C. CONTRACTOR INQUIRIES
By this Amendment 0002, the Chicago District, USACE provides its responses to contractor inquiries:
Q61. Sluiceway stoplog section detail C1/SS502 and SS512 show a sill plate at the sluiceway stoplogs. Is this required at all gates? What pay item are the sluiceway stoplogs under? There is a pay item for spillway stoplogs only at the lower dam.
USACE answer Q61: A stainless steel sill plate is not required. This amendment revises detail C1/SS502 to remove the stainless-steel sill plate requirement. AMENDMENT 0001 clarified that bid item 0010 should be used for all stoplogs.
Q62. Drawing M-500 Detail A6 has a note that states ‘Material: Bronze (See Spec.) We cannot locate a bonze specification in 05 59 13 or 05 59 20. Can you please provide?
USACE answer Q62: The bronze material was specified in Section 35 05 40 paragraph 2.1.1.e.
Q63. Based on water elevations in the specification and elevations shown on SD301, it is assumed that some of the area that needs to be repointed is under water which will require a cofferdam. Please confirm some repointing is under water. Is any repointing under the mud line?
USACE answer Q63: Yes, the entire abutment requires repointing (including the wall above and below the water and mud line, if applicable) as identified on Sheet SD301. Water elevation information was included in the specifications in SECTION 01 35 13; please see tables titled “Lower Appleton Dam hydrostatic loading per ETL 1110-2-584” and “Upper Appleton Dam hydrostatic loading per ETL 1110-2-584” on pages 66–67 of the specs file.
Q64. Based on this no construction zone for the eagle nesting, what is considered a construction activity? Can we push a barge setup with a crane through this zone? What about materials barges loaded with gates?
USACE answer Q64: The USFWS website for bald eagle does not address boat traffic as a construction activity, but does give guidance elsewhere on boat traffic relative to bald eagle nests: “For all motorized boat traffic within 330 feet (100 meters) of the nest, minimize trips and avoid stopping in the area, particularly where eagles are unaccustomed to boat traffic.” Therefore, barge passage, regardless of what the cargo is, is not restricted.
Q65. Tainter Gates: Does the fabrication of the Tainter gates need to be completed by an AISC certified fabricator?
We have had success on other COE projects with non AISC fabricator.
USACE answer Q65: Yes, SECTION 05 59 13.01 04 paragraph 1.5.3 states the requirement that the fabricating plant and fabricator be certified by the current AISC Quality Certification Program and shall be designated an AISC Certified Plant.
Q66. Fencing: Section 32 31 13.53 states that fence post shall be set in zinc-coated sleeve embedded a minimum of 12’’ into the concrete slab/wall. Would plate mounted post, secured with mechanical anchors be an acceptable alternative?
USACE answer Q66: The Government would accept this proposed alternative.
Q67. Will the railings, ladders and grating be subject to the certification and weld testing requirements of divisions 05 59 13 and/or 05 59 20? Or what division covers these items? For example does the fabricator of these miscellaneous weldments need AISC certification as described in 05 59 13?
USACE answer Q67: The miscellaneous weldments described in the comment are not considered hydraulic steel structures, therefore, the requirements of SECTION 05 59 13.01 04 would apply to these items.
Q68. The existing guard rail is painted blue. Will the new guard rail require painting?
USACE answer Q68: The new guard/hand railing will be galvanized as described throughout the contract drawings.
Q69. Questions regarding the option 1 and option 2 handrail: What are the material sizes? Are there any differences between option 1 and option 2 handrail other than Qty.? For each quantity of handrail, is there a rail located on the near side and one on the far side? Can you provide a detail of what is required for the safety gate?
USACE answer Q69: This amendment provides the following revised sheets to clarify the requirements of the handrail and safety gate: GI001, SC512, SB512, S-111, SB502, and S-101. The difference betweem option 1 and option 2 is that option 1 is for ALD and option 2 is for AUD, no other differences.
Q70. For the sluiceway stoplogs, is the required design to be similar to the provided sketch, utilizing square tube?
USACE answer Q70: No. Any galvanized steel AISC shape that meets the requirements of ETL 584 is acceptable.
Q71. Do sections 1.2.2.1 Air Monitoring, 1.2.2.2 Medical Status and section 1.2.2.3 of the specifications apply to shop painting?
USACE answer Q71: Yes, these requirements would also apply to shop painting.
Q72. 05 59 13.01 04 1.3.2 States that fabricated structural steel for the walkways are assumed to be Fracture Critical Members. On past projects this type of structural steel has not been considered fracture critical. Making this material fracture critical will eliminate many vendors from pricing the material as the vast majority of steel suppliers/fabricators do not carry the fracture critical certification. Companies that often perform fracture critical work do not usually build/price work like what is shown for the walkways and handrails. We concede that the new Tainter gates should be constructed as fracture critical members but ask that the required be removed for walkways.
USACE answer Q72: Fracture critical members are identified throughout the drawings with an “FCM” designation and no changes to the designated fracture critical members will be made as a result of this comment.
Q73. At the lower dam plans call out for the existing limestone abutments to be repointed. Do we need to repoint areas that are below the water line? This would require additional cofferdam and dewatering to access.
USACE answer Q73: Yes, the entire abutment requires repointing (including the wall above and below the water line) as identified on Sheet SD301.
Q74. What are the requirements to re-calibrate the re-installed inclinometers after the new Tainter gates are installed?
USACE answer Q74: There is no requirement for calibration of the inclinometer rather they should only be reinstalled on the gate arm, as required on SHEETS SD101 and SD111.
Q75. Spillway Stoplogs: Per specification SECTION 35 20 15 FRP COMPOSITES FOR LOW_HEAD WATER CONTROL STRUCTURE, section 2.3.3 Rubber Seals, would Polyurethane vertical seals and a neoprene horizontal invert seal be an acceptable alternate to the spec’d fluorocarbon seals?
