The following items are applicable to this modification:
AMENDMENT PARTICULARS
CONTRACTOR INQUIRIES
By this Amendment 0002, the Chicago District, USACE provides its responses to contractor inquiries, continued from Amendment 0001:
Q12. According to the Specifications, “This CQC System Manager is on the site at all times during construction and is employed by the prime Contractor.” Can the CQC System Manager and CQC Personnel be subcontracted by the prime Contractor to an independent third party CQC/engineering firm?
USACE answer Q12: When reading the applicable specification sections in harmony, the roles, responsibilities, and the authorities vested in this position all speak to this individual being an employee of the prime contractor. As an example, this position carries the authority to stop work under the contract. A person of such authority should be an employee of the prime contract since the contractual relationship is between the prime contractor and government, not between the government and the subcontractor.
Q13. If materials are stockpiled off site nearby, can they be paid for provided necessary property agreements are furnished? It would be more convenient to get the sheet piles delivered elsewhere over the winter, where we would have a crane already on standby to unload the trucks as they trickle in. The big question is can we get paid for these materials in stockpile since they would not be on the government furnished staging area? Sometimes we have had to furnish property agreements that state USACE may come on site and inspect / take possession of the materials.
USACE answer Q13: The Contractor has been provided a Work and Storage Area for the Subject Project and this area is noted in the Project Plans. However, if it is later determined by the USACE field office that it is in the Government’s best interests to permit delivery of offsite materials, the contract could be modified to include the appropriate term, conditions, and clauses.
Q14. What are the dimensions of the braced sheet pile closure box ending at sta 13+53?
USACE answer Q14: The dimensions are approximately 30 feet by 30 feet. This dimension is as noted, approximate, and will vary based on layup and field conditions. Contractor to verify all dimensions prior to, and during, construction to ensure that the proposed construction meets the intent of the design as noted elsewhere in the Project Drawings.
Q15. Are the wale erection seats shown in detail A6/S-504 just a recommended means of wale installation that can be omitted if contractor elects to use other appropriate means & methods?
USACE answer Q15: The erection seats shown are required.
Q16. What is the start and end stationing of the concrete slab along the rubble mound? What is the detail of the L-section just past sta 14+00, including pile top connection details and rubble mound stone placement changes?
USACE answer Q16: The stationing of the walk extends approximately from about Sta. 17+50 to about Sta.
13+85. This stationing is approximate, and will vary based on layup and field conditions. Contractor to verify all dimensions prior to, and during, construction to ensure that the proposed construction meets the intent of the design as noted elsewhere in the Project Drawings.
There are no planned changes to rubblemound stone placement as shown on the Project Drawings. As such, the Contractor shall account for any temporary falsework that may be necessary (if deemed required) to allow for placement of the concrete slab if the rubblemound does not extend up to a sufficient elevation to provide adequate support for slab placement directly on the rubblemound structure.
Lastly, consistent with the intent of the typical section provided of the rubblemound walkway, the leading edges of the slab facing the direction of span for the single return slab shall be provided with the same detail.
The exact methodology regarding how the return slab would be constructed is up to the Contractor (i.e., means and methods), but the general assumption was to first construct the E-W portion of the walk and then the return slab after.
W912P620B0005
The Contractor is responsible for providing structural steel shop drawings to the Government for review and approval showing the planned layout of the proposed framing, proposed connections, etc., to ensure that the Contractor’s means and methods meet the intent of the Government’s design.
Q17. Please confirm hot-rolled sheets are required. Section 05 41 10 - 2.1 appears to reference cold-forming methods: "shall be formed from one homogeneous steel sheet of the required thickness". Please also confirm that the section modulus is the only geometric property of PZ-35 that must be matched for grade 50 piles.
USACE answer Q17: Section 05 41 10 indicates that the SSP shall be hot rolled. The properties of SSP required for the subject Project are noted in Subsection 2.1.1 – HOT-ROLLED STEEL SHEET PILES.
Q18. On plan sheet S-504, E5 shows W12x53, E1 shows W12x59, A1 shows W12x58. Please confirm correct section.
USACE answer Q18: E1 does not appear to show W12x59 but in fact, a W12x58 member. Nevertheless, W12x58 is the correct section.
Q19. E5/S-504 shows a 1'-3" dimension across a W12x53, which is only 10" wide. Please clarify.
USACE answer Q19: The dimension is 10.01 inches and the section noted is shown as a W12x58 member.
The remainder of the detail is still valid.
Q20. There are no provisions for tie-in connections if options are not awarded. Can it be assumed that this job will be awarded including all options?
USACE answer Q20: The provisions for the closures shall be included in the respective bid category (i.e., Base Bid, Option 1, or Option 2) as it shall be assumed that the project could be awarded whole, or with only some (or all) of the Options.
Q21. Section 02 41 00 - 3.2.3 states vibration monitoring by 3rd party consultant where section 01 35 13 just specifies a qualified individual. Please clarify.
USACE answer Q21: A qualified third-party consultant shall be used.
Q22. E1/S-504 - Can the edge of the C-channel vary from the edge of the W12x58 to account for pile driving alignment tolerances?
USACE answer Q22: No, it cannot. The Contractor is responsible for performing a sufficient amount of due diligence during performance of the Work to ensure that the connection is constructed as shown on the Design Drawings.
