This document contains an amendment to a solicitation for the Barkley Turbine Generator Rehabilitation Project. The amendment provides responses to vendors' questions from a virtual site visit, the attendee list and presentation slides from the visit, and extends the bid opening date from July 15, 2020 to August 5, 2020.

The Nashville District of the U.S. Army Corps of Engineers is soliciting a firm fixed-price construction contract valued between $25-100 million to rehabilitate four turbine generators at the Barkley Power Plant in Kuttawa, Kentucky. The scope of work includes rewinding three generators to increase output, inspecting and upgrading support systems, and producing a display from an existing turbine runner. During rehabilitation, electrical components like the stator and rotor will be upgraded, and mechanical components such as the turbine shaft, wicket gates, and bearings will be refurbished or replaced. The projected term is six years and eight months for model testing, fabrication and installation.

Q AND A

Barkley Turbine Generator Rehab Questions and Answers Amendment 0002

1. We are a heavy mechanical general contractor with decades of disassembly/reassembly experience, and we partner with experts in turbine and generator design and fabrication. If we include letters of commitment from these key subcontractors, are we allowed to use the collective experience of the team to satisfy the Definitive Responsibility Criteria (DRC) requirements?

ANSWER: Reference Solicitation, Instructions to Bidders, paragraphs 13.b. All projects submitted to satisfy criterion one (1) of the Definitive Responsibility Criteria (DRC) must have been self-performed as either a prime or sub-contractor. Projects that were not self-performed will not satisfy this criterion. All projects submitted to satisfy criterion two (2) must have been either self-performed as a prime or sub-contractor or performed by a sub-contractor while the bidder operated as the prime contractor. Projects that were not self-performed or sub-contracted out as a prime contractor will not satisfy this criterion. Letters of commitment are not required to satisfy any of the DRC.

2. We have key personnel with experience that satisfies the DRC, but the experience was gained while the key employees were working with a previous employer. If we provide details on their role on the projects with the previous employer, as well as details and commitments for their role on the Barkley project, would that satisfy the requirements of the DRC?

ANSWER: No, per Solicitation, Instructions to Bidders, paragraph 13.b., bidders are required to submit evidence showing that their company, not individual personnel, meets the experience requirements.

3. Regarding DRC question #3, we have a non-Kaplan hydro project with a contract value over $50M that is approximately 90% complete. Additionally, we have multiple projects valued over $100M with design, fabrication, and installation of heavy mechanical and electrical components, but they are not hydro projects. Our bid will be backed by a Top 3, A.M. Best A+ rated bonding company demonstrating we have adequate financial resources to perform the contract. Can we submit a similar project, as exampled above, separate from our responses to DRC question #1 and #2, to satisfy DRC question #3?

ANSWER: Reference Solicitation, Instructions to Bidder, paragraph 13.b. To satisfy criterion three (3), at least one

(1) of the self-performed projects submitted by bidders to satisfy criteria one (1) and/or two (2) must meet the requirements stated in criterion three (3).

4. Projects of this type have historically been acquired using FAR Part 15 and a Best Value Trade-Off Source Selection. Can you explain the main reason(s) for this dramatic change in acquisition strategy? How is the IFB- DRC different from Lowest Price Technically Acceptable (LPTA)?

ANSWER: The Government determined its needs were best met through an Invitation for Bid with DRC. Please reference FAR Parts 14 and 15 for discussion of IFB and Lowest Price Technically Acceptable acquisition methods, respectively.

5. Can you please confirm that the DRC submittal for the apparent low bidder is to submit after bid opening is limited to the (4) points in Instruction to Bidders, 13 b.?

ANSWER: The apparent low bidder will be required to provide the documentation listed in Solicitation, Instructions to Bidders, paragraph 13.b., three (3) business days after bid opening.

6. During the June 18/19 site visit, will one of the generators be made available for physical data measurements on the stator and rotors?

ANSWER: The unit will be dewatered for walk through touring purposes only, including the generator air housing.

Accessing the top of the rotor requires Hazardous Energy Control Procedure (HECP) training per site safety standards and will not be available, access to the bottom of the rotor and stator will be available. The Government will make available for measurement during pre-bid site visits: 1) the stator lamination stamping die from Generating Unit 1 rewind; 2) a spare lamination from Generating Unit 1 rewind; 3) a spare coil from Generating Unit 1 rewind; 4) a spare universal field pole. Scroll case access will be available, and the draft tube door will be open for viewing of the draft tubes and bottom of the blades.

7. Will the slides and attendee list for this meeting be provided as an amendment?

ANSWER: The slides and attendee list for the virtual site visit meeting will be provided as separate attachments with this amendment.

8. We don't see details on the proposal content requirements, will it be provided later?

ANSWER: Refer to the Government’s response to question 5.

9. How does the government suggest small businesses get connected with LB to meet contract goals?

ANSWER: Vendors may contact Ms. Susan Nicholson, Chief, USACE Nashville District Small Business for assistance in connecting with small business firms. She can be reached at (615) 736-7569 or by e-mail at Susan.L.Nicholson@usace.army.mil.

10. We didn't find any bid submittals list (as technical questionnaires) in RFQ package to be provided with our proposal. Is it normal?

ANSWER: Refer to the Government’s response to question 5.

11. Is the contractor required to submit Table 1 with its bid, as stated in Section 48 13 13.01 26?

ANSWER: The Contractor shall provide the values required in TABLE 1 within 90 calendar days of award.

12. Are we allowed to take photos during the site visit?

ANSWER: Yes, vendors will be allowed to take photos during the site visit. There will be restrictions that will be addressed by the Barkley Power Plant Superintendent during the visit

13. Will the contract include performance guarantees? Only cavitation is mentioned in Section 48 13 13.01 26.

ANSWER: Specification section 48 13 13.01 26, para 1.5 to 1.5.2, include performance requirements. These are not required to be submitted before award.

14. What are the hours of the site visit?

ANSWER: The physical site visit will be held on Friday, June 19, 2020 at 9:00 a.m. Central Time. Reference Solicitation, FAR 52.236-27 Site Visit (Construction) – Alternate I for the site visit location.

15. We also want to request an extension to the bid due date until August 14th. That will allow sufficient time to perform the engineering, the planning, the costing and the review/validation process of our proposal.

ANSWER: The bid opening will be extended from Wednesday, July 15, 2020 at 1:00 p.m. Central Time to Wednesday, August 5, 2020 at 1:00 p.m. Central Time.

16. When will the decision be made on the date and time for the site visit?

ANSWER: Refer to the Government’s response to question 14.

17. Does that mean there is a moratorium on questions between that date and the site visit?

ANSWER: Reference Solicitation, Instructions to Bidders, paragraph 10 for the deadline of receipt of questions.

18. Given the nature of the selection process (the award will be made to the lowest priced bidder who is determined to be responsive and responsible), the significant number of bid items, and the ongoing COVID 19 impacts on businesses, can the Government please provide a 45 day extension to the bid due date?

ANSWER: Refer to the Government’s response to question 15.
