About this file

This is a Request for Quote (RFQ) for commercial products and services issued by the Puerto Rico Army National Guard (PRARNG) United States Fiscal & Property Office for the supply, installation, and configuration of an access control system. The solicitation number is W912LR26QA011, issued on March 5, 2026, with an offer due date of March 27, 2026 at 11:00 AM EST. The acquisition is designated as a 100% Women-Owned Small Business (WOSB) set-aside with a NAICS code of 561621 and a business size standard of $25 million. The solicitation covers two line items: CLIN 0001 for eight CAC reader units at Building 541 in Fort Buchanan, and CLIN 0002 for three CAC reader units at Buildings 769 and 770 at Camp Santiago Joint Training Center, both in Puerto Rico. The contractor must provide all personnel, equipment, tools, materials, supervision, and quality control necessary to supply, install, and configure AMAG access control panels, software, power supplies, batteries, and HID PIV card readers with keypads at all requested doors. The system must support government-issued card reading capability and include reporting and management software for all connected devices. The designated performance period is 120 calendar days from award receipt, including material arrival and final acceptance. New contractor employees must complete Level I OPSEC training within 10 calendar days of reporting and annually thereafter, with completion certificates submitted to the point of contact within 10 days. Transportation costs are the contractor's responsibility with FOB destination delivery to Fort Buchanan (DoDAAC W58BNE).

Award will be made to the lowest-priced offeror whose quote is technically acceptable based on the evaluation factors of price and technical acceptability, with technical acceptability defined as meeting minimum solicitation requirements. A mandatory site visit will be held on March 12, 2026 at Fort Buchanan and Camp Santiago to address installation complexities. The solicitation incorporates FAR and DFARS clauses including simplified acquisition procedures for commercial items, with payment instructions through Wide Area WorkFlow (WAWF) using electronic funds transfer. The contracting officer is Angel Solis (312-740-9238, angel.solis.2@us.af.mil), and the point of contact for acceptance and payment review is CW3 Vivian Garcia at the PRARNG Element, Fort Buchanan (vivian.garciapoupart.mil@army.mil, (787) 289-1400 X 7643). Questions are due March 17, 2026, with government responses due March 24, 2026. Offerors must be registered in SAM.gov and WAWF prior to award. (2) For items that are serialized within the original part, lot, or batch number, the linking together of the unique identifier data elements in order of the issuing agency code;

enterprise identifier; original part, lot, or batch number; and serial number within the original part, lot, or batch number.

"Data matrix" means a two-dimensional matrix symbology, which is made up of square or, in some cases, round modules arranged within a perimeter finder pattern and uses the Error

"Data qualifier" means a specified character (or string of characters) that immediately precedes a data field that defines the general category or intended use of the data that follows.

"DoD recognized unique identification equivalent" means a unique identification method that is in commercial use and has been recognized by DoD. All DoD recognized unique identification equivalents are listed at https://www.acq.osd.mil/asda/dpc/ce/ds/unique-id.html.

"DoD item unique identification" means a system of marking items delivered to DoD with unique item identifiers that have machine-readable data elements to distinguish an item from all other like and unlike items. For items that are serialized within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier and a unique serial number. For items that are serialized within the part, lot, or batch number within the enterprise identifier, the unique item identifier shall include the data elements of the enterprise identifier; the original part, lot, or batch number; and the serial number.

" Enterprise " means the entity (e.g., a manufacturer or vendor) responsible for assigning unique item identifiers to items.
