About this file

This document includes an industry review presentation and notice of intent for the Barkley Power Plant Turbine Generator Rehabilitation project. The U.S. Army Corps of Engineers, Nashville District, seeks to increase generator maximum output from 41.52 MW to 46.5 MW by rewinding units 2, 3, and 4. The project also involves assessing and refurbishing mechanical systems to support increased load. An industry review webinar will be held on February 20, 2019 to present draft plans and specifications and seek contractor feedback. Questions must be submitted by March 1, 2019. The presentation outlines the project scope including turbine replacement for four units, generator rewind for three units, and refurbishment of disassembled parts. It provides draft definitive responsibility criteria for bidder qualification and describes the acquisition strategy as an invitation for bid with definitive responsibility criteria.

Turbine Parts:

New Parts

Replacement 302” Turbine Runner, CA6NM blades and Steel Hub Discharge ring insert and stainless steel overlay to the bottom of the discharge area New Static Oil Head design and pipes to extend oil head oil to new runner hub

Vibration Monitoring System

PROJECT SCOPE

PLANS AND SPECIFICATIONS

• Reference drawings of existing unit and powerhouse

• Contract drawings

– Addition of a Static oil head and oil filled runner concept

– Kaplan blade seal leakage detection system concept

– Fabrication of draft tube gates

• Specifications

- Design and Model test

- Runner Fabrication

- Turbine work platform design

- Generator coil design

CHANGES SINCE LAST INDUSTRY DAY

• Installation of Government owned replacement transformers is not included in the contract.

• Asbestos mitigation has been removed from the contract.

– Government will run a separate contract for asbestos mitigation in parallel with turbine-generator contractor.

– Prime contractor will not have direct control over asbestos mitigation procedures during the turbine-generator tear down.

ACQUISITION STRATEGY

Invitation for Bid (IFB) with Definitive Responsibility Criteria

(DRC)

– FAR 9.104-2 DRC Definition: “Definitive Responsibility Criteria are specific and objective standards established by an agency as a precondition to award which are designed to measure a prospective contractor's ability to perform the contract.”

– Bidders to submit DRC responses with bids.

– 8 draft DRC’s total for this contract.

For all DRC’s:

– Define “substantially complete” as at least 50% complete.

– Define “10 years” as 10 years from the date solicitation is posted.

– Define “6 years” as 6 years from the date solicitation is posted.

– Past Performance Questionnaires (PPQ) shall be submitted for each project with an overall recommendation that the customer would work with the contractor again.

DRAFT DEFINITIVE RESPONSIBILITY CRITERIA

1. Provide a minimum of (3) projects completed within the last (10) years, or (2) projects completed in the last (10) years and (1) project that is currently substantially complete, that were self-performed as a prime or sub-contractor, that demonstrate design and scale model testing of new Kaplan runners with a minimum blade diameter of 200 inches.

2. Provide a minimum of (2) projects completed within the last (10) years, or (1) project completed in the last (10) years and (1) project that is currently substantially complete, that were self-performed as a prime or sub-contractor, that demonstrate design of a static oil head system for Kaplan runners with a minimum blade diameter of 200 inches.

3. Provide a minimum of (2) projects completed within the last (10) years, or (1) project completed in the last (10) years and (1) project that is currently substantially complete, that were self-performed as a prime or sub-contractor, that demonstrate disassembly of a Kaplan turbine generator unit with a minimum blade diameter of 200 inches.

4. Provide a minimum of (2) projects completed within the last (10) years, or (1) project completed in the last (10) years and (1) project that is currently substantially complete, that were self-performed as a prime or sub-contractor, that demonstrate experience designing and installing a new or replacement 13.8KV salient pole generator with a size no less than 30 MW.

5. Provide a minimum of (2) projects completed within the last (10) years, or (1) project completed in the last (10) years and (1) project that is currently substantially complete, that were self-performed as a prime or sub-contractor, that demonstrate experience rehabilitating field coils for a salient pole generator with field current rating and synchronous speed no less than 800 amps and 65 (-10/+85) rpm, respectively.

6. Provide a minimum of (2) projects completed within the last (10) years, or (1) project completed in the last (10) years and (1) project that is currently substantially complete, that were self-performed as a prime or sub-contractor, that demonstrate experience installing via continuous stacking method a core for a 13.8 KV salient pole generator of a size no less than 30 MW.

7. At least one of the submitted projects must have been completed within the last (6) years with a contract value of at least $50 million.

8. The Bidder's workplace safety record shall be checked using either of the following methods:

The Bidder shall provide a letter from their insurance company stating the Bidder's most current experience modification rate (EMR). Bidders providing an EMR greater than 1.0 will be determined not responsible.

The Bidder shall provide a total recordable incident rate (TRIR) calculation for calendar year 2018. The TRIR calculation shall be provided on the OSHA Form 300A. Bidder's submitting a TRIR greater than 3.0 will be determined not responsible.
