About this file

This is a Questions and Answers addendum (Addendum 03) to RFQ W912NW-26-Q-A-0053 issued by the U.S. Army Corps of Engineers (W912NW).

The addendum addresses seven substantive questions from potential quoters regarding contract administration, deliverables, and technical requirements. Government acceptance of hardware CLINs occurs upon completion of System Acceptance Testing (SAT) conducted during Phase E of each cutover (Thursday, 06:00-15:00), which involves rigorous testing of all points on the Master I/O Chart under live operational loads. Hardware CLINs become eligible for invoicing immediately upon government acceptance, formalized through SAT sign-off by the Contracting Officer's Representative and processed through the Wide Area Workflow (WAWF) system. The Statement of Work attached to Addendum 02 is the complete and governing SOW with no separate Performance Work Statement remaining applicable; the old PWS reference will be removed and replaced with FAR clause 252.232-7006. The S6 document requirements can be found on page 15 of the solicitation. Cybersecurity standards are governed by NIST SP 800-82 (Revision 3), though the list of services that "must remain enabled" was not provided at the time of this addendum. No extension to the quotation deadline will be granted. Regarding eligibility, there is no requirement to be a Rockwell Systems Integrator or Distributor; custom system integrators with multi-brand experience may bid. Cybersecurity hardening applies only to PLCs 1, 2, and 3 on this project. Quoters have flexibility to complete work more aggressively than scheduled, including running concurrent upgrades if additional resources are available. The deadline for submitting questions is 11:00 AM Central Time on September 22, 2026.

W912NW-26-Q-A-0053 ADDENDUM 03

The answers in this addendum are incorporated into the solicitation

Question: At what event does Government acceptance of each hardware CLIN occur, and at what event does that CLIN become eligible for invoicing?

Answer: According to section 5.6 of the Statement of Work, the SAT is conducted during Phase E of each cutover (Thursday from 06:00 to 15:00) and involves rigorous testing of every point on the Master I/O Chart under live operational loads.

A hardware CLIN becomes eligible for invoicing upon government acceptance. The RFQ (W912NW26QA053), in clause 52.212-4(i)(1), states, "Payment shall be made for items accepted by the Government that have been delivered to the delivery destinations set forth in this contract." The acceptance is formally documented through the SAT sign-off by the Contracting Officer's Representative (COR), as detailed in SOW section 5.6. Invoicing is then processed through the Wide Area Workflow (WAWF) system, as instructed in Addendum 02.

Question: Is the Statement of Work furnished with Addendum 02 the complete governing statement of work, with no separate PWS remaining applicable? Was this SOW or equivalent information provided to all quoters before Addendum 02?

Answer: Yes, the Statement of Work attached to Addendum 02 is the complete and governing SOW for this procurement. Addendum 02 explicitly states that the reference to the old Performance Work Statement (PWS) "WILL BE REMOVED AND REPLACED WITH 'REFER TO 252.232-7006, WIDE AREA WORKFLOW PAYMENT INSTRUCTIONS'" and directs offerors to the new attached "STATEMENT OF WORK" for the deliverable schedule.

The information regarding the release of the SOW to other vendors prior to Addendum 02 is not available.

Question: What is the contractual status of the S6 document, which is referenced in Addendum 02 but no longer included in the solicitation package?

Answer: The S6 document requirements can be found on page 15 of the solicitation.

Question: Can you clarify the correct NIST publication and revision for cybersecurity standards and provide the omitted list of services that "must remain enabled"?

Answer: The Statement of Work (SOW section 5.5) cites NIST SP 800-82 (Revision 3).

The list of services that "must remain enabled" is not provided at this time.

Question: Will an extension be granted for quotation preparation?

Answer: No. Addendum 02 explicitly states on page 5: "NO EXTENSION WILL BE

PROVIDED AT THIS TIME."

Please clarify: is there a requirement to be a Rockwell SI or Distributor? I don't see one in the documents. As a custom system integrator with experience in multiple brands, can we still bid without being listed on the Rockwell site?

Answer: Question 1: No, Question 2: Yes

For the cyber-security harden on the switches/PLCs/HMIs, is this only on the new/upgrades per this project or are there other switches/PLCs/HMIs to be included in the process?

Answer: Only on the PLC 1, 2, and 3.

Is there flexibility in how aggressively we can complete some of the work?

For example, the 29 Micro 1400 PLCs that have 4 hours allotted for upgrade, if we have additional resources, can upgrades run concurrently (2 in the same 4-hour period with 2 resources).

Answer: Yes
