About this file

This document is a Responses to Industry Questions for contract W912LR26QA010 PRNG Waste Management Services. Multiple questions regarding incumbent contractors, contract numbers, and historical contract values were posed by industry, with responses indicating that this is a brand-new federal procurement requirement for multi-location waste collection and management services supporting the Puerto Rico Army National Guard (PRARNG). There is currently no incumbent under a federal purchase order or contract. Previously, the agency received services under a Cooperative Agreement with the Administración de Servicios Generales de Puerto Rico, with separate orders issued and awarded by the Commonwealth of Puerto Rico on an as-needed basis. The contracting officer clarified that terms, conditions, and scope of the previous Commonwealth-awarded purchase orders are not similar to the new federal requirement and provided historical reference data from those prior orders.

The document includes detailed pricing information from solid waste management purchase orders issued under the Cooperative Agreement covering January 2025 through March 2026 across 23 multiple locations throughout Puerto Rico, including Ceiba, San Juan, Juana Diaz, Mayaguez, Vega Baja, Gurabo, Aibonito, Arecibo, Guayama, Coamo, Ponce, Cabo Rojo, Peñuelas, Utuado, Humacao, Toa Baja, Caguas, Cayey, Aguadilla, and Fort Allen Training Center. Each location received multiple quarterly purchase orders at a uniform rate of $42.00 per lift, with total costs varying by location and lift frequency, ranging from $336.00 to $2,184.00 per quarterly period across the three-quarter period covered.

Responses to Industry Questions

No Question Response

1 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services.

If not brand new, could you please provide the current / previous contract number?

This is a brand-new requirement under Federal

Procurement for a multi-location waste collection and management purchase order. The agency previously received services under a Cooperative Agreement with the “Administración de Servicios Generales de Puerto

Rico” under multiple separate orders which were competed and awarded by the Commonwealth of

Puerto Rico. Data from orders issued through PR-

ASG is provided for historical reference. Terms and conditions are not similar and scope per PR-ASG purchase order issued was on an as-needed basis.

There is currently no incumbent under a federal purchase order or contract.

2 We would like to know if this is a brand new contract OR if there is (was) an incumbent performing these services. If not brand new, could you please provide the current/previous contract number?

See question 2

3 Could you please confirm whether this requirement represents a new service requirement for PRARNG, or if it is a follow-on to a previous contract?

See question 3

4 If this is a follow-on requirement, I would greatly appreciate it if you could provide the following information regarding the current or most recent contract:

• Name of the incumbent contractor

• Contract number (if available)

• Contract award amount or estimated annual value

No information can be provided. There is currently no active federal purchase order or contract for multi-site waste management services to support the Puerto Rico

Army National Guard. See question 1.

5 Is there any company that currently has the contract? What company is it and how much is the value of the contract?

See question 4.

6 Do you currently have a company performing these services? If so, which company is currently providing the service and what is the value of the contract?

See question 1 through 4
