About this file
This is a Questions and Answers (Q&A) document from a federal contract solicitation addressing clarifications regarding PLC (Programmable Logic Controller) systems and related requirements.
The document addresses three key inquiries: First, regarding existing Ethernet PLC-to-PLC communications, the answer confirms that PLC1, PLC2, and PLC3 are not connected to SCADA, while ML1400 units are SCADA-connected, with two ML1400 units having MSG commands to PLC1 (F8). An additional separate PLC outside this contract's scope also has MSG commands to PLC1, and any required edits following the ML1400 upgrade are excluded from the contract. Second, regarding PLC program file documentation, CCAD confirmed that PLC1, PLC2, and PLC3 have documented versions intended to be current but unverified, and the combined ML1400 units control four equipment types with at least one of each documented. Third, concerning regional restrictions on parts sourcing, the answer clarifies there are no regional restrictions, and parts may be sourced from any Rockwell distributor as long as they are US-sourced. These responses establish baseline conditions for the upgrade project and clarify contractor responsibilities regarding documentation and procurement flexibility.

Is there any existing Ethernet PLC-to-PLC communications or communications to or from any of these PLCs to other devices?
ANSWER: Yes, through an existing Industrial lan. Specifics: PLC1, PLC2, and PLC3 are not connected to SCADA, the ML1400’s are connected to SCADA and 2 of them have MSG commands to PLC1 (F8). Also, a separate PLC, not included in this contract, has MSG commands to PLC1 (F8). The edits required after the upgrade to the ML1400’s and separate PLC, are not included in this contract.
Can CCAD confirm PLC program files that will be provided will be fully documented?
ANSWER: PLC1, PLC2, PLC3 have documented versions that should be current, but has not been verified. The combined ML1400’s control 4 different types of equipment, of which, at least one of each is documented.
Is there a regional restriction on the source for the parts, or as long as US sourced from a Rockwell distributor?
ANSWER: No.
