About this file

This is a Questions and Answers (Q&A) addendum to a federal solicitation for the upgrade and modernization of programmable logic controllers (PLCs) and human-machine interfaces (HMIs) at a Government facility.

The project involves migrating three existing Allen-Bradley SLC 500 control systems (PLC 1, PLC 2, and PLC 3) to Allen-Bradley CompactLogix 5380 platforms with corresponding 5069 I/O modules, plus upgrading twenty-nine MicroLogix 1400 controllers. PLC 1 and 2 currently have 96 I/O points each (32 discrete inputs, 64 discrete outputs), while PLC 3 has 96 I/O points (32 discrete inputs, 48 discrete outputs, 16 analog inputs). The contractor must supply all hardware migration components including Bulletin 1492 conversion kits, managed Stratix network switches with cybersecurity licensing, and HMI mounting/adapter kits for existing PanelView 1000 terminals (PLC 1 and 2) and a PanelView 1250 (PLC 3). All software licenses including Studio 5000 Logix Designer, FactoryTalk View ME, ControlFlash Plus, and CIP Security must be provided by the contractor. The contractor may be either a Rockwell Automation-authorized integrator or a prime contractor using a qualified subcontractor. Three cabinet cutovers will be performed sequentially during separate Monday-through-Thursday outage windows, with systems staged and factory-tested beforehand. The contractor must develop site acceptance test (SAT) procedures and functional test scripts for Government approval, provide comprehensive safety and environmental compliance documentation, complete required security training certifications, and retain all existing equipment onsite in ready-to-reinstall condition until successful completion of each acceptance test. Government personnel will support field audits, loop checks, live-load testing, and rollback activities. Payment will be processed through WAWF based on contract line items (CLINs) upon delivery and Government acceptance; no separate milestone payments beyond the CLIN structure are established. Quotations must include a signed SF 1449 with pricing for CLINs 0001-0011, acknowledgment of all solicitation amendments, required representations and certifications, and evidence of prior experience with similar PLC and HMI upgrades within the past three years.