USACE answer Q75: Seals must be natural rubber. Neoprene has proven to not seal as well as natural rubber in cold temperatures.
Q76. Spillway Stoplogs: Per specification SECTION 35 20 15 FRP COMPOSITES FOR LOW_HEAD WATER CONTROL STRUCTURE, would 316SS Stop Logs be an acceptable alternate to the spec’d FRP stop logs USACE answer Q76: The Government desires FRP stoplogs for the spillway.
Q77. Repointing of existing limestone abutments: Please provide an elevation for the limits of the repointing of the limestone walls. Are only the sections above water level to be repointed?
USACE answer Q77: The entire abutment (including the wall above and below the water line) requires repointing as identified on Sheet SD301. Water elevation information was included in the specifications in SECTION 01 35 13;
please see tables titled “Lower Appleton Dam hydrostatic loading per ETL 1110-2-584” and “Upper Appleton Dam hydrostatic loading per ETL 1110-2-584” on pages 66–67 of the specs file.
Q78. In reference to the following questions, please see attached drawing “SS502 with questions.” Can you provide more detail on lifting device shown in detail A1? Dimensions shown in detail C1 do not match detail shown in detail F1. Please advise. Re Detail A4, scaling the detail off would indicate that a W4x13 Beam is to be used for the upright supports. Can you verify that this is correct?
USACE answer Q78: Per requirements of SECTIONS 35 20 14 and 35 20 15, the lifting beam, stoplogs and stoplog guides are to be designed and supplied by the Contractor in accordance with the drawings and specifications.
The details referenced above are included to provide the Contractor with a visualization of what will need to be designed. The exact sizing of members and dimensioning will need to be determined by the Contractor.
Q79: Strut PL-Hubs: It looks like the ID for the Hubs will be 6-3/4” and not 10” as called out on C1 (snapshot below). Can you clarify which is correct?
USACE answer Q79: The ID for the hub should be 6-3/4”. This amendment provides revised detail C1 on SHEET
SC511.
Q80. The walkway bridges & handrails are called to be galvanized. Do these components get painted after galvanizing? If so please supply paint system for these.
USACE answer Q80: No. These items are to be galvanized and no additional paint coating system is required.
Q81. Q51 from amendment 1 states that detail A1/SC510 is applicable for the sill plate at the sluiceway stoplogs. This detail was initially shown for the gate sill plate. Can you confirm that new sill plates are needed for the gates and stoplogs at all sluiceways, so 34 total sill plates. All to be installed per detail A1/SC510? Also, this detail has a note about leveling grout to be placed however this is not shown on the detail. Is grout required to install the sill plate?
USACE answer Q81: Sill plates are required for the sluiceway gates, not sluiceway stoplogs. There WAS a detail C1/SS512 and C1/SS502 that showed sill plates for the sluiceway stoplogs (the sluiceway stoplog sill plate is removed from the drawing (C1/SS502) as part of this amendment 0002. Sheet SS512 was revised as part of amendment 0001 to remove the sluiceway stoplog sill plate. No changes are needed to A1/SC510 (sluiceway gate sill plate)). Seventeen (17) sill plates total are required. Yes, the levelling grout is needed; the note covers this. It is required to be placed prior to installing the sill.
Q82. The specified supplier for the Large (C8) and Small (E9) Washers on drawing M-500 just sent us the below comments. They are refusing to quote the washers due to the KARON V coating. Can you please provide a replacement material? Also, it is our understanding that there is not an approved equal to Kamatics products.
“Kamatics is currently working with manufacturing to determine feasibility to manufacture large 14” OD X ¼” thick bronze washer with .020 of KAron on both sides. The double sided nature of the part in combination with the bronze substrate and the relative lack of thickness compared to the diameter of the component presents several challenges for applying liner to and then machining the washer. Also, during initial review of the drawing Kamatics noted that the large washer runs against the bronze of the bushing being quoted above coating (KJBD72596V/ MK-501-5) as well as the housing into which the bushing is installed and some other plate components. Please note that it’s not recommended to run KAron against bronze, and it isn’t clear what the other two surfaces are made from and what their surface roughness is. For typical hydro power applications Kamatics recommends KAron mating surfaces to be made from stainless steels or similar materials with hardness of Rc 40 min and with a surface finish no greater than 16 Ra. It is also not clear what the operating conditions for the washer (or the bushing) are.”
USACE answer Q82: As an alternative, reduce the hub length to 9-1/2" and attach a 1/4" ASTM A564 SS (17-4 PH, Cond H1025) washer to the yoke side of the hub. The washer shall have a 1/8" bevel to allow for tack welding to the hub. Inside and outside diameters of the SS washer shall match washer M-501-2. The mating surface between the SS and bronze washers shall have a surface finish of 16 micro inches. The Karon V coating on the bronze washer is required only on the side of the washer mating with the SS washer. Contractor shall submit weld procedure for tack weld. Please see revised sheets M-500 and SC210 provided with this amendment.
Q83. Per specification section 05 59 20 subsection 1.4.5 – Are stamped fabrication drawings necessary since drawings will be approved by the USACE Engineer of Record?
USACE answer Q83: Per SECTION 05 59 20, any items designed by the Contractor must be prepared and sealed by a Registered Professional Engineer. The only items in this contract that are to be designed by the Contractor would be the spillway and sluiceway stoplogs, lifting beam and spillway stoplog guides which would not require approval by USACE Engineer of Record. All other shop drawings for items designed by the Government would not require the Contractor to obtain sealed shop drawings by a Registered Professional Engineer rather they would require approval by the USACE Engineer of Record.
