1.1. The U.S. Army Corps of Engineers (USACE), Buffalo, NY District intends to conduct this acquisition by use of Competitive Negotiated Source Selection Procedures in accordance with the provisions set forth in the Request for Proposal (RFP) and FAR Part 15. The Government intends to award one (1) Indefinite Delivery/Indefinite Quantity contract as a Single Award Task Order Contract (SATOC) for environmental remediation activities at the Luckey Site. All amendments will be posted to ASFI and made available for viewing in FedBizOpps. It shall be the Offeror’s responsibility to check the website for any amendments.

1.3. To assure timely and equitable evaluation of proposals, Offerors must follow the instructions contained herein. Offerors are required to meet all solicitation requirements, including terms and conditions, representations and certifications, and technical requirements, in addition to those identified as evaluation factors. There will be no public opening of the proposals received as a result of this solicitation. Failure to meet a requirement may result in an offer being ineligible for award.

1.4. The Contracting Officer has determined there is a high probability of adequate price competition in this acquisition. Upon examination of the initial offers, the Contracting Officer will review this determination and if, in the Contracting Officer's opinion, adequate price competition exists, no certified cost or pricing data will be requested and certification under FAR 15.406-2 will not be required. The Offeror’s proposal will contain conceptual schematics and flow charts. The proposal shall address the Offeror’s proposed conceptual approach to Luckey Soils Remediation including but not limited to:

· Beryllium impacted soils, fill, and debris remediation

· Air monitoring plan and dust controls

· Water management and effluent monitoring

· Waste minimization, characterization, packaging, storage, transport and/or disposal

· Proposed technologies to address hazards/waste materials at Luckey

· Mobilization and certification of on-site laboratory facilities

· Schedule

· Descriptions of proposed day to day operations of on-site laboratory facilities

· Descriptions of proposed capabilities/limitation regarding project execution in adverse and seasonal weather conditions

The Offeror’s proposed team’s approach to environmental remediation in cost reimbursable construction remediation project to include decontamination; shoring; water management and waste water processing; excavation and handling of beryllium, lead, and radionuclide impacted soils and debris will be evaluated. Also this sub-factor will be evaluated for content that clearly illustrates the proposed conceptual approach to in-situ and ex-situ analysis, application of technologies to address hazards and waste materials/forms similar to those at Luckey, and setup, certification and operation of on-site laboratory facilities will be evaluated. Use of innovation technologies to address hazards, waste materials at Luckey may be evaluated more favorably.

The Offeror’s proposed team’s conceptual plan for proposed remediation completion via final status survey packages leading to achieving ROD criteria for the Luckey Site. Content will be evaluated for clarity and completeness. Concepts of how impacted soils and waste will be removed and disposed of off-site will be evaluated. Discussion/concepts of how verification of compliance with soil cleanup goals will be demonstrated.

The Offeror’s schedule will be evaluated to determine the Offeror’s understanding of all activities associated with design and construction of all project features. The schedule should be based on completing Task Order 001, Sample Project #1, and Sample Project #2. It may be submitted as a plate, defined as 24 inches by 36 inches or two 11 inches by 17 inches pages that will be included as two pages in the page count. Proposals that demonstrate an ability to significantly reduce the construction duration must include supporting documentation providing strong evidence that the schedule is realistic and achievable. Proposals that describe viable options to overcome the issue of adverse weather and seasonal execution of site remediation including retention of personnel expertise may be evaluated more favorably. After contract award, the Government reserves the right to accept or decline any deviation from the proposed schedule defining work shifts and number of day per week.

An ID/IQ type contract for the performance of work pursuant to multiple task orders of an ID/IQ type contract does not represent a “project” within this definition unless the multiple task orders were all for one site or multiple sites at one facility. If the Offeror provides a specific task order as its “project”, it shall provide the base contract number and the task order number for reference purposes. If the Offeror provides a site-specific contract as its “project”, it shall provide the base contract number for reference purposes. The projects must be at least 75% complete and the majority of the work must have been performed within the last five years from the date of this Request for Proposal. · Type of Contract (FFP, CPFF, CPAF, or CPIF)

· Date of Award Initial Contract Amount

· Date of Completion/Final Contract Amount

· Description of work

· Contract Role (Prime or Subcontractor)-Percentage of total value of contract performed by Offeror: (If Prime, what portion was subcontracted;, if Offeror was the subcontractor, what percentage of the total project was awarded to the subcontractor?)

The Past Performance Questionnaire (PPQ) included in Section J is provided for the Offeror or its team members to submit to the client for each project the Offeror includes in its proposal. Ensure correct phone numbers and email addresses are provided for the client point of contact.

Please note, All of the projects submitted do not need to be over $10 million. The dollar amount of the project will be one aspect of the relevancy review for each project submitted.

If the Offeror is unable to obtain a completed PPQ from a client for a project before the proposal closing date, the Offeror should complete and submit with the proposal the first page of the PPQ, which will provide contract and client information for the project. Offerors should follow-up with clients/ references to ensure timely submittal of PPQs. If the client requests, PPQs may be submitted directly to the Government’s point of contact, at Buffalo-Contracting@usace.army.mil prior to proposal closing date. The only information in the subject line MUST be the solicitation number W912P4-14-R-0002. If the submission is provided by mail, the envelope shall be marked, “Confidential Proposal Information for Solicitation W912P4-14-R-0002.” NOTE: All PPQs submitted directly to the Contract Specialist must be received No Later Than the date and time listed in Paragraph 2.6 of this Section L.

Offerors shall not incorporate by reference into their proposal PPQs previously submitted for other RFPs. However, copies of PPQs prepared by clients for other solicitations can also be provided in Volume II of the proposal for this solicitation. The Government is not precluded from utilizing previously submitted PPQ information in the past performance evaluation.

Also include performance recognition documents received within the last five years from the date of this Request for Proposal, such as awards, award fee determinations, customer letters of commendation, and any other forms of performance recognition. This information should be included as an attachment to Volume II. NOTE: PPQs and other requested Past Performance documents attached to Volume II are not included in the page count.

In addition to the above, the Government may review any other sources of information for evaluating past performance. See Section 3.2 of Section M for details of other sources of information. Although the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the Offeror.

At no time during this process, nor during the debriefing, nor after award, will the names of the individuals providing reference information about an Offeror’s past performance be revealed to the Offerors or to any other party. If discussions are held, Offerors may be afforded the opportunity to respond to adverse comments made by references in accordance with guidelines identified in FAR Part 15.306(b)(4). In this case, comments will be extracted and provided to the Offeror.
