Q AND A 2
W912P519B0003 Barkley Turbine Generator Rehab Questions and Answers Amendment 0004
19. Can you please confirm if the Government will require individual Performance and Payment Bonds for each unit? Given the duration of the project and the requested (5) year warranty for the stator rewind and (2) year for the cavitation warranty it is not possible to provide a single Performance & Payment for the entire project.
ANSWER: In accordance with FAR 52.228-15, Performance and Payment Bonds—Construction, the penal amount of the performance and payment bonds shall be 100% of the original contract award amount. Warranties in the specifications include (1) turbine oil purification system (Section 22 00 00.00 26 paragraph 3.5.4b), (2) generator air cooler (Section 23 00 01.00 26 paragraph 1.6), (3) generator thrust bearings (Section 48 13 13.06 26 paragraph 1.5),
(4) stator windings (Section 48 13 16.00 26 paragraph 1.5), and (5) cavitation (Section 48 13 13.01 26 paragraph 1.5.3.1).
20. Please provide drawings of the stator frame, showing inner diameter of each shelf, number of reinforced angle steel behind key bars.
ANSWER: Any drawings not in the reference drawing set (W912P519B0003+RTA+TPlans.pdf) that are available to the Government will be provided upon award.
21. SECTION 48 13 16.00 26 clause “2.11.2 Stator Lamination Die” allows the use of the existing stator lamination die currently stored at Barkley powerhouse. In order to evaluate this option please provide the following information: Is the die currently in perfect operation conditions? Quantity of laminations already punched? Number of times tool was sharpened? Some pictures would be helpful. Drawings of lamination die if available for the assessment of the lamination size and the fixation method to the punching equipment.
ANSWER: The lamination die was available for inspection during the pre-bid onsite walkthrough on June 19, 2020.
Any drawings existing in Government records will be made available for inspection after award. The Government cannot assess the utility or condition of the stamping die for use with Contractor tooling as part of the Solicitation.
22. SECTION 48 13 16.00 26 clause “2.11.3 Stator Key bars” requests the supply of new key bars with stator frame modifications if applicable. Please provide the design details, pictures and drawings of existing key bars showing how these are fixed to the existing stator frame and how they will be removed in the rehabilitation. Is a different key bar design acceptable? How many key bars are required/installed per the unit? Are the current key bars providing the compression of the core? Or there are also round studs? And how many per unit?
ANSWER: Please reference the Government’s response to Question #20 for information about additional reference drawings. The specifications give the Contractor design control over keybars with the OPTION of modifying the stator clamping system if required for the design.
23. SECTION 48 13 16.00 26 clause “2.11.4 Stator Clamping System (OPTIONAL)” defines that supplies of flanges and fingers, tightening nuts and through bolts are optional, i.e., the existing ones are to be reused. Please provide the design details, pictures and drawings of these flanges and fingers, tightening nuts and through bolts, including how these are fixed and supported on the existing stator frame. Is there any record of looseness, cracks or any other problems with the existing clamping configuration?
ANSWER: There is no record of issues in maintenance logs. Please reference the Government’s response to Question #20 for information about additional reference drawings.
24. SECTION 48 13 16.00 26 clause “1.4 EXISTING GENERATOR INFORMATION” informs that the unit 1 was rewound by the National Electric Coil Company in 2013. Please provide:
• The design details, pictures and drawings of these stator coils showing the slot dimensions and core total length. These information are not available in the received drawings.
• Test Report Data of the refurbished generator Unit 1 with the same Heat Run data provided in the clause “1.4.3 Test Report Data”:
• Operating Temperature Degrees Celsius (°C) at rated kVA, voltage and power factor; Maximum Temperature Rise of Armature Winding by RTD; Average Temperature of Inlet Air and Stator Resistance (line-to-neutral) at 75°C.
ANSWER: Please reference the Government’s response to Question #20 for information about additional reference drawings.
