Overiew: This trip report is subsequent to a series of previous reports submitted on February 19, 2010 titled CURRENTS INVESTIGATION DRAFT REPORT, September 21, 2010 titled CURRENTS
INVESTIGATION FINAL REPORT, and a final May 10, 2011 report titled TAR 24 - SAFETY
TESTING FINAL REPORT. These reports document various field investigations, technical evaluations, alternatives development, and other research associated with the operation of the fish barriers in Romeoville, IL. These reports document methods to mitigate the stray currents, methods to mitigate corrosion, the test results, the electrical modeling results and the various research that has been performed to understand the issues occurring around the barrier site. This report is a continuation of the previous reports.
This report includes the documentation of the daily activities performed by the test team while at the site during the week of June 13th, 2011. The information in this report includes documentation of the field test methods and procedures, presentation of the data recorded, analysis of that data, and additional onsite information observed by the testing team. There are several
Attachments that include the recorded field mapping data, parasitic testing data, map of point’s measured, continuous monitoring information, and barrier operation data.
1. Observations
The site has changed significantly since the February 2011 field testing investigation.
Several of the points used to record electrical data have been removed due to site modifications.
Black & Veatch 2 Date 7/7/2011
Following is a brief list of the site changes found.
New Fencing – Changes to the fencing was found through out the site. Fencing near point 168 and around point 21 has been revised.
Signage where previous measurements were recorded has been moved. An example of this was found at 603 and point 78.
Jersey barriers at point 406 have been removed.
Multiple points have been removed because of construction or modifications onsite. Examples of these are points are 603, 406, and 712.
Residences have installed additional grounding.
Gate at point 1 has had grounding jumper removed.
Barrier 2A was not operational.
Parasitic 2 was damaged and not operational.
In addition to site modifications, the weather was significantly different than the weather during the February 2011 field testing. The air temperature was in the 80’s for the duration of the trip. The first two days were sunny, while the last two days were cloudy and rainy. The soil was moist and was less resistive than the February 2011 field testing.
2. Methods and Procedures:
Testing began by establishing continuous monitoring stations at five different locations at the fish barriers. Meters were used to continuously record voltage potentials and capture changes due to barrier operation, parasitic changes, or effects from other testing taking place on site. Fluke
Scopemeters, powered by portable generators, recorded the trends of maximum root mean squared voltage. Points where continuous monitoring was located included 421.3 (touch to light pole in front of 805 E. Old Romeo Rd.), 429A (touch to utility meter box at 805 E. Old Romeo Road), 32 (touch to bridge abutment), 7 (perpendicular step near barrier IIB), and point 78 (perpendicular step near
IIA). These points were monitored starting at the beginning of testing around seven in the morning and recorded until the end of testing at approximately five in the afternoon each day.
After continuous monitoring was set up, field mapping began. The Black & Veatch safety testing team was responsible for 56 different points across the fish barrier site. These points were measured twice a day, morning and afternoon, creating over 100 different data logs for each day. At each point three different measurements and up to three different orientations were recorded totaling around 1000 different daily entries. Orientations included touch, perpendicular step, and parallel
Black & Veatch 3 Date 7/7/2011 step readings. For each of these readings, three different voltages were recorded: Peak-Peak Voltage
(VPk-Pk), Root Mean Squared Voltage (VRMS), and Direct Current Voltage (VDC). Each recording was logged in a notebook and analyzed. All point locations for continuous monitoring and field mapping can be found on the site overview map in Attachment A. These recorded values were verified using multiple meters, reference electrodes, and spot checks during field mapping.

