E. CONTRACTOR INQUIRIES

By this Amendment No. 0001, the Chicago District, USACE provides its responses to contractor inquiries:

Q1. Drawing V-100 note 4 refers to a drawing SE301 for Limestone Abutments Repairs, please provide the drawing.

USACE answer Q1: This is a typo. The drawing reference has been corrected and an amended drawing V-100 is issued with this amendment.

Q2. Drawing V-100 shows removal and disposal of the Steam House – what bid item is this associated with?

USACE answer Q2: Steam house removal shall be included with bid item 0009. Please see paragraph 1.3.9 of revised SECTION 01 22 00.00 10 included with this amendment.

Q3. Bid Item 9 is mixed in with the Appleton Lower Dam bid items, is this bid item for both the lower and upper sites.

USACE answer Q3: Yes.

Q4. On the lower dam, an eagles’ nest is shown on plans. The note claims the contractor will need permission to work during the Jan-Aug dates. How strict is this shut down going to be? What activities would be approved in this window?

USACE answer Q4: As stated on drawing V-101, no construction will be permitted within 660’ of the eagle’s nest if the eagles are nesting. Work outside the 660’ radius is permitted.

Q5. Can dam as-builts be supplied to help with the existing trunnion details?

USACE answer Q5: Reference drawings should have been included and are issued as part of this amendment.

Q6. In lieu of replacing the trunnion pins, can the pins be resurfaced onsite?

USACE answer Q6: No. The new pins are longer.

Q7. Can the contractor trim trees along the lock 1 access roadway? Some of the existing trees overhang the path and could scratch up and damage vehicles and equipment coming back to the lay down area.

Will temp site access be required for the walkway construction? (Does a temp power need to be set up or do Corps employees need to be able to access the contractors barge setup) USACE answer Q7: Trees may be trimmed. As long as vehicle access down the Lock access roadway and foot traffic access through the Lock and past the hydro to the dam is not impacted, there will be no need to provide "temp" access from the left abutment. Power to the dam comes from the Hydro plant side and needs to be maintained. Communications for the ICS system comes from the left abutment and does not need to be maintained during replacement of the walkway.

Q8. What extent of the existing gates needs to be painted? Is it required to deconstruct the gate and paint pieces individually, or can the gate be removed and blasted/painted while assembled. If gates need to be disassembled fully, new bolts will be required for the members, so we need to know what size bolts are required.

USACE answer Q8: It is not expected the gate would be deconstructed to blast and paint. The gates can be blasted/painted while assembled.

Q9. Is the train bridge at lock 3 operational? Assuming yes, please provide contact information for operator.

USACE answer Q9: The railroad bridge is owned and operated by the railroad. There is a number on the bridge to call for access. The USACE does not have contact information.

Q10. Is it required or preferred to start on a certain dam?

USACE answer Q10: There is no preference.

Q11. Page V-110 states “Existing Piers 1,2,3,4,5,6,7,8 &9 to be repaired (base)”. What is the repair detailing?

USACE answer Q11: Sheets SD311–SD314 and SB311–SB314 detail out the repair and are issued as part of this amendment.

Q12. How many sluiceway stoplogs are required for both Upper and Lower?

USACE answer Q12: Sheet SS502 has been amended to indicate that stoplogs for two sluiceway bays total are required to a height of 14 feet above sill.

Q13. F1/SS502 calls for galvanized steel stop logs and F1/SS512 calls for aluminum stop logs. It will be difficult to make weight requirements with galvanized steel, can aluminum be used in both cases?

USACE answer Q13: Sluiceway stoplogs must be galvanized steel. Sheet SS502 is amended to clarify that galvanized steel stoplogs are required for two sluiceway bays total (not 2 sets per dam) and only 1 lifting beam total (not 1 per dam) is required. The stoplogs and lifting beam are to be used at both dams.

Sheet SS512 is also amended to remove F1, C1, and A1.

Q14. SD301 says “limestone abutment to be repointed” can a you give a estimated quantity or show on the plans the area required.

USACE answer Q14: Limits of limestone repointing are shown on SD301. Government estimates 2,966 linear feet of re-pointing at an estimated average depth of 2.5 inches.

Q15. On the Appleton Lower Dam, will the trunnion pin housing on piers 1-5 be required?

USACE answer Q15: These gates do not have a gate arm bearing housing. If the question is referring to the trunnion yoke, the yokes do not require blasting and painting. Reference drawings of existing gates are provided with this amendment.