25. SECTION 48 13 16.00 26 clause “1.4 EXISTING GENERATOR INFORMATION” informs that in 2013 the unit 1 had 23 of the 110 field coils refurbished. Please provide the design details, pictures and drawings of these refurbished field coils showing the copper dimensions, number of turns, turn insulation, ground insulation and collars thickness.
ANSWER: Please reference the Government’s response to Question #20 for information about additional reference drawings.
26. SECTION 48 13 16.00 26 clause “1.4.4 Inspection by Contractor” informs that spare coil and spare lamination are available at the powerhouse for measurement. Due to the short period for the proposal calculation, waiting until the June 18th site visit will set a disadvantage against the OEM who already own this information. Please provide the dimensions measurements and pictures of these spare coil and lamination or related drawings with original dimensions.
ANSWER: Please reference the Government’s response to Question #20 for information about additional reference drawings.
27. Technical Specifications/48 13 16.00 26/Para. 3.4/Page 26
It is difficult to obtain good quality slices of only 0.25 inch. The heat generated by the cutting process can damage small samples. It is recommended to increase the length of the slices to 1.0 inch.
ANSWER: The Government’s requirement of a 0.25 inch sample is standard and remains as stated in the Solicitation.
28. Technical Specifications/48 13 16.00 26/Para. 3.15.3/Page 32
Center the frame to the new unit centerline is easy to perform, however round the stator frame (i.e. change the shape of the stator frame) is useless if new keybars are installed.
ANSWER: This Specifications Section 48 13 16.00 26 does not require rounding of the stator frame. The frame is to be set to the new centerline, keybars installed vertically, and then the core itself is to be stacked in a concentric, vertical circle.
29. Technical Specifications/48 13 16.00 26/Para. 3.16.2/Page 32 It is asked to bring the flux density to its rated value. Since the core material saturation curves tend to flatten at or near 100% rated flux level, it can lead to high values of excitation current to magnetize the core due to rapid decrease in permeability. This might require a very large power source which could be unjustified and sometimes impractical. A lot of our experiences involve a fixed flux density of 1.0 Tesla, regardless of the rated flux level. Also at 1 Tesla most likely the 480 VAC station Service can be used for the testing.
ANSWER: The Government requires rated flux testing as standard and as stated in in the Technical Specifications.
30. Technical Specifications/48 13 16.00 26/Para. 3.29 (d)/Page 43 Due to health and safety reasons, GE's preferred method to perform the blackout test is using a UV camera that allow for an adequate level of ambient light during the test. A Blackout test in the complete darkness requires additional safety measures to protect the technicians and/or engineers (ex. barriers, flat platforms, additional safety distance if no barriers). The test using a UV camera has been successfully performed for numerous years and requested by many customers.
ANSWER: The Government recognizes the differences in test methods, but requires blackout testing as the standard and as stated in the Technical Specifications.
31. Technical Specifications /48 13 16.00 26 /Para. 1.1 /Page 5 Barkley Power Plant Units 1 through 4 have 110 field coils each. Please clarify why only 87 field coils shall be refurbished for Unit 1.
ANSWER: Unit 1 field coils damaged due to a previous failure were refurbished concurrent with the Unit 1 rewind under a separate contract in 2013.
32. Is a PPQ required for a project that is in PPIRS?
ANSWER: The apparent low bidder will be required to submit either one PPQ or Contractor Performance Assessment Report (CPAR) for each project used to satisfy a DRC. Please reference Instructions to Bidders, paragraph 13, Definitive Responsibility Criteria (DRC).
33. Will there be a Roof Replacement during the Barkley Turbine Generator Rehab Project?
ANSWER: The current roof replacement project is now in the closeout phase. However, the Government will likely award other operations and maintenance contracts for the Barkley Power House in the future.
34. In a review of Contract Clauses in the Solicitation, it is noted that clause 52.214-18 – Preparation of Bids- Construction is incorporated by reference. This clause states:
52.214-18 Preparation of Bids-Construction.
