C. BY THIS AMENDMENT, THE USACE-CHICAGO DISTRICT PROVIDES ITS RESPONSES TO
CONTRACTOR’S QUESTIONS AS FOLLOWS:
Q= QUESTION
UR = USACE RESPONSE
Q1: Page 28 & 29 of Section 00 22 13 references the Priority Options and the timing of the potential awards of these options. Is the governments intent that Base Bid be completed in 2019 / 2020 and, if awarded Option 1 & 2 be completed in 2020 / 2021 and Options 3 , 4 & 5 in 2021 / 2022 ?
UR1: "Amendment 002 revised the performance period for the project. The Contractor bid should reflect completion of all work (including exercised options) by the second construction season, April 14, 2022. Options will be exercised within 180 days from NTP)"
Q2: Can field office trailers be located in the USACE parking lot ?
UR2: "Refer to note #2 & #3 of sheet C-001. There will no staging/storage within the parking lot. However, Amendment 002, allows the contractor to utilize the south lock wall for staging and storage. "
Q3: Can contractor vehicle parking be in the USACE parking lot ?
UR3: "No, see response above"
Q4: Page 4 in Section 03 01 00 paragraph 3.1 a. & b. note that if rebar is encountered during drilling or coring that the hole location shall be moved to avoid the rebar. For the Armor plate and boat tie off’s anchor bolts this will not be possible as the anchor spacing will have to match the prefabricated armor locations. Will it be acceptable to core trough existing rebar at these locations ? If no , please advise on we should alter the location of anchor bolts.
UR4: "Paragraph 3.1 of specification 03 01 00 applies only during the concrete removal. As indicated in specification 03 30 53, paragraph 3.7.3, "The Contractor will be required to drill thru any reinforcement interfering with the anchor locations". Also, please see note 3 on S-501 which states, "Contractor may cut existing rebar only as required to drill anchors."
Q5: Will scanning for existing rebar be required ?
UR5: "No scanning is specifically required, however, as indicated in Specification 03 01 00 paragraph 3.1, the Contractor is required to take necessary precautions to protect reinforcing steel during concrete removal."
Q6: Page 5 in Section 03 01 00 paragraph 3.4.1 and 3.4.2 describe both Sandblasting and High Pressure Water Jet of the existing concrete/rebar. Is the intent that the contractor has to use both of these methods or just one ?
UR6: "As indicated in 03 01 00, "Contractor shall determine the means and methods of demolition. Paragraph
3.4.1 and 3.4.2 apply to Cleaning Surfaces."
Q7: Page 11 paragraph 3.3 Strongbacks notes that these will be required to support the armor plate during grouting. We believe the armor plates are sufficiently strong to resist deformation/movement and the armor plate anchor bolts will not be near there design strength during grout placement. If the contractor provides calculations showing strongbacks are not required , do we have to provide them ?
UR7: "As indicated in specification 05 50 15, paragraph 3.3, strongbacks are required. "A system of strongbacks shall be installed to support the armor plate units during grout placement placement. No grout loads shall be taken by the permanent anchors." "
Q8: Sheet G-002 note 10 states assume only marine access to the lock. Can we use light weight concrete buggy’s to access from the parking lot ? Can we use mini-skid steers to transport debris and concrete ? These machines have a minimal PSF foot print. Also can we place small temp equipment on the lock structure (generator , compressor , temp heaters , job box, etc.….) ?
UR8: "Please see Note 4 of sheet C-001. Contractor is required to limit loads per this note and to adhere to work limits shown."
Q9: What is the schedule for the North Pier Tunnel project ? Will the access restrictions be in place for the entire 1080 day contract duration ?
UR9: "The construction schedule for the North Pier Tunnel is not available at this time. The access restrictions will be in place the entire project duration."
Q10: Will they initial dewatering of coffer dams needed to be treated the same as contaminated dewatering or could the water be pumped straight to the lock (assuming the interior of the coffer dam is clean) ?
UR10: "Refer to Section 01 57 20.01 03, paragraph 1.7.3-p provides the treatment requirements for dewatering operation effluent. Also refer to responses provided to Question #8 Amendment 0003."
Q11: Can USACE lower the water level inside the lock during coffer dam placement ? If yes what is the maximum level the lock can be dewatered ?
UR11: "As indicated in Section 31 23 19, paragraph 3.2, the Contractor is responsible for installation of all dewatering structures and maintaining all pumps and other equipment necessary to perform the work."
Q12: Drawing S-102 Elevation A1 has a note for an expanded detail A1 on drawing S-509. There is not a drawing S-509 in the set. I think the intent might be drawing S-503 , please clarify.
UR12: See previous response (Response #1 of Amendment 0003)
Q13: Drawing S-503 shows the elevation of a typical Armor Plate / Ladder elevation and details. However no details are provided for the connection between the existing ladder and the proposed ladder. Please provide details for how this connection is to be made.
UR13: See previous response (Response #2 of Amendment 0003)
Q14: Will shop and field welds need to be scanned ?
UR14: See previous response (Response #3 of Amendment 0003)
Q15: The Lock Wall Steel Ladder is noted as a separate pay item. Is the intent that the ladder steel be fabricated and grouted separately from the adjoining armor plates ?
UR15: See previous response (Response #4 of Amendment 0003)
Q16: Page 6 in Section 01 22 00 .00 10 paragraph 1.1 . 9 . 1 description for Cast In Place Concrete directs us to section 05 50 15 but there is no cast in place information in that specification. Please provide a cast in place specification.
UR16: See previous response (Response #5 of Amendment 0003)
Q17: Section 09 97 02 page 26 Painting Schedule – The table calls for the armor panels to receive a “white metal blast cleaning”. The armor panels are to be hot dipped galvanized. Is the intent for us to remove 1.5 mils to
2.5 mils (per 09 97 02 page 18 paragraph 3.1.2) of galvanized coating to prep for paint coating ?
UR17: "As per Specification section 09 97 02, paragraph 3.5, the armor plate panels are to be painted with paint System No. 5-E-Z not hot dipped galvanized."
Q18: Can painting of the armor plates be completed at the fabrication plant or does all paint prep/coating need to be completed in the field ?
UR18: "Please see Specification 09 97 02, paragraph 3.2 for paint application requirements. Also, please note that all surfaces of the armor plates are to be painted per the painting schedule in paragraph 3.5."
Q19: Section 05 50 15 – for the fabrication of the armor plates will any testing be required for the steel and all associated welding ? If yes please provide a list of the required testing and the frequency they area required as the specification is unclear.
UR19: "Per specification section 05 50 15 paragraph 1.3.1, all welding and weld inspection if to be in accordance with AWS D1.1."