Q16. For AUD, CG310 can a play sheet be prepared to show the overall extent of depression repair? (Is it just behind the gates or also behind the spillways?)

USACE answer Q16: The depression area is only known to be downstream of the sluiceway.

Q17. For AUD, where should depression repair be included on the bid form?

USACE answer Q17: Depression repair, i.e., bedrock repair, shall be included with bid item 0009. Please see paragraph 1.3.9 of revised SECTION 01 22 00.00 10 included with this amendment.

Q18. For AUD, is any doweling required for the depression repair or just scale and pour?

USACE answer Q18: No doweling or reinforcement should be used.

Q19. For AUD, there is no stoplogs and stoglog guides item, where should price be included?

USACE answer Q19: Stoplogs and stoplog guides shall be under bid item 0010 Stoplogs and Stoplog Guides.

Amended SECTION 01 22 00.00 10 is included with this amendment and clarifies the bid item.

Q20. For ALD, there is not a bid item for the stoplogs, where should this price be included?

USACE answer Q20: Stoplogs and stoplog guides shall be under bid item 0010 Stoplogs and Stoplog Guides.

Amended SECTION 01 22 00.00 10 is included with this amendment and clarifies the bid item.

Q21. For ALD, there is no bid item for spall repair or injection grouting, where should the price be included?

USACE answer Q21: Spall repair or injection grouting shall be under bid item 0009 Site Work. Please see paragraph 1.3.9 of revised SECTION 01 22 00.00 10 included with this amendment.

Q22. For ALD, what are the extents of topsoil grading/removal? The whole island? From the South end to the gate fence?

USACE answer Q22: Note on V-100 has been revised and reference drawings are provided with this amendment.

Q23. For ALD, please supply reference drawings apldike15cvf101.pdf as noted on page V-100.

USACE answer Q23: Reference drawing is provided with this amendment.

Q24. Under what bid item is the cost for removal and disposal of steam house to be carried? Should bidder assume any lead paint and/or asbestos in the building?

USACE answer Q24: Steam house removal shall be included with bid item 0009. Please see paragraph 1.3.9 of revised SECTION 01 22 00.00 10 included with this amendment. The Government is unaware of any lead paint and/or asbestos present within the steam house building.

Q25. Can you provide more detail in the measurement and payment for 1.3.9.1 Site Work? Fencing to be Removed, Casson Trees, USACE answer Q25: Please see paragraph 1.3.9 of revised SECTION 01 22 00.00 10 included with this amendment.

Q26. Can you provide deadline for questions? Could not locate in the solicitation.

USACE answer Q26: There is no deadline for questions; however, please have all questions submitted as soon as possible so that the acquisition schedule is not delayed.

Q27. Shall concrete demolition costs be carried in the bid item they are associated with? Pier replacement, Walkway installation? How about Step removal shown on sheet SD302? Under what bid item should those costs be covered? Same question for replacement of stairs shown on drawing SB302.

USACE answer Q27: Concrete demolition of piers shall be under bid items 0008 ALD Pier Repair and 0015 AUD Pier Repair. Amended SECTION 01 22 00.00 10 is included with this amendment and clarifies the bid item.

Q28. Under what bid item should Crack/Joint Injection shown on SB303 be performed? Is there an estimated quantity in LF and/or gallons for this work to be performed? Under what bid item should concrete surface repairs be performed as shown on drawing SB501? The detail provided (A8) is not to scale. Can you supply estimated volume or area for these types of repairs?

USACE answer Q28: Crack/Joint Injection and concrete surface repairs shall be included under bid items 0008 ALD Pier Repair and 0015 AUD Pier Repair. Amended SECTION 01 22 00.00 10 is included with this amendment and clarifies the bid item. Cracks and spall repairs shown on plans are a close approximation of required repairs. For the crack/joint repair the Government estimates approximately 20 cubic feet for Appleton lower dam and 20 cubic feet for Appleton upper dam. For the concrete surface repairs the Government estimates approximately 67 cubic feet for Appleton lower dam and 90 cubic feet for Appleton upper dam.

Q29. Under what bid item should concrete depression repairs be performed as shown on drawing CG310? A detail (A4) is provided on CG310 and we can find plan view of location on sheet V-110 but that drawing is not to scale so we do not have a length of repair in order to estimate quantity of concrete needed. Can you supply estimated volume or area for these types of repairs?

USACE answer Q29: Depression repair, i.e., bedrock repair, shall be included with bid item 0009 Site Work.

