SECTION J
Luckey Soils Remedial Action Sample Project # 2
Phase III - Remediation of Disposal Trenches 1 and 2 Performance Work Statement
1.0 INTRODUCTION
1.1 General
This sample project is intended to illustrate work anticipated to be performed at the Luckey Site to enable the Government to evaluate the CONTRACTOR’s proposed costs.
1.2 Contract Type
For this sample project, assume a cost plus fixed fee task order to perform the activities described in this Performance Work Statement (PWS) and in accordance with (IAW) the contract scope of work (SOW) included as Section C.
2.0 SCOPE OF SERVICES
In general, the effort under this PWS consists of remediation of disposal trenches 1 and 2 per Section C and the CONTRACTOR’s proposed Technical Approach (Proposal Volume I – Factor I). Volume estimate information is provided as Enclosure 1. This sample project does not include preparation of work plans (Phase I) or infrastructure (Phase II). Further details regarding the Technical Approach proposal format and requirements are found in Section L. Volume estimate information Work under this PWS includes, but is not limited to, the following activities:
• Maintain and follow a Safety and Health Program.
• Follow chemistry data quality procedures based on USACE, United States Environmental
Protection Agency (USEPA) and Ohio EPA guidance. Perform multi-media radiological and chemical sampling and analysis for a wide variety of compounds.
• Civil, Topographic, and geophysical surveys.
• If applicable, seasonal workforce and equipment mobilization and demobilization.
• Contaminated soil excavation and debris removal activities.
• Off-site disposal of excavated FUSRAP- contaminated soils / fill and debris at a facility(ies) that is
(are) accepted by USACE.
• On-site management of any non-FUSRAP- contaminated soils / fill and debris (i.e. chemically-contaminated) in accordance USACE and Ohio Environmental Protection Agency (OEPA) requirements.
• Soil and rock borings, sampling, testing and other geotechnical analyses.
• Decommissioning, installation, and development of groundwater monitoring wells.
• Hydrogeological testing and data analyses.
• Multi-media sampling and sample management for chemical and geotechnical characteristics.
• Operation and maintenance (O&M) of perimeter air monitoring systems including meteorological monitoring and fixed and portable air monitoring stations to provide early detection of potential contaminant emissions during the remedial action.
• Implementation of site closure protocols (i.e., the Multi-Agency Radiation Survey and Site Investigation Manual (MARSSIM).
• Site restoration.
• Public relations support.
• Reporting and document preparation. Examples include, but are not limited to: Environmental
Surveillance Report, Final Status Survey Reports, Construction Completion Report, Lessons Learned Report, and Personnel Monitoring Reports.
• Maintenance of electronic files, data, maps, tables, databases, Geographic Information System (GIS), and project administrative files.
• In-situ and ex-situ analysis of radionuclides and chemical contaminants (including beryllium, lead, and other metals), utilizing innovative in-situ measurement technologies and techniques, and on-site &and off-site Department of Defense (DOD) Environmental Laboratory Accreditation Program (ELAP) accredited laboratories. Techniques should include, but are not limited to, alpha and gamma spectroscopy, and inductively coupled plasma mass spectroscopy (ICPMS).
• Radiological and beryllium safety.
• Monitor worker exposures and contamination spread.
• Project management and construction quality assurance / quality control (QA/QC).
• Storm &and waste water management through effective, handling, treatment and discharge or disposal of all site waters as they apply.
3.0 COST ESTIMATE PREPARATION
The CONTRACTOR shall prepare a cost estimate for all tasks described in this sample project PWS. No work plan or write-up is required, however, the bid schedule (Enclosure 2) shall be completed and detailed backup supporting the cost estimate shall be provided.
4.0 Work Breakdown Structure
Below is a summary of tasks required under this PWS, broken down by the respective work breakdown structure as specified in Section C. The Contractor shall furnish all services, materials, supplies, labor, and travel as required to perform the required work herein. All equipment and miscellaneous items deemed necessary for the performance of this PWS including, but not limited to, computers, projectors, telephones, software, field equipment, etc. shall be provided by the CONTRACTOR.
