained, and reinstalled by the contractor. Contractor is responsible for storing and securing this equipment for the duration of construction until reinstallation"

Q8. Drawing of lift station does not indicate the grade level so I do not know how deep each wet well is to provide the correct amount of guide rail pipe. Can you provide the depth of each wet well?

A: Per sheer M-302, the topsoil elevation is at 592. The top of the LS's is approximately at the same elevation.

Q9. Sheet C-101 will be revised accordingly:

Dikes Contract Drawing Sheet C-101, General Notes, Note 4 states: "Existing wastewater treatment equipment to be removed when facility operations and dredging contractor demobilizes. Mobilization of temporary equipment for occasional wastewater treatment by others may be needed during the duration of dike expansion activities. Coordination is required between all onsite contractors."

Should be revised to the following in the current Modification:

"Existing wastewater treatment equipment to be removed when facility operations and dredging contractor demobilizes. Mobilization of temporary equipment for wastewater treatment by others will be needed during the duration of dike expansion activities. The wastewater treatment plant will have priority when using this area. However, part or all of this area may be available for use by the dike construction contractor depending on the water treatment schedule and needs. Coordination is required between all onsite contractors."

Q10. The perforated pipe for the tar collection trench – how many rows are there in the perforation pattern and is it staggered? And Q11. How long is the J-Bend?

The purpose of the perforated pipe is to collect soil gas so it can be passively vented at the surface. The perforations are required to conform with the requirements in Specification Section 33 46 13 Subpart

2.1.2. The J bend has no length requirement and the opening simply needs to face downwards to prevent precipitation from entering.

Q12. I don’t see any drawings for the weather station can you provide drawings?

A: The weather station equipment (i.e., the equipment that actually collects the weather data) is USACE equipment that will be installed by USGS on the weather station tower that the dike construction contractor will provide (purchase and then install). Sheet CS107, Notes 2, 3, and 4 have the requirements for the tower and the tower pad.