Please see paragraph 1.3.9 of revised SECTION 01 22 00.00 10 included with this amendment. The estimated volume is 100 CYD. A revised CG310 to include this estimate will be provided via a future solicitation amendment.

Q30. Is bid item 0006 and 0013 for the “Embedded Side Seal Plates” to be inclusive of the gate Sill Plates? Are there existing sill plate currently installed?

USACE answer Q30: No, the gate sill plates shall be included under bid item 0009 Site Work. Please see paragraph

1.3.9 of revised SECTION 01 22 00.00 10 included with this amendment. There is currently a steel channel toed down serving as a sill plate. Reference drawings are provided with this amendment.

Q31. Will stop logs be supplied by USACE for installation into bulkhead slots?

USACE answer Q31: No. Stoplogs shall be as shown on drawing SS502.

Q 32. Can you supply estimated weights of existing gates to be removed?

USACE answer Q32: Each Tainter gate weighs between 18,000 and 19,000 pounds according to the attached reference drawings. i.e., see pages 20 and 35 of the revised drawings file.

Q33. Spec section 35 20 16.46 Pg.3 (2.1.1 Metals) references section 05 50 15 Civil Works Fabrications for material requirements. Please supply this spec section if applicable to this solicitation.

USACE answer Q33: There are several references to 05 50 15 Civil Works Fabrications in this spec section. They should all be 05 59 20 FABRICATION OF HYDRAULIC STEEL STRUCTURES. Please see revised Section 35 20 16.46 provided with this amendment.

Q34. Drawing SS502 Section C1 calls for “Galvanized Steel Stoplog”. The notes on this drawing reference Spec Section 35 20 15, this spec section applies to FRP Stoplogs and calls for stoplogs to be FRP material. Please clarify.

USACE answer Q34: Sluiceway stoplogs shall be galvanized steel. Spillway stoplogs shall be FRP. Section 35 20 15 will be revised and provided via future amendment to the solicitation.

Q35. Drawing SS512 Section C1 calls for “Aluminum Stoplog”. The notes on this drawing reference Spec Section 35 20 15, this spec section applies to FRP Stoplogs and calls for stoplogs to be FRP material. This drawing also contradicts drawing SS502. Please clarify stoplog requirements.

USACE answer Q35: Sheet SS512 is amended to remove F1, C1, and A1. Section 35 20 15 will be revised and provided via future amendment to the solicitation. Drawing SS502 is amended to clarify that galvanized steel stoplogs are required for two sluiceway bays. In short, sluiceway stoplogs shall be galvanized steel, and spillway stoplogs shall be FRP.

Q36. Item No. 0010 of the Solicitation specifies “Fabricate and Install Stoplogs and Guides at ALD Spillway”, and referencing Sheet SS502, A7 these appear to be composite stoplogs—is this the entirety of the Stoplog/Guides required? There are other references to Stoplogs being replaced and of varying composition—see page 2 of 53 General Notes, 1.: “Removal of approximately 50 feet of 3-foot high flashboards at each dam and replacement with composite stoplogs”. Also, Sheet SS502 shows Galvanized Steel Stoplogs in view F1 and C1; And, Sheet SS512 shows Aluminum Stoplogs in view F1 and C1. Please verify total number of, composition of, and location of Stoplogs and Guides required.

USACE answer Q36: SLUICEWAY: Two sets of galvanized stoplogs and one lifting beam. Each set of stoplogs shall be 14’ high above sill. This is the total number of sluiceway stoplogs and lifting beam for the project.

SPILLWAY: 1 set of FRP stoplogs in the leftmost spillway bay at EACH site. SS502 and SS512 are amended and provided with this amendment.

Q37. Drawing SD300 Detail E1 shows existing utility conduits running under the spillway walkway sections. Can you tell us if these conduits are power and/or control? Can they be taken out of service during the removal and installation of the new walkways? Are they carrying something other than powering something other than power for walkway lights?

USACE answer Q37: Three-phase power and communication lines for the remote system run from the right abutment to the hoist house. The three-phase power will need to be maintained for the duration of the project. It would be acceptable for the communication lines to be down but not the power. The specifications will be revised to include this information and will be provided via amendment to the solicitation.

Q38. What is the “Hub” material to be? The “Hub” is shown on drawing SC511 View C1 “Strut Plate Section”.

USACE answer Q38: The hub material is to be forged steel in accordance with ASTM A668 Cl. J
