QUESTIONS AND ANSWERS
Solicitation No. W912P521Q0036 Amendment No. 0001
Question 1: The description says that sector gear assembly can either be forged or welded, but it does not mention anything about machining. Can the parts be machined from raw material instead of forged?
Answer 1: The parts can be machined from raw materials instead of forging. Materials shall be as shown on the reference drawings for Pickwick Sector Gear Replacement. Brinell hardness, heat treatment (induction hardening), etc. shall be as specified in the contract specifications. Section 35 20 15 of the specs has been updated to resolve this question.
Question 2: We would like to sublet the actual cutting and inspection of the sector gear. Would this process be acceptable?
Answer 2: Subcontracting is acceptable provided both prime contractor and subcontractor meet all requirements laid out in the solicitation and specifications.
Question 3: Will the furnished “as designed” CAD drawings depict the original design (cast sector gear, 12 -19-
1979) or the “as built” design (welded sector gear, 1-13-2016)?
Answer 3: The Contract drawings with page numbers 64E250-3 and 64E250-5, are the only drawings allowed to dimension all fabricated products for this project.
It is up to the contractor to decide to cast or weld the Sector gear (see Answer 1). The dimensions shown on drawing pages 11206-E1, 11206-1, 11206-2, 11206-3, 11206-4, and 11206-5 are NOT correct and shall not be used.
Question 4: Per section 1.1 of Section 35 20 15, the sector gear shall be of either forged or welded construction. Per paragraph 2.1.3 of this Section provides a cast material specification (90-60 cast steel, now UNS D5600, 620-15.)
Paragraph 2.1 of this Section allows the sector gear to be made from cast steel. Please resolve this conflict in specifications.
Answer 4: See response to question 1.
Question 5: Per note on drawing 64E250-3R2 0f 1979, pattern for MK 9 furnished by TVA. Is this correct?
Answer 5: If the Contractor wishes to cast the pattern for MK 9, TVA will NOT be providing any pattens or Core
Boxes. The Contractor is responsible for both.
Question 6: If the Contractor is to make the pattern and core boxes, will they become the property of USACE, to be boxed and delivered with the job?
Answer 6: If the Contractor makes patterns and core boxes, they will be the property of the Contractor and will not be delivered to the job.
Question 7: Strut pin MK 42 is not listed on Page 3 of the Summary of Work, but at A-10 on second page of drawing, 64E250-3R2 of 1979 it is highlighted. Is this pin part of the requirement?
Answer 7: Specification 35 20 15 section 1.1 lists MK 42 ‘Trunnion Block Pin’ as part of the scope. If there is a discrepancy between the specifications and drawings, the specifications always take precedent.
Question 8: Can the customer designate the grades of the forged material for the MK 14 pinion, MK 22 Trunnion
Block and MK 42 Strut Pin?
W912P521Q0036
Answer 8: MK 14 Pinion must be forged using AISI 4130 H as shown in reference drawing 11206-4 Rev 4, MK
11206-4-3 with the BHN as specified in Section 35 20 15, Paragraph “Surface Hardening of Gear Teeth.”
MK 22 Trunnion Block must be forged using AISI 4130 H and must be forged to conform to ASTM A668/A668M
Class E standards.
MK 42 Strut Pin must be forged using AISI 4130 H and must be forged to conform to ASTM A668/A668M
Question 9: Should the notes and call-outs on drawing 11206-4 be understood to apply to the manufacture of parts per drawing 64E250-3R2 of 1979, specifically the reference to hardening of gear teeth?
Answer 9: See Answer 8
Question 10: Paragraph 2.1.6 of section 35 20 15 deals with the manufacture of turn bolts and cap screws. To which bolts or screws does this paragraph pertain? These items are cross-hatched out on 64E250-3R2 of 1979.
Answer 10: Turned Bolts MK 16, ML 17, and MK 18 shown on drawing 64E250-3 and will be added to the scope.
MK 16 will be a quantity of 20, MK 17 will be a quantity of 2, and MK 18 will be a quantity of 2. Both the contract drawings and contract specifications will be updated to reflect these additions.
