Key hardware deliverables include 11 access control readers/devices across designated doors, approximately 5 doorbells, approximately 3 security cameras with two-way audio, wireless door releases as needed, magnetic door locks or electric door strikers, panic bar exit mechanisms on main and emergency doors, and card generation/printing capability. The software must provide a full license with capacity for at least 100 devices, workstation administration clients, enrollment station interfaces, and web-based reporting and monitoring capabilities compatible with Windows 11 Enterprise. The contractor must install and configure centralized server software at Building 540, integrate the system with existing network infrastructure using CAT 6 plenum cabling, connect to a Network Time Protocol server, ensure 100% system availability, and provide onsite maintenance with response times under 96 hours during the warranty period. The contractor shall also deliver training for system administrators and users, complete technical documentation with topology diagrams and certification data on CD/DVD, and report all labor hours—including subcontractor hours—to the National Guard Bureau via SAM.gov annually by October 31. Performance requires a Quality Control Plan submission within 10 days of award, compliance with DoD security policies and installation access procedures, protection of personally identifiable information, and coordination with the Contracting Officer Representative for acceptance testing and training coordination.
