SECTION SF 30 BLOCK 14 CONTINUATION PAGE

The following items are applicable to this modification:

AMENDMENT PARTICULARS

A. CHANGES TO SOLICITATION

1. Page 1, block 11, is revised to the following:

“The Contractor shall begin performance within 10 calendar days and complete it within 1,156 calendar days after receiving notice to proceed. This performance period is mandatory.”

2. Updated Wage Determination WI20200015 dated 11 September 2020 is provided by this Amendment 0001.

B. CHANGES TO PLANS

The revised plans are provided with this amendment at beta.SAM.gov in the file named “Amendment 0001 revised plans and drawings.” The following is a summary of changes made by this amendment:

1. Delete sheet S-101, add revised sheet S-101.

B. CONTRACTOR INQUIRIES

By this Amendment 0001, the Chicago District, USACE provides its responses to contractor inquiries:

Q1. What Bid Item does the cost to construct the closure at STA 13+53 go?

USACE answer Q1: The closure at Sta. 13+53 is part of the line item listed in Option 2 of the rubblemound construction.

Q2. How long are the sheets to be for the closure at STA 13+53?

USACE answer Q2: The sheeting length shall be the same as the original Phase 1 design and extend to EL. - 28 ft. Please see revised sheet S-101 provided by this amendment.

Q3. What Bid Item does the cost associated with the demolition of the existing structure to facilitate the closure at STA 13+53 & STA 17+32 go?

USACE answer Q3: For the closure at STA 13+53, this shall be assigned to the line item for the Option 2 rubblemound construction. For the closure at STA 17+32, this shall be assigned to the line item for the Option 1 rubblemound construction.

Q4. Sheet CD-301, details F1 & E5 indicate the existing structure is to be demolished to EL. 3.5, however the tie rods are far above that at EL. 5.00. Can partial demolition of the existing structure be done to facilitate tie rod installation and allow for +-3” clear around the tie rods as done previously in PH1? Removal of the existing structure to EL. 3.5 after sheeting has been install has proven to be very time consuming/costly as the existing structure removal cannot take place until the sheeting has been installed, thus leaving only +-3’ from the unbraced sheeting to the existing structure.

USACE answer Q4: No alternatives are permitted. The bidder shall bid the project as specified to be considered “responsive’ to the IFB requirements; any bid that provides otherwise will be rendered nonresponsive. Any successful contractor is welcome to submit a Value Engineering proposal via invoking FAR 52.248-3 (VE Construction) located in Section 00 70 00 of the solicitation and planned resulting contract.

Q5. The Existing Site Section A1, F1 & E5 on Sheet V-301 indicate the existing armor stone on the lakeside to be 200-2000 LB, however in PH1 the armor stones were over 12 ton in size and extended to EL. -12.00 LWD not EL. 0.00 as indicated on the above-mentioned details. Please advise if the existing conditions have changed from what was encountered in PH1 or if the above-mentioned conditions remain. Note – Detail E5 & B1 on Sheet S-301 is a more correct depiction of the existing conditions nut still does not show the armor stone at the correct size or depth.

USACE answer Q5: Refer to the Notes on Sheets V-101, V-102 and V-301 as well as Specification 05 41 10 – Metal Sheet Piling. It has been made clear that the plan views and cross sections shown on the Plan Sheets

W912P620B0005 provide a general representation of the existing site conditions and that variations between what is shown on the Plan Sheets and what is to be encountered in the field should be expected. Furthermore, the notes also indicate that elevations and dimensions shown should be considered approximate and are subject to Contractor verification. Lastly, an additional note including verbiage within Specification 05 41 10 has made it clear that the Contractor is responsible for the clearing of all SSP drivelines during performance of the Work and that the depth of the stone varies along the length of the project. Based on this information, it is the Contractor’s responsibility to perform a sufficient amount of due diligence to investigate the amount of stone present on each side of the breakwater (including verification of the site conditions) in the field prior to bid submission.

Q6. What Bid Item should the costs associated with the existing structure demolition: loading to barge, unloading onto trucks and disposal to facilitate rubble mound construction from STA 17+32 to STA 13+53 go?

USACE answer Q6: These costs should be assigned to the rubblemound line item in Options 1 and 2 and is based on stationing.

Q7. What Bid Item should the costs associated with the slab support & concrete slab over the rubble mound structure go?

USACE answer Q7: These costs should be assigned to the rubblemound line item in Options 1 and 2 and is based on stationing.

Q8. During demolition of the existing structure as required to facilitate rubble mound construction, a large amount of lakebed will need to be excavated to reach the elevations as indicated on detail E6, Sheet S-301 (digging down to EL-7.0 LWD). Where should this large amount (+-4,500 CY) of spoil be placed?

USACE answer Q8: The spoils will be mixed with breakwater debris and as such, are considered part of the demolition activities. See the demolition spec for further information regarding disposal of the breakwater material generated during the construction activities.

Q9. Detail B5 on sheet CD-301 shows the existing scour stone on the channel side to be used as part of the new scour stone construction. This will require removal and placement onto a material scow, unloading and placement into an area that requires new scour stone. How will this work be paid for? By draft readings from the material scow or is this work ancillary to rubble mound construction and not be paid for under a Scour Stone Bid item?