4. Interpretation of Data:
The recorded data confirmed trends that were noticed during the February 2011 field testing.
Direct comparison of the data is difficult due to the changes in the site, and the climate between the two testing periods. The analysis of the data focused on the barrier operation, parasitic orientations, and effects of a barge in the water to ground field mapping. In the following comparisons, the only variable that has changed is the variable that is listed. The other variables remained the same.
Barrier Operation (2.0 vs. 2.3 V/in):
2.3 – Point 21 Touch to Guy Wire – 6.34 VRMS
2.0 – Point 21 Touch to Guy Wire – 5.3 VRMS
2.3 – Point 7 Perpendicular Step – 7.57 VRMS
2.0 – Point 7 Perpendicular Step – 6.76 VRMS
2.3 – Point 46 Parallel Step – 3.8 VRMS
2.0 – Point 46 Parallel Step – 3.9 VRMS
The data suggests increasing the barrier output in the canal will increase ground surface voltage potentials. This is congruent with data recorded in February 2011.
Black & Veatch 8 Date 7/7/2011
Barge in the Canal (Yes OR No):
Yes – Point 20 Touch to Fence – 2.75 VRMS No – Point 20 Touch to Fence – 1.17 VRMS
Yes – Point 7 Perpendicular Step – 2.13 VRMS No – Point 7 Perpendicular Step – 2.88 VRMS
Yes – Point 46 Touch to Fence - 3.4 VRMS No – Point 46 Touch to Fence – 4.6 VRMS
Data confirmed discussion from February 2011 that stated ground surface voltage potentials were lower when a barge was in the canal.
Parasitic Orientations (Para 1 and 3 ON, 2 OFF and All OFF):
To determine the effects of parasitic configurations on ground surface voltage potentials, a test was preformed on Wednesday June 15th, 2011 where the parasitic switches were run through a series of scenarios and voltage measurements were recorded. Four points were monitored and the following results were found. Points measured included 78, 7, 9, and 423.3 step Vrms voltage readings. (Note: Trends could not be verified by comparing to data taken in February because the inoperable condition of parasitic 2 and the use of only barrier 2b.)

The field testing showed a direct impact on ground surface voltage potentials by adjusting the configuration of the parasitics to north, south, east, and west of the barrier 2B. These changes are
Black & Veatch 11 Date 7/7/2011 documented in the waveforms above. The changes in electrical measurements between scenario 1 and 2 is difficult to explain. The voltage decrease during scenario 1 is not caused by the parasitics.
The changes in the barrier output could have caused these voltage swings. The barrier control room data logs do no t show that any changes in barrier operation were made during this time. In addition, there was no activity in the canal such as tug boats or barges that could have accounted for the decreased voltage.
5. Additional Onsite Testing and Information:
During the safety testing, additional tests outside of the primary field mapping were completed. Additional tests included testing on BNSF equipment, parasitic busbar tests, and busbar readings in building 2A.
BNSF Testing
On June 14th, 2011 at 1100 hours, the Black & Veatch testing team was approached by BNSF personnel performing maintenance on the traffic arms at the Old Romeo Rd crossing. Mr. Arman of the Chicago District was present and B&V’s point of contact, Mr. Schulenberg, was contacted.
Upon receiving permission from the Chicago District and BNSF, several tests were performed to determine the effect of the fish barriers stray current on the BNSF equipment.
BNSF mentioned that the tracks carry 5 different signals, 4 pulsed DC and one AC. The AC signal’s frequency is 156 Hz. Track #2 is the East track and track #1 is the West track. BNSF mentioned that they noticed an elongated waveform on signal #5. B&V requested that the BNSF signals be temporary shut down. The following waveforms were captured.
Black & Veatch 12 Date 7/7/2011
VOLTAGE MEASUREMENTS TAKEN BETWEEN TRACKS – EAST
FREQUENCY MEASUREMENT TAKEN BETWEEN TRACKS - EAST
Black & Veatch 13 Date 7/7/2011
FREQUENCY AND VOLTAGE MEASUREMENT TAKEN BETWEEN TRACKS – WEST
The waveforms indicate that the fish barrier electrical signature is present in the tracks. The data log from the control room shows that barrier 2B was running at 15 Hz when these readings were taken which was confirmed by measurements. It could not be determined whether the barrier signal was interfering with BNSF track signals. Additional testing will need to be performed to determine if the fish barrier signal is disrupting the track signals.
Parasitic Cables
A test to confirm current in the parasitic cables and voltage on the busbar was performed on
Wednesday June 15th, 2011 at 715 hours. The data is listed below. The max voltage recorded was
172 VRMS and the max current found was 75 Amps. See the full list of data below and in attachment

