Q2003-0001: Could you please provide the incumbent contract number?
Q&A (14 August 2014 final)
If not, is this a new requirement?
A: This is a new requirement.
Q2003-0002: We received notification that the documents for these three bids were available, but when we try to retrieve them, a message shows indicating “no documents available”.
A: Ensure you are using the revised solicitation number W912LR-14-B-2003 and documents are available. For assistance, the FBO helpdesk is (866)606-8220 if you cannot see the solicitation and general non-secure documents.
If you cannot access the drawings and specification because they are secure documents, it is most likely because there is an issue with your registration to with JCP. Do not send the DD Form 2345 to us, We have no access to this system. We can tell you how long your individual company registration will take or where you are in the process. There is a help desk number shown in the synopsis and solicitation that you can use to check for updates with them. This information was posted in original pre-solicitation synopsis on 23 Jun 2014 to allow ample time for your company to complete registration.
Details in synopsis and solicitation are:

Q2003-0003: Do we have to register to attend the Bid Opening?
A; Exhibit J- Pre-Bid/Site Meeting Access Form was used for registering to attend the Pre-Bid Conference. If the specific individual registered to attend the Pre-Bid Conference, they will remain on the list to return for the Bid Opening. If a different individual is planning to attend, they will need to submit Exhibit J 5 days prior to the Bid Opening which is scheduled for 19 August 2014.
Q2003-0004: Yesterday we sent thru mail our JCP Certification Form as required to access the bid documents. Please let us know how we can expedite this.
A: Details for assistance are in Q2003-0002
Q2003-0005: I have a question regarding the Militarily Critical Technical Data Agreement. Once completed and mailed, how long is the processing time that we would be able to access drawing and specifications for this project considering the tentative site walk is in 5 business days? Also how will we be notified that we are accepted and the documents accessible?
A: See information in Q2003-0002
Q2003-0006: 4 pages of the Fire Alarm Systems are not in drawings/ specifications.
Please advise. The Fire Protection (FP) and Fire Alarm (FA) drawings were not included in the bid package.

Q2003-0007: Item 11 on Page 1 of 57 states that the contractor shall complete the work within 670 calendar days after receiving the Notice to Proceed, and that this performance period is mandatory. Clause 52.211-10 on Page 29 of 57 states under item c) that the contractor will complete the entire work for use not later than 770 days, and that this time includes final cleanup of the premises.
A. Typographical error is in the Clause, This will be corrected by amendment. The correct period of performance is 670 days as stated on Page 1.
Q2003-0008: We are concern about when we may get access to the security documents for this solicitation. Our security Form 2345 is still on process for which we don't know when we can obtain the documents. Even when this issue is not under the owner's control, we respectfully request to consider this situation to extend the due date for the submission of the proposal in a reasonable amount of time. During the site visit we confirmed with many other participants and they are experiencing the same problem to get the documents.
A: Details for assistance are in Q2003-0002
Q2003-0009: We need the index of the drawings. We can't find it in the document that we download on your page.