As prescribed in 14.201-6 <Blockedhttps://www.acquisition.gov/content/part-14-sealed-bidding#i1110459> (l), insert the following provision:
Preparation of Bids-Construction (Apr 1984) (a)Bids must be- (1)Submitted on the forms furnished by the Government or on copies of those forms, and
(2) Manually signed. The person signing a bid must initial each erasure or change appearing on any bid form.
(b)The bid form may require bidders to submit bid prices for one or more items on various bases, including- (1)Lump sum bidding;
(2)Alternate prices;
(3)Units of construction; or (4)Any combination of paragraphs (b)(1) through (b)(3) of this provision.
(c)If the solicitation requires bidding on all items, failure to do so will disqualify the bid. If bidding on all items is not required, bidders should insert the words “no bid” in the space provided for any item on which no price is submitted.
(d)Alternate bids will not be considered unless this solicitation authorizes their submission.
(End of provision)
Please note that 52.214-18(a)(2) requires bids to be manually signed, presumably on Forms SF1442 and any Amendments SF30, and Form SF24/Bid Bond.
However, in Section 00 21 00, Paragraph 16, it is stated that:
The Bidder’s bid shall be submitted electronically, as described below. The IFB will provide bid submission instructions and receipt date for bid submittal. The Bidder’s bid shall not contain classified data. The use of hyperlinks in bids is prohibited.
NOTE: The only authorized transmission method for bids in response to this solicitation is electronically via SAFE online submission. NO OTHER TRANSMISSION METHODS (EMAIL, FACSIMILE, REGULAR MAIL, HAND
CARRIED, ETC.) WILL BE ACCEPTED.
Please clarify which of these requirements prevail in this apparent conflict, or if a scanned signature of the forms included with the electronic submittal will suffice.
ANSWER: A scanned signature on the forms included with the electronic submittal is acceptable
35. GE would be interested to have additional information about the powerhouse bridge crane, such as: remote operation availability, visual weight indicator installed, maintenance and inspection log book, certifications history, emergency plan. This information would be useful in assessing cost of operation and EHS.
Please confirm also that the powerhouse bridge crane will be load tested (125% of nominal maximum capacity) and certified by the Government before use by the Contractor.
ANSWER: The powerhouse bridge crane was tested to 125% on July 2016.
36. Please consider including the erection bay bearing capacity. This information will allow GE to properly plan the site work.
ANSWER: Structural and architectural drawings are included for reference with layout and rebar schedule for load determination.
37. Please clarify the scope (systems) for cooling and packing water piping replacement including limit of supply.
We have limited access to drawings. Please clarify also the associated bid item in price schedule for this scope of work.
ANSWER: Please reference Specifications Section 22 00 00.00 26 paragraph 3.15, which requires the contractor to include all cooling water piping within the turbine pit for replacement or inspection and replacement on direction from the government.
CLINS 101, 0219, 0329, and 0439 cover reassembly of each unit. The piping is part of the reassembly process as these pipes will be disassembled during the work.
38. According to section 48 13 16.24 26, the replacement of new brakes shall include cylinders, pads and piping.
But according to related bid item in price schedule (No. 0156), the scope of work shall also include electronic controls, hydraulic pumps, motors, valves, etc.
Please clarify the scope for brake system replacement including limit of supply for low pressure air actuation piping.
Please clarify if a new brake panel shall be provided in the base scope of work.
ANSWER: In accordance with Specifications Section 48 13 16.24 26, the existing braking and jacking cylinders are to be replaced with new. New mounting plates and brake pads to be supplied. New low pressure air piping is to be replaced. Replace this piping back to the governor where the air brake actuator is located. The other items (electronic controls, hydraulic pumps, motor valves, etc.) were erroneously included in the bid schedule. A new brake panel is not part of the scope of work. An updated electronic bid schedule in Excel is being provided as a separate attachment to this Amendment. This electronic file shall be completed and provided with your bid.
Transcribe the total bid price (base and all options) to Line Item (CLIN) 0001 of this Amendment.
