About this file
This is a Request for Quotations (RFQ) for waste collection and refusal management services at multiple Puerto Rico National Guard facilities, issued by the Puerto Rico Army National Guard under solicitation number W912LR26QA010.
The solicitation encompasses four primary base line items and twelve option line items covering waste management services at various locations including Fort Allen Training Center, multiple Facilities Management Sites (Ceiba, Gurabo, Mayaguez, San Juan, Vega Baja), the Aguadilla Readiness Center, and fifteen additional readiness centers throughout Puerto Rico. The base contract period runs from April 6, 2026 to April 1, 2027 for most locations, with one location (Ceiba area) extending only to January 1, 2027. Three option periods are available: Option Period 1 (April 2, 2027 to March 30, 2028), Option Period 2 (March 31, 2028 to March 27, 2029), and Option Period 3 (March 23, 2029 to March 20, 2030). All work is on a firm fixed-price basis under the Service Contract Labor Standards. The solicitation is set aside for women-owned small businesses (WOSB), with a 100 percent set-aside requirement. Quotations are due by March 25, 2026 at 4:00 PM. The Government will award to the responsible quoter offering the lowest acceptable quote demonstrating understanding of requirements, with evaluation criteria including technical capability, past performance, and price realism. Quoters must provide a completed pricing sheet, vendor commercial quote, capacity statement (not to exceed three pages), and three-page past performance documentation. Multiple wage determinations apply based on location, and contractor personnel must be Puerto Rico residents with necessary trade skills.