USACE answer Q9: Note that the means and methods described above in Question 9 are not necessarily requirements of the Contract. Existing scour stone reused during performance of the Work would be accounted for under the rubblemound construction line item in Option 1.

Q10. Detail B5 on sheet CD-301 shows the existing armor stone on the lake side to be used as part of the rubble mound construction. This will require removal and placement onto a material scow, unloading onto land, reloading onto a material scow and placement into an area that requires new armor stone. How will this work be paid for? By draft readings from the material scow or is this work ancillary to rubble mound construction and not be paid for under a Armor Stone Bid item?

USACE answer Q10: Note that the means and methods described above in Question 10 are not necessarily requirements of the Contract. Existing scour stone reused during performance of the Work would be accounted for under the rubblemound construction line item in Option 1.

Q11. Detail B6 on Sheet S-301 indicates the 12” DIA., 0.5 IN thick concrete filled pipe piles need to be driven to a required tip elevation of EL. -43.00. Based on the existing conditions, this will require the use of a large impact hammer to ensure the tip elevation is met. Is there an allowable capacity requirement that if met and indicated through PDA testing, the tip elevation requirement of EL. -43.00 will be waived?

USACE answer Q11: It is recommended that the Contractor perform a sufficient amount of due diligence (i.e., such as a WEAP analysis) to size the hammer to be used for the project based on the soil conditions provided in the Specifications in order to land the piling to the required tip elevation as shown on the Project Drawings without damage or overstressing of the piling. The ultimate capacity required per pile is 100 kips.

Note: Executive Order (EO) 13706, Establishing Paid Sick Leave file:///C/Users/H6PMDPLW/Documents/Sheboygan%20BW%20Phase%20II/Solicitation/0001/WI20200015.txt[9/11/2020 09:35:12] for Federal Contractors applies to all contracts subject to the Davis-Bacon Act for which the contract is awarded (and any solicitation was issued) on or after January 1, 2017. If this contract is covered by the EO, the contractor must provide employees with 1 hour of paid sick leave for every 30 hours they work, up to 56 hours of paid sick leave each year.

Employees must be permitted to use paid sick leave for their own illness, injury or other health-related needs, including preventive care; to assist a family member (or person who is like family to the employee) who is ill, injured, or has other health-related needs, including preventive care; or for reasons resulting from, or to assist a family member (or person who is like family to the employee) who is a victim of, domestic violence, sexual assault, or stalking. Additional information on contractor requirements and worker protections under the EO is available at www.dol.gov/whd/govcontracts.

Unlisted classifications needed for work not included within the scope of the classifications listed may be added after award only as provided in the labor standards contract clauses (29CFR 5.5 (a) (1) (ii)).

The body of each wage determination lists the classification and wage rates that have been found to be prevailing for the cited type(s) of construction in the area covered by the wage determination. The classifications are listed in alphabetical order of ""identifiers"" that indicate whether the particular rate is a union rate (current union negotiated rate for local), a survey rate (weighted average rate) or a union average rate (weighted union average rate).

Union Rate Identifiers

A four letter classification abbreviation identifier enclosed in dotted lines beginning with characters other than ""SU"" or ""UAVG"" denotes that the union classification and rate were prevailing for that classification in the survey. Example:

PLUM0198-005 07/01/2014. PLUM is an abbreviation identifier of the union which prevailed in the survey for this classification, which in this example would be Plumbers. 0198 indicates the local union number or district council number where applicable, i.e., Plumbers Local 0198. The next number, 005 in the example, is an internal number used in processing the wage determination. 07/01/2014 is the effective date of the most current negotiated rate, which in this example is July 1, 2014.

Union prevailing wage rates are updated to reflect all rate changes in the collective bargaining agreement (CBA) governing this classification and rate.

Survey Rate Identifiers

Classifications listed under the ""SU"" identifier indicate that no one rate prevailed for this classification in the survey and the published rate is derived by computing a weighted average rate based on all the rates reported in the survey for that classification. As this weighted average rate includes all rates reported in the survey, it may include both union and non-union rates. Example: SULA2012-007 5/13/2014. SU indicates the rates are survey rates based on a weighted average calculation of rates and are not majority rates. LA indicates the State of Louisiana. 2012 is the year of survey on which these classifications and rates are based. The next number, 007 in the example, is an internal number used in producing the wage determination. 5/13/2014 indicates the survey completion date for the classifications and rates under that identifier.

Survey wage rates are not updated and remain in effect until a new survey is conducted.

Union Average Rate Identifiers

Classification(s) listed under the UAVG identifier indicate that no single majority rate prevailed for those classifications; however, 100% of the data reported for the classifications was union data. EXAMPLE: UAVG-OH-0010 08/29/2014. UAVG indicates that the rate is a weighted union average rate. OH indicates the state. The next number, 0010 in the example, is an internal number used in producing the wage determination. 08/29/2014 indicates the survey completion date for the classifications and rates under that identifier.

A UAVG rate will be updated once a year, usually in January of each year, to…
