About this file

This is a Justification and Approval (J&A) document for a FAR Part 12 commercial acquisition for Programmable Logic Controllers (PLC) and Human Machine Interface (HMI) upgrade and installation services. The justification authorizes the use of a single-source procurement approach under FAR Part 12 procedures, which allows for the acquisition of commercial items without full and open competition when specific conditions are met.

The document provides the rationale for why only one contractor can fulfill the requirements for the PLC and HMI upgrade project at Redstone Arsenal. The J&A addresses the statutory authority and regulatory justifications required to proceed with a non-competitive award, demonstrating that the Government has determined that the particular vendor possesses unique qualifications, technical expertise, or existing system knowledge necessary to complete the specialized upgrade work. The redacted nature of the document suggests it contains proprietary or sensitive information regarding vendor selection criteria and the specific technical justifications that support the single-source determination under commercial item acquisition procedures.

FAR Part 12 Justification and Approval for Other than Full and Open Competition

1. Requiring Activity: Corpus Christi Army Depot, 9035 Ocean Drive, Corpus Christi, Texas 78419-5260.

2. Contracting Activity: Army Contracting Command – Redstone Arsenal (ACC-RSA), Corpus Christi Army Depot Branch, 9035 Ocean Drive, Corpus Christi, Texas 78419-5260.

3. Description of Action: Request approval to award a new firm fixed price (FFP) contract action for the PLC/HMI Modernization effort for CCAD. The total estimated price for this action is $XXXXXX. The performance period is twelve months after contract award. The contract will be fully funded using Fiscal Year: 2026 Operation & Maintenance, Army funds.

4. Description of Supplies/Services: The PLC/HMI Modernization effort is required to support the CCAD mission with modernized controls and interfaces necessary to upgrade and update the industrial machinery throughout the plant. This requirement contains unique equipment required for CCAD to accomplish its helicopter maintenance and repair mission by modernizing CCADs process automation equipment.

5. Authority Cited: Title 41 United States Code (U.S.C.) §1901 as implemented in Federal Acquisition Regulation (FAR) 12.201-1, Simplified Procedures.

6. Reason for Authority Cited: CCAD has standardized its process automation systems on Allen Bradley (AB) brand of PLCs and HMIs. The requested AB equipment is required to maintain compatibility with CCAD’s existing control system architecture, including installed PLCs, HMIs, programming software, wiring, communication protocols, and associated maintenance processes.

Use of AB equipment will allow Government personnel to continue using existing AB software licenses, diagnostic tools, spare parts, technical documentation, and established maintenance procedures. This standardization reduces maintenance time, training requirements, troubleshooting complexity, and the risk of system downtime.

The requested equipment will serve as a direct replacement for existing AB equipment and can be integrated with the current system without signification modification.

Substitution of another manufacturer’s PLC or HMI would likely require redesign or replacement of existing wiring; changes to programming, communications, and control logic; acquisition of additional software licenses and support tools; retraining of maintenance personnel; and additional testing and validation before the equipment could be placed into operation. These would result in unnecessary duplication of costs, increased schedule risk, and potential interruption to CCAD operations.

Accordingly, only Allen-Bradley brand equipment will satisfy CCAD’s minimum requirement for compatibility with existing process-automation system.

7. Efforts to Obtain Competition: The Contracting Officer will publish the notices required by FAR 5.201 and any offers received shall be considered. There is no expectation CCAD will have a future requirement like this action. Meaning market research will be performed to ensure there is not a more advantages method of meeting the Governments need if there is ever another need to procure PLCs/HMI upgrades.

8. Actions to Increase Competition: The Government will continue to monitor the market on an ongoing basis and at least annually will perform meaningful market research to ensure there are no new sources capable of meeting the Government’s needs. The solicitation will be published at sam.gov. All responses received from firms capable of providing the AB brand of equipment that are capable of upgrading the PLC/HMIs will be considered.

9. Market Research: Market research has been conducted in accordance with RFO FAR Part 10 by XXXXXX, IT Specialist, Corpus Christi Army Depot, and XXXXXX, Contract Specialist, Army Contracting Command – Redstone Arsenal during the month of September 2026. The following techniques were used to perform market research:

Contact with Knowledgeable persons in Government:

On 15 September 2026, the Contract Specialist spoke with XXXXX, CCAD Electronic Technician regarding the Governments need for the upgrade of the PLC’s and HMI’s. Mr. XXXXX explained the purpose of upgrading the PLCs and HMIs and why it is a brand name requirement. Mr. XXXXX explained the need for minimal downtime and the impact of switching to a different brand.

A similar or identical supply was reviewed (W912NW-26-Q-A048) was reviewed by the Contract Specialist and it was determined that there is no expectation of two or more small businesses having the capability to meet the Governments’ requirements.