39. Section 05 59 13 mentions only the requirements to the fabrication of the draft tube gates.
Please clarify the design requirements (allowable gate deflection, corrosion, leakage rate, seismic load, etc.) for the draft tube gates.
The scope of work assumed by GE includes: panels, structure, seals, guide shoes, elliptical springs and lifting hooks.
Please clarify if the following components shall be included in bid item No. 0112 in price schedule: bypass valve (not shown on original drawings), embedded parts, dogging device, lifting beam, lifting beam storage rack, slot covers, etc.
Is there a PE stamp requirement on this system. Please clarify.
ANSWER: There are no design requirements for the draft tube gates. Drawings Q9-79/680a, “/681a, “/681a, “/682a, and “/683a are detailed drawings and provide enough detail for fabrication. This Amendment updates the description for Item No. 01112 to highlight installation of the draft tube gates. Bidders should review Specifications Section 05 59 13 para 3.1.2, as it is required that the gates be installed in the slot after delivery. This may be challenging due to the plant’s tail deck geometry and might require a floating crane. This however will be determined by the contractor’s best means and methods.
The draft tube gates portion is a "fabricate to print." There is no design required for the fabrication of these gates and no PE stamp is required for design.
40. Condition Monitoring System Supplier advised that equipment have been updated several years ago with new air-gap and vibration sensors, and electrical auxiliaries (such as wires and relays) not fully meeting specification 48 13 16.01 and 26 05 19.00 26. Would a similar updated system as approved for Old Hickory Project be acceptable?
ANSWER: Potential systems shall be submitted via the Government submittal process and variance marked accordingly, if applicable.
41. Since we were not able to share our business cards due to the COVID-19 outbreak, are you able to provide us the phone contact information for the attendees to the site visit? We would like to contact them to see if they would like us to participate in providing the rewind kits for the Project. Also, please email us the new Solicitation Proposal due date.
ANSWER: The sign-in sheet for the June 19, 2020 physical site visit is being provided as a separate attachment to this Amendment. Extension of the bid opening due date is provided with this amendment to the solicitation.
42. Can the cut-off day for questions be extended?
ANSWER: Amendment 0003 extended the due date for questions from Friday, June 26, 2020 at 11:00 a.m. Central Time to Wednesday, July 8, 2020 at 10:00 a.m. Central Time.
43. There were no PDS or PPQ forms included in Amendment No.2. Will these be issued soon?
ANSWER: The Project Detail Sheet (PDS) and Past Performance Questionnaire (PPQ) are provided as separate attachments to this Amendment.
44. Since, up until today, there has been no response to any of the 26 questions we have submitted. Today marks the official deadline for submittal of questions.
We respectfully request that the Q&A period be extended to – at a minimum – correspond with the extended bidding period, pushing the Q&A deadline back three weeks, so that the new date for Q&A submittals would be July 15, 2020.
ANSWER: Please reference the Government’s response to question 42.
45. Water Quality- We consider the following water quality parameters as harmless conditions for non- and low-alloyed structural steels as well as for stainless steel type 1.4313/ASTM 743 CA6NM Water quality parameter Unit Harmless water quality threshold Total suspended solids (TSS, average value) mg/l Pelton:
< 1000 m: < 10 < 2000 m: < 5 ≥ 2000 m: 0 Francis, Kaplan:
< 100 m: < 60 < 300 m: < 30 ≥ 300 m: < 5 pH-Value - 5 - 9 Electric conductivity µS/cm < 300 Chloride (Cl-) mg/l < 50 Sulfate (SO42-) mg/l < 300
Please confirm the Barkley lake water quality meets the above threshold. Also, the contractor will have no warranty obligation to the extent when any damages are primarily the result of microbiologically influenced corrosion (MIC) or biological infestation (e.g., mussels, water hyacinths). Please confirm.
ANSWER: Due to the length of the period of performance of this project, the Government cannot predict the water quality in Lake Barkley. The contractor is not responsible for damage that is a result of microbiologically influenced corrosion (MIC) or biological infestation.
