Questions and Answers Round 4
1. If the Offeror’s experience is in DOE, can a bidder submit the DOE equivalent to the USACE APP?
Answer: Yes
2. The APP/SSHP/CBDPP to be submitted will be more than 1000 pages. Can these documents be provided in the original proposal volume and not in the copies?
Answer: The proposals marked “Copy” must be exactly the same as the “Original”
3. Section 3.2, Past Performance, states that the bidder’s experience must address: “Large-scale construction remediation involving multiple activities to include decontamination, shoring, water management, and waste water processing, excavation and handling of beryllium, lead and radionuclide impacted soils and debris.” Are you requiring that in one project we include all of the areas above or some of them?
Answer: All of the items don’t necessarily need to be included in each project submitted. However, per the RFP, the Government will assess the Offeror’s past performance to determine how relevant a recent effort accomplished by the Offeror is to the effort to be acquired through the source selection.
4. Based on the Section L, Volume III instructions, please confirm that only bid schedules are required for the firm-fixed price Phase I and II Task Orders and no detailed cost proposal including a breakdown for each task to include labor, materials, subcontracting, other direct costs, G&A, overhead, profit, etc) is required or part of the evaluation process.
Answer: Offeror’s prices for the firm fixed price task orders (Task Order 001 and Sample Project #1) must be provided on the bid schedules. A detailed cost proposal, including a breakdown for each task to include labor, materials, subcontracting, other direct costs, G&A, overhead, profit, etc) is not required. Offeror’s prices for the cost plus fixed fee task order (Sample Project #2) must be provided on the bid schedule and must include a breakdown for each task to include labor, materials, subcontracting, other direct costs, G&A, overhead, profit, etc.
5. The following WBS item is listed on the Phase II and III MS Excel bid schedules in hidden rows, but is not listed in the SOW or PWS documents. Is it the USACE’s intent for us not to address these scope elements in the Phase II and III pricing and/or cost proposal?
· 331XX07 Air Pollution / Gas Collection and Control - Material Sorting/Sizing Pad Air Filter Routine Maintenance Answer: The pricing data contained within the task order bid sheets are numerical relics from various iterations of the Current Working Estimate (CWE) for the entire project that were utilized when developing the SOW. This information should not be relied upon when developing cost estimates for this statement of work.
6. The following scope/WBS elements are listed in the Phase II and/or III PWSs and bid schedules but are not described in the SOW. Was this an oversight or is it the USACE’s intention to have the offerors provide their own interpretation of these WBS elements for pricing?
· 331XX0507 Sediment Barriers
· 331XX0801 Contaminated Soil Collection
· 331XX0907 Lagoons / Basins / Tanks / Dikes / Pump System
· 331XX1920 Container Handling
· 331XX1921 Transportation to Storage / Disposal Facility
· 331XX1922 Disposal Fees and Taxes Answer: These work elements are rolled up into parent WBS numbers that are described in the SOW.
7. The following scope/WBS elements are listed in the SOW but not listed in the Phase I, II, or III task orders. Can you confirm these elements are not to be addressed in the Factor 1, Subfactor 1 (Conceptual Approach) section nor in the response to the Factor 3, cost proposal?
· 331XX0204 Monitoring Wells
· 331XX10 Drums / Tanks / Structures / Miscellaneous Demolition and Removal Answer: 1) The requirement for decommissioning, installation, and development of groundwater monitoring wells has been removed from Sample Project #2.
2) Task Order 001, Sample Project #1, and Sample Project #2 do not require drums / tanks / structures / miscellaneous demolition and removal.
8. There is a disconnect in the applicability between the UFGS Section 01 22 00.00 10 MEASUREMENT AND PAYMENT terms and the PWS bid schedules. In general terms, the UFGS does not include many of the bid items, and the required work activities and bid item units are inconsistent. Specifically, Sections 1.3.4-1.3.7 reference both excavation and transportation/disposal which combine the multiple WBS elements listed below. In addition, the UFGS unit of measure for these sections is in “tons” while the individual WBS elements are in multiple units (e.g., cubic yards, each/job, tons). Please confirm the bid schedule units and SOW WBS descriptions take precedence over the UFGS.
· 331XX0801 Contaminated Soil Collection – unit of measure: cubic yards
· 331XX1920 Container Handling – unit of measure: each/job
· 331XX1921 Transportation to Storage / Disposal Facility – unit of measure: tons
· 331XX1922 Disposal Fees and Taxes – unit of measure: tons Answer: The bid schedule units and SOW WBS descriptions take precedence over the UFGS.
9. In UFGS 02 81 00, TRANSPORTATION AND DISPOSAL OF HAZARDOUS MATERIALS, the following statements are included relative to transport and disposal schedules. Based on our experience neither of these schedule restrictions is feasible for rail transport or disposal of radioactive waste. Therefore, can we assume these specific dates are not applicable to this procurement?
· “Shipping documents shall be submitted to the USACE COR for review and acceptance a minimum of seven (7) calendar days prior to the first shipment of waste.”
· “Transport the waste directly to the designated disposal facility and each shipment shall not exceed seven (7) calendar days to reach the facility.”
· ”Submit Certificates of Disposal and weight tickets, issued by the disposal facility, and any shipment records to USACE within 10 calendar days of waste receipt by the disposal facility.”
Answer: 1) See response to Round 2 question 45. For clarification USACE requires a seven-day notification for each new waste stream/profile.
2) The requirement for a maximum seven day shipping duration has been removed from UFGS 02 81 00. The section has been revised as follows; “Transport the waste directly to the designated disposal facility.”
3) The requirement for submittal of Certificates of Disposal and weight tickets from the disposal facility within 10 days of waste receipt by the facility is applicable to the procurement.
10. Since the Site Visit has been moved from 1 December to 15 December 2014, will Buffalo District extend the 12 December deadline for offerors’ questions?
Answer: The deadline for Offeror’s questions has been extended to 19 Dec 2014.
11. SOW Section 4.3.2.2: The SOW gives a brief description of Trenches 2 and 7, but nothing on Trench 1. Please provide information on Trench 1.
Answer: Information on Trench 1 is provided in the RI report.
12. RFP Section L.3.1.1 Please define in situ and ex situ analysis. Does this refer to groundwater, or on-site/off-site lab?
Answer: In situ refers to the analysis of a sample in place. Ex situ refers to the physical removal of a sample and analysis at an on-site or off-site laboratory.
