B. CHANGES TO PLANS
Soil data is provided with this amendment at beta.SAM.gov in the file named “Amendment 0003 drawings.” The following is a summary of changes made by this amendment:
1. Add Figure 1.
C. CONTRACTOR INQUIRIES
By this Amendment 0003, the Chicago District, USACE provides its responses to contractor inquiries, continued from Amendment 0002:
Q23. When removing and replacing the stone revetment on the lake side at the base of the pier, will contractor be compensated by the ton if more stone is needed to rebuild to the existing section?
USACE answer Q23: As the breakwater is being widened, there will be an excess of stone which will be removed from within the footprint of the new breakwater which will allow the contractor to restore the revetment to its pre-construction condition. The Contractor will be responsible for ensuring that the Work in the area of the existing revetment is done with a sufficient amount of care to ensure that the additional importation of material is not required. Only the portion of the existing revetment where the SSP and new breakwater structure will pass is to be removed. No compensation for additional stone will be provided as the revetment is not owned by the Government.
Q24. Are there any historical drawings available for pier?
USACE answer Q24: The Government has included the existing conditions of the project site on the project drawings.
Q25. When excavating to -7 for the rubblemound option, can sand material be side cast on the lake side of the pier?
USACE answer Q25: The spoils will be mixed with breakwater debris and as such, are considered part of the demolition activities. See the demolition spec for further information regarding disposal of the breakwater material generated during the construction activities.
Q26. Are there any soil borings available?
USACE answer Q26: See Figure 1 provided with this amendment.
Q27. What will be the status of the current contract (phase 1) laydown area at the start of phase 2? For instance, will it have been restored by the current contractor?
USACE answer Q27:The Phase 1 laydown area will be vacated by the Phase 1 Contractor prior to the construction of the Phase 2 Work.
Q28. Section 01 35 13 1.4.2 Construction Period Restriction references a paragraph “Allowed and Prohibited Construction Periods” in section 01 57 19. We do not see that referenced paragraph in the specs. Are there State of Wisconsin prohibited construction periods?
USACE answer Q28: No environmental restrictions apply for this contract
Q29. We request a 3 day extension to the bid period. Receiving quotes from subcontractors and suppliers has been slower than normal during the Covid-19 Pandemic.
USACE answer Q29: There will be no extensions to the bid period.
Q30. When is the expected completion date of Phase 1.
USACE answer Q29: The contractual completion date of the Phase 1 Work is currently 23 December 2021.
