Representatives met at the Center Hill Maintenance shop area and convoyed to the Long Branch Day Use Area picnic shelter. At approximately 0915 Kevin Salvilla, Supervisory Natural Resource Program Manager, made introductions and welcomed those present. Representing the Corps were Kevin Salvilla, Bert Merritt [COR], Noel Smith [CET], and Eleanor Ervin.
Noel Smith went over the solicitation W912P520B012, sections for clarification.
It was noted that any discrepancy between what is stated during this visit and what is written in the solicitation, the solicitation document governs. All questions shall be submitted in writing to the Contract Specialist Reid Drewes at Reid.A.Drewes@usace.army.mil. According to the solicitation, questions shall be submitted no later than 20 Nov 2020 at 1400 hrs. A verbal extension was given to Kevin Salvilla from Reid Drewes [Contract Specialist] and Isaac Taylor [Contracting Officer] to have questions submitted no later than 1 Dec 2020 at close of business. Bids are due in by 11 Dec 2020 by 1000 hrs.
Bert Merritt went over the mowing section C-2. Center Hill Lake has difficult terrain, a lot of which can not be mown by mowers. A lot of weed eating is necessary. A low-center gravity tractor can be used; but no zero turn on more than 4-1 slope. There are height restrictions as well.
No mowing or blowing before 0800 in campgrounds.
Noel Smith went over section C-3, Cleaning Services in Recreation Area. Area quiet hours shall be followed. Noel instructed group that quantities and locations are in tables in Section C-3.
Section C-5 is for Facility Repair and Non-Routine work. One of the participants commented that some of the line items in this section have an asterisk but not an explanation. It was noted that the explanation is in the Bid Schedule – * Operator with Equipment *.

A walk-through was escorted at Center Hill Powerplant. Also it was told to visitors that the Generator Floor and Assembly Bay are part of the janitorial services; but currently are not due to an outside contractor working there.
When the generator rehab work is complete these areas will be cleared and cleaning tasks completed.
After the Powerplant tour the group regathered at Long Branch area and a walk through of the day-use area with picnic sites, fish cleaning station, restrooms, shelter, ramp and parking area shown and discussed. We walked into the campground. The procedure for cleaning campsites was discussed – each day campsites that have been vacated will be cleaned. The park attendant will furnish a list of sites to be cleaned to the janitorial staff.
Litter pick-up was discussed – in the contract a day-use area and campground are considered one unit. Leaves are considered part of litter; as well as gravel washed onto parking area or ramps, and graffiti removal from picnic tables or structures in area.
The group went to Floating Mill recreation area to show a difference in terrain – Long Branch being flat and Floating Mill isn’t; more weed-eaters or hand trimming will be necessary at Floating Mill, Hurricane Bridge and Ragland Bottom and Johnson Chapel recreation areas. Potential bidders were encouraged to visit the other recreation areas to get a feel of what is necessary to complete work. Maps were provided for their convenience.
