W912LR-17-B-0002 Q&A
June 19, 2017
Q0002-0001: Your documents indicate 2 different places for the pre-proposal conference, Gurabo and Salinas on June 20 al 9:30am. Please, advise correct location
A: Field Maintenance Shop (FMS) #2 in State Road 189 KM. 5.5 Gurabo, PR 00778.
Q0002-0002: Drawings and Specs are locked and require a MPIN. The MPIN we have is from the CCR Registration and this # does not unlocks the documents. Please, advise
A: Effective May 29, 2012 Government systems such as CCR and ORCA (on-line representations and certifications) migrated to System for Award Management (SAM). Interested offerors must be registered in SAM. To register go to: https://www.sam.gov/portal/public/SAM/. Bidders/ Offerors need the DUNS number to register. Instructions for registering are on the web page.
The solicitation and associated information and the plans and specifications will be available only from the Federal Business Opportunities (FedBizOpps) website on-line at https://www.fbo.gov/. FedBizOpps is a web-based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. Interested bidders/offerors must register with FedBizOpps before accessing the system. FedBizOpps registration requires the following information: 1) Central Contractor Registration (CCR) Marketing Partner Identification Number (MPIN), 2) DUNS Number and CAGE Code, 3) Telephone Number and 4) Email address. Registration instructions can be found on the FedBizOpps website at https://www.fbo.gov/downloads/FBO_Vendor_Guide.pdf. (Please note the registration for access to the secure site takes approximately 15 business days (PLAN ACCORDINGLY).
Reference paragraph 4.7 of the Vendor Guide for instructions to obtain a MPIN to retrieve the specification and drawing documents. Contractors who do not already have a MPIN are advised that the normal processing is 7 to 15 business days to obtain a MPIN password that will give them access to the plans and specifications, which are located in the controlled access location on FBO. See video in vendor guide at 3.3 on advanced functions for other information.
Bidders/offerors who have registered with FedBizOpps must access the data for the future solicitation with their MPIN.
Q0002-0003: What is an MPIN? Where can I locate my MPIN?
A: The Marketing Partner ID Number ( MPIN ) is mandatory for SAM registrants and contains nine characters: at least one letter (upper or lower case) and one number. Do not use spaces or special characters.
A: An MPIN is a personal code that allows you to access other government applications such as FBO, Grants.gov and the Past Performance Information Retrieval System (PPIRS). The MPIN acts as your password in these other systems, and you should safeguard it.
To view your company's MPIN:
a. Go to the SAM Homepage: www.sam.gov.
b. Enter your Entity Administrator user ID and password, and then click the "Log In" button.
c. Locate your entity via the "Existing Entity Registrations" link under “Entity Registrations” in the left navigation pane.
d. Click the entity name in the Entity List.
e. Click “View” under “Registration Details.”
f. From the Entity Dashboard select "Core Data."
g. Scroll down to the Business Information section to view the MPIN.
