About this file

This is a Questions and Answers document for an Access Control System Project for the Puerto Rico Army National Guard, USPFO Buildings 540, 769, and 770, under contract W912LR26QA011.

The project requires two standalone access control systems operating independently at two locations: Fort Buchanan (Building 540) and Camp Santiago (Buildings 769 and 770 in Salinas). The systems will not be networked together. Key requirements include: two workstations (one per location), four double doors at Camp Santiago requiring access control installation, dual-technology card readers supporting FIPS 201 Contactless Smart Card (13.56 MHz, DESFire EV2/EV3) and 125 kHz proximity readers, Video/Audio SIP intercom capability, and three cameras at minimum 2MP resolution without Network Video Recording capability. A single card printer capable of generating and printing access cards for all three buildings must be located at Building 540 and support both federal-issued PIV cards and contractor-supplied visitor/replacement cards. The systems must comply with FIPS 201 federal requirements using software such as HID PIV Class or Identity One FIPSLink, exclude Chinese components, and comply with SAM parts requirements. All cabling must be installed through Cat6 conduit; existing conduit pathways may be utilized where available, but new conduit must be installed if needed. An on-site visit is required after contractor selection to obtain details on existing pushbars and microswitches. The Fire Alarm System contact for Section 5.19.2 compliance is 787-707-4911 at Fort Buchanan.

QUESTIONS:

1. Confirm that Access Control Panels at Bldg. 769 and 770 at Camp Santiago will connect via network to Server located at Bldg. 540.

Answer:

NO – standalone both locations (Salinas and Buchanan)

2. How many workstation clients will be necessary for the access control system? One per Bldg.?

2 (two) Workstations (1 Buchanan, 1 Salinas)

3. Can you provide the company and contact that services the Fire Alarm System to comply with Section 5.19.2.

787-707-4911 (Fort Buchanan)

4. FIPS 201 requires specific software as HID piv Class or Identity One FIPSLink and that authenticates federal issued cards. Please confirm that this software is necessary for this SOW.

YES or similar software that comply with the government federal requirements to read federal issue cards

5. SOW Section 5.2.1 indicates a SIP Intercom, will the intercom be Video/Audio or only Audio?

Video/Audio

6. SOW section 5.4.13 identifies 3 cameras, please confirm if cameras will be included in the access control Scope. If yes, please answer below:

YES

a. What is the recording time

Answer: System will only work as intercom and is not necessary to record time.

b. What resolution is required, 2MP, 3MP or 5 MP?

Answer: At least 2MP.

c. Where will the NVR be located?

Answer: No Network Video Recorder is required. These will be standalone systems with intercom only that will not required network video recorder system (only the software to manage the access for the cards and the access to open the doors for the intercom)

d. Will Camera at Bldg. 770 be recorded back at Bldg. 540 or does it need a local NVR?

Answer: Camera will be for blg 769 instead 770blg

7. What is the recommended Video Management System (VMS), will Milestone system comply?

Answer: We don’t have one to be recommended but must comply with the federal requirements (not Chinese parts are allowed in these video management systems. The system must comply with the SAM parts and with the federal government requirements.

8. SOW Section 5.4.15 indicates capable to generate and print cards, will a card printer be need in the 3 buildings or only Bldg. 540?

Answer: Only one is required that works for the 3 blgs (540 in Fort Buchanan, 770 and 769 in Salinas).

9. Please confirm whether access cards will be provided by the Government or are expected to be supplied by the contractor. This is being asked because typically these credentials are issued by the Government to end users.

Additionally, section 5.4, item 15 states “Capable to generate and print cards”; however, in prior Government installations, the Agency has provided the access cards. Please clarify responsibility for card provision and issuance.

Answer: Yes both. The system must work with the Federal Cards, but additional cards (must be supplied) to be configured for visitors or damaged federal cards

10. . Do you have the make and model of the existing pushbars? Would like to know the info in order to determine if we can reuse the same and adapt microswitches for the electronic trigger for mag lock release. (Maybe a couple of pics of the units? Sometimes the brand and model appears in any of both ends on the unit)

No. We don’t have the information for the existing pushbars, or microswitches. On-Site visit is required once the contractor is selected to obtain that information.

11. As an extra bit of detail, while visiting Camp Santiago. CW3 Nieves indicated that the systems were to be standalone, meaning Ft Buchanan operates separately from Camp Santiago, as opposed to what was mentioned during the meeting in Buchanan (and SOW), which reads “Centralized”. This observation is part of my questions sent, since it might impact the proposal due to then requiring 2 software packages, servers, etc…. and there is 1 additional door in Camp Santiago Bldg. 770 to be added to access control system. Can you offer more clarity on this regard?

Answer: SOW was modified to reads two standalone systems for different locations are required. These systems will not be in the network.

12. Is all cabling required to be installed through conduit, or will it be installed using a wireway system?

Answer: YES

13. Will the cable specification be Cat6?

Answer: YES

14. During the site visit it was observed that the Camp Santiago location has 2 buildings with 2 double doors each, for a total of 4 double doors. However, the SOW table in Section 5.2.1 (“Locations where the ACS shall be installed”) appears to list three doors, specifically entries #1 and #2, and entry #9 (Building 769 Main). Please confirm whether the number of doors at Camp Santiago should be four double doors instead of the three doors currently referenced in the SOW.

Answer: SOW has been updated to show that 4 doors are required the installation system on each one of them.

15. Are Ft. Buchanan and Camp Santiago to be connected via network and controlled from Camp Santiago?

During the Buchanan site briefing, it was understood that both sites would be connected and managed in Ft. Buchanan. If so, one server would be required with two clients for management (one client in Buchanan and one client in Camp Santiago). However, during the Camp Santiago visit it was also mentioned that the two locations may operate as separate systems, which would require two servers and two clients. Please clarify whether the sites are to be interconnected or operated as separate systems.

Answer: No. Standalone systems for both locations. These systems will not be connected to the network.

16. For network connectivity of devices, please confirm the intent of Section 5.2 regarding the use of existing network infrastructure. If existing infrastructure is to be utilized, please confirm whether the government will provide the necessary components and services including, but not limited to: switches, ports, patch panels, UPS, IP addresses, etc.

Answer: NA (Standalone systems)

17. Based on the site visit observations, plenum-rated wiring may be required above drop ceilings, and cabling may need to utilize existing cable trays and/or J-hooks where conduit is not available. Please confirm whether existing conduit pathways are expected to be used where available, noting that existing conduit capacity may not allow for additional wiring runs.

Answer: If are available can be used, if not, the conduit must be installed.

18. We are in the process of quoting the access control project for Camp Santiago and Buchanan. Within the specifications it requires that it comply with FIPS 201 and also proximity (125 kHz). FIPS 201 prohibits the use of proximity. Can you clarify which specifications we should implement?

Answer: Implement a dual-technology approach (also known as Tri-Interface or Hybrid readers). FIPS 201 Requirement: must read the Contactless Smart Card (13.56 MHz, DESFire EV2/EV3 or similar) interface of the PIV card (Contactless Interface A). 125 kHz Proximity must not be used to authenticate the PIV card’s secure identity.