Black & Veatch 15 Date 7/7/2011
During the analysis of the parasitics, B&V noticed an abnormality in the data. The data suggested that current was not flowing through the Parasitic 2 cables. During February 2011 the opposite was true. The parasitic switch enclosure was opened to check the integrity of the cables.
Inspection of the switch closure showed there was damage to the switch and that the cables to
Parasitic 2 were missing. It appears that the cables from the parasitic mat were snagged and ripped from the enclosure down through the feeder conduit that connects the cables to the parasitic mat.
The damage may have been caused by a barge anchor or by debris dragging through the canal. B&V documented the findings and participated in a conference call with various Chicago District personnel to discuss the findings. The following pictures document the damage within the enclosure. The exact timing of the damage is unknown. The enclosure was opened and tested during the February 2011 field test. Any testing that required the operation of Parasitic 2 during since the February 2011 field test can not be considered reliable.

Busbar Tests
B&V was requested to perform tests on the 2A busbar that provides voltage to the pulsars.
Testing was completed on June 15th, 2011 around 12:00 pm. See the following results and pictures from the test.

6. Conclusion
Direct comparisons between the February 2011 and the June 2011 field testing are difficult to make due to the site changes and the climate changes. The June 2011 electrical field mapping confirmed lower reading across the site. The reduction in the readings may be due to the climatic changes, changes in barrier operation (only barrier 2b was operation in June 2011), implementation of electrical mitigation measures throughout the site or changes in the parasitics. There are some locations that showed large electrical potential readings. The locations of high readings are at the new points not previously measured such as the door seals at 2B and grounding at point 21. The field testing performed at the BNSF buildings, MMH, and OXBOW all showed low influence from the barriers and small voltage potentials.
New readings on BNSF and MMH buildings showed influence from the fish barrier. The voltage potentials were small and caused no increase to health and safety. These readings could change with the addition of running barrier 2A on its current system. This would change the analysis of the utility network to include possible heightened voltages at these locations. Effects from a winter climate would speculate that these values would increase with higher ground resistance. These readings were not taken during the February safety trip. Readings at OXBOW were small and inconsistent. OXBOW was disconnect and running on generators. Measurements there indicated no fish barrier influence.
Large differences were not noticed by changing the barrier operation from 2.0 to 2.3 V/in during the safety testing. Points varied across the site in how they increased or decreased and each point behaved uniquely. These changes nonetheless were small enough to not confidently be able to attribute the change directly to a adjusting the barrier operation. There was no attributed heightened safety risk by running at 2.3 V/in. These small changes between the two scenarios were consistent to the data taken in February.
The ground surface voltage potentials are lower when a barge is in the canal. The in canal surface water voltage potentials measured by CERL show a rise in voltage potentials when a barge passes through the fish barrier area. This observation is similar to the observations made during the
February 2011 field testing.
During the field testing, the damage to the Parasitic 2 electrical enclosure was documented.
Black & Veatch 19 Date 7/7/2011
Since Parasitic 2 was not operable the field testing of the impacts associated with the orientation of the parasitics were inconclusive. The parasitics do affect the ground surface voltage potentials.
Increases were shown in some areas while decreases were found elsewhere.
Additional investigation and testing of the parasitics is needed to optimize their operation.
However, Black & Veatch does recommend running Parasitics 1 and 3 in the ON position while barrier 2b is in operation. This setting did show the largest shunting of the current and the most conditioning of the canal electric field.
