About this file

This document provides details for an industry review webinar for the Barkley Power Plant Turbine Generator Rehabilitation project. The U.S. Army Corps of Engineers, Nashville District, will present draft plans and specifications and seek feedback from potential contractors. No solicitation, contract, or compensation will be provided for participation or information. The webinar will be held on February 20, 2019 at 11:00 AM Central Time. Attendees must register with an email by February 19, providing organization name and CAGE code. Questions may be submitted to the Contract Specialist by March 1. The project aims to increase generator output by rewinding units 2-4, with unit 1 previously rewound. Mechanical systems will be assessed and refurbished to support the new load capacity. Upgrades to turbine generator associated systems may also occur while units are down for rehabilitation.

GENERAL REQUIREMENTS

PART 1 GENERAL

1.1 GENERAL

This section comprises an explanation of the general contract requirements needed to accomplish the work. All work specified herein shall be accomplished in accordance with the procedures prescribed in the specifications and drawings.

1.2 COORDINATION CONFERENCES

Routine coordination conferences will be scheduled by the Contracting Officer throughout the life of this project. Coordination conferences will be held to discuss contract administration, Contractor quality control, phasing, scheduling, and other aspects relating to this construction. The Corps of Engineers and the Contractor will be represented at each of these meetings. Coordination conferences will be scheduled to occur when notified by the Contracting Officer.

1.3 PARTNERING

In order to most effectively accomplish this contract, the Government urges the Contractor to join the Government in establishing a cohesive and professional project management team. Through this "partnering" relationship both entities would strive to draw on the strengths of each organization for the ultimate goal of assuring that the project’s intended results are achieved, within budget and on schedule. This endeavor seeks an environment that nurtures team building, cooperation and trust between the Government and the Contractor. The partnering relationship would be bilateral in make-up, and participation will be totally voluntary.

The first step in initiating the concept would be a joint project management team "partnering" conference attended by multiple officers from each organization representing management and the key jobsite staff of each entity. The initial conference would be held within the first thirty

(30) calendar days following contract award. The Resident Engineer would chair the conference, establish its agenda and distribute minutes of the meeting. A professional facilitator acceptable to both parties would lead the participants of the session, through the steps of team building and the formation of a problem solving mechanism within the group. The conference duration would be no more than one day. Location of the conference would be offsite within a 60 mile radius of the jobsite at a facility which offers conference rooms and food service. All costs in connection with rented facilities and the facilitator would be shared equally by the Government and the Contractor. Each organization would pay other costs of its respective employees attending the conference.

Additional partnering sessions would be held no less than biannually.

Implementation of the partnering concept and philosophy would be an on-going process

1.5 PROJECT SIGNS

a. General. The Contractor shall furnish and erect within 30 calendar days after the first presence of on-site resident employees at the site, at the location directed, a PROJECT IDENTIFICATION SIGN and a SAFETY PERFORMANCE SIGN. The signs shall be lettered on one side only and shall conform to EP 310-1-6a , EP 310-1-6b , and to the details and colors shown on the sketches included at the back of this section as Attachment 1 Project Identification Sign and Attachment 2 Safety Performance Sign. The name of the project shall be as follows:

BARKLEY TURBINE-GENERATOR UNITS REHABILITATION

b. Materials. The sign shall be constructed with a face sheet of 3/4 inch exterior grade plywood mounted on a substantial framework of treated 4-inch by 4-inch material. Screws shall be commercial quality and of sizes shown.

c. Painting. The signs and posts shall be given one prime coat and two finish coats of exterior oil paint before lettering. Letters and trim shall be applied to one side only using one coat of enamel of color, style, and size shown.

d. Erection and Maintenance. The signs shall be erected at the designated locations. Signs shall be plumb and backfill of post holes shall be well tamped to properly support the signs for the life of the contract. The signs shall be maintained in good condition until completion of the contract, shall remain the property of the Contractor, and shall be removed from the site upon final acceptance of the contract work.

1.6 CONTRACTOR'S STAGING AREA

The Contractor will be assigned an area within or near the project site for use as a staging area. The building of structures, the erection of tents or other forms of protection will be permitted only at such places as the Government shall approve, and the sanitary conditions of the grounds in or about such structures shall at all times be maintained in a satisfactory manner. Temporary Contractor facilities provided during Construction shall be removed prior to final acceptance from the Government. As a minimum the area shall be left looking "broom clean" and at least as clean as before the structure placement.

SECTION 01 00 00 Page 3

1.7 EVALUATION OF CONTRACTOR PERFORMANCE

The Contractor's performance will be evaluated in accordance with FAR Part

42.15 in the areas of quality, schedule, cost control, management, utilization of small businesses, and regulatory compliance at minimum.

The evaluation will include a written narrative and rating of either exceptional, very good, satisfactory, marginal, or unsatisfactory for each. The format for the evaluation is included at the back of this section as Attachment 3 Contractor Performance Assessment Report (CPAR) Form.

The Contractor's review of the evaluation shall be completed electronically at the CPARS website, http://www.cpars.gov . This website also includes guidance and the user's manual.

Upon contract award, the Contractor must provide the Contracting Officer with the name and e-mail address of the Contractor's Representative to be registered into the system. Following initial completion by the Government, the Contractor will have sixty (60) calendar days to review, comment, and return the evaluation.

A cleanout inspection procedure/plan will be developed with the Contractor and the Government. A trial hunt will be utilized to fine tune the procedure. In addition, just prior to unit startup, and independent inspection by the Contractor and Government personnel will be performed on all those still visible within the confined area.

Tools, Parts, and Personal Items Control and Accountability:

To control the tools entering the confined area, all personal transportable tools will be checked out of a controlled space, such as large tool bins or fenced cages, and checked back in on each shift. A dedicated tool person (laborer) on each shift will be responsible to assure that inventoried tools for each end of each shift. The inventory will be specified; that is, each tool will be identified for each craftsperson by the tool person. Should a tool be lost during the shift, the craftsperson will be directed to find the tool before he is allowed to leave the site.

b. To control small personally transportable parts entering the confined area, the dedicated tool control person will inventory and issue the parts at the start of each shift. At the end of each shift, a count will be made of the installed parts to ensure that the number checked out was actually installed. The Contractor's supervisor will reconcile any shortage of small parts.

Responsibility and Records:
