RFI RESPONSES

RFI #1

Question : “The survey provided by Draper Aden does not match the existing conditions on the plans. Which of these do I use to compare with?”

Response : See Drawing Sheet C3.0 for existing and new elevations.

RFI #2

Question : “SPRINKLER - Please confirm if the building is to receive a fire protection sprinkler system. Sheet LS1.01 calls for Automatic Sprinkler System: 2013 NFPA 13 and UFC 3-600- 01 – but the drawings do not show a new fire service main to the building.”

Response : See Drawing Sheet LS 1.01 for instruction; automatic sprinkler system is not required for this building.

RFI #3

Question : 1) “On Sheet 10, it calls for approximately 465' of 6" C-900 waterline which is being connected to an existing 8" private main to the east of the site. Plans show approximately 84' to property line (S07*58'21"W) and stops. More information is needed for connection. Existing main is not shown, so we have no idea as to location, type of pipe (Ductile or C-900), or depth.

2) Does the 6" Fire Hydrant require a 6" gate valve? The plans do not show installation of a gate valve on the line.

3) Do they want a 2" valve in the line where it reduces from 6" to 2" so if they have any problems, they can isolate the 2" line?

Response : 1) See attached additional sheets C4.0A, E0.02A, and SK-1 entitled “Revised Waterline Drawing Sheets.

2) Include installation of 6” gate valve between building branch and hydrant. Add note to C4.0 “Install 6” gate valve between building branch and hydrant.

3) Add general note to sheet C4.0 ; “Install combination of mechanical water meter and shut off on 2” waterline approx. 5 feet from building.”

RFI #4

Question : “Is it required for the Mass Notification portion to have separate

Speaker strobes as the symbol legend shows on drawing E0.01? The UFC requires that there be one set of speakers shared by the fire alarm and the mass notification systems. The Mass Notification symbol should be for an Amber Strobe only not a speaker strobe.”

Response : Bid as designed. Correction required on Drawing Sheet LS1.01, building does require Mass Notification System.

RFI #5

Question : “According to the site visit notes released on 7/25/17, bid submissions are now able to be emailed. Is an electronic copy of the bid bond sufficient, or are originals required to be mailed?”

Response : We will NOT be accepting electronic bids on this project. All bid submissions shall be submitted in a paper format, including the bond.

RFI #6

Question : “Can a copy of the geotechnical report be provided? This is a crucial piece of information to allow for the amount of cut and fill to be determined for the site.”

Response : Document is attached for informational purposes only “200 WF Soil Report”. Bid as designed.

RFI #7

Question : “Is it required for the Mass Notification portion to have separate

Speaker strobes as the symbol legend shows on drawing E0.01?

The UFC requires that there be one set of speakers shared by the fire alarm and the mass notification systems. The Mass Notification symbol should be for an Amber Strobe only not a speaker strobe.”

Response : Bid as designed. Correction required on Drawing Sheet LS1.01, building does require Mass Notification System.

RFI #8

Question : 1. Speakers shall incorporate a high efficiency speaker for maximum output at minimum power across a frequency range of 150 Hz to 10,000 Hz, and shall have a sealed back construction. No such speaker exist. Standard frequency range is 400 to 4000 Hz, please clarify.

2. Ensure that a CIS value greater than the required minimum value is provided in each area where building occupants typically could be found. The minimum required value for CIS is .8. This cannot be achieved with the current speaker layout. Please clarify

3. The VDU shall be the secondary operator-to-system interface for data retrieval, alarm annunciation, commands, and programming functions. The desk mounted VDU shall consist of a LCD monitor and a keyboard. The VDU shall have a 12 inch minimum touch screen, capable of displaying 25 lines of 80 characters each.

Communications with the FACP shall be supervised. Faults shall be recorded on the printer. Please confirm this is required.

4. The tone generator shall be of the modular, plug-in type with securely attached labels to identify the component as a tone generator and to identify the specific tone it produces. This type of part has not existed since the 1970s, please clarify.

5. Submit data to indicate that the amplifiers have sufficient capacity to simultaneously drive all notification speakers at the maximum rating plus 50 percent spare capacity. Estimating there are 10 speakers tapped at .5 watts. That’s 5 watts required plus 50% for a total of 7.5 watts needed to get passing SIT scores. Based on this spec section you’ll actually need to provide 30 watts of power with a backup amp, please clarify.

Response : 1. Replace Specification 28 3176, paragraph 2.17, section A part 1.

With “Speakers shall conform to the applicable requirements of UL 1480. Speakers shall have six different sound output levels and operate with audio line input levels of 70.7 VRMs and 25 VRMs, by means of selectable tap settings. Tap settings shall include taps of 1/8, 1/4, 1/2, 1, and 2 watt. Speakers shall incorporate a high efficiency speaker for maximum output at minimum power across a frequency range of 400Hz to 4000 Hz, and shall have a sealed back construction. Speakers shall be capable of installation on standard 4 inch square electrical boxes. Where speakers and strobes are provided in the same location, they may be combined into a single unit. All inputs shall be polarized for compatibility with standard reverse polarity supervision of circuit wiring via the

FMCP.

2. Bid as designed in drawings.

3. Not required.

4. Remove Specification 28 3176, paragraph 2.14, section D.

5. Provide system as applicable to meet UFC and local/state/federal codes.

RFI #9

Question : Drawing S1.01 general note #3 states that the special inspector will be required under section 1704, 2012 UBC, for the inspections for the C- I-P concrete, earthwork and the PEMB system. Section 1704 of the UBC requires the owner/owner’s design professional “shall employ one or more approved agencies to perform inspections of work listed in section 1705”. No schedule of special inspections is included in the specifications. Specification section 31 2000 clearly states owner will provide special inspector for the required tests, there is no confirmation Owner is supplying the special inspector for the concrete and PEMB. Please confirm owner will be providing the special inspections for these divisions also.

Response : Bid as designed.

RFI #10

Question : Specification section 01 22 00 para 1.07 is stating, to provide unit pricing for 2 items (import, placement & compaction of fill soil and removal, export and disposal of unsuitable soils (cut)). For bidding purposes can you provide a quantity for each item requested? Also there is no unit pricing items shown on the bid form can you please clarify/provide?

Response : Delete specification section 01 2200 paragraph 1.07

RFI #11

Question : Specification section 01 50 00 paragraph 1.09 states “provide project identification sign of design, construction and location approved by Owner”. Please provide design, construction type and artwork required.

Response : Bid as specified

RFI #12

Question : Paragraph 3.6 for the grounding test states “comply with requirements in section 264113 Lightning Protection for Structures”, that section is not part of the specifications provided.

Please clarify and provide requirements for the test.

Response : 1. See Section 26 0526 for project grounding requirements.

2. Delete references in Section 32 3113 to Section 26 4113 Lightning Protection for Structures.

RFI #13

Question : 1. Spec section 133419 Paragraph 2.08.B specifies a galvalume finish for the roofing panels of the building. Paragraph 2.08.A is silent regarding the finish to be provided for the wall panels.

Paragraph 2.10.B requires a “precoated enamel on steel of modified silicone finish” for exterior surfaces of wall components.

a) What finish is to be provided for the wall panels?

b) Please confirm galvalume is actually wanted as the finish of the roof panels.

2. Spec section 133419, Paragraph 1.07.C requires a 5 year warranty for exterior building skin components. Presumably this requirement would apply to the roof panels as well. Paragraph 2.08.B states “…warranty not required” for the roof panels. Please clarify which of these two requirements is correct.

Response : 1. a. Replace Spec 13 3419, Section 2.08, Paragraph A with the following:“Siding: Basis of Design: Varco-Pruden RPR reverse-rib wall panel, 26 ga. minimum thickness galvalume panels, 70% PVDF finish - color to be decided by owner - (1 mil nominal thickness), with manufacturer's best quality corrosion-resistant through fasteners.

ga. minimum thickness galvalume panels, 70% PVDF finish – color to be decided by owner - (1 mil nominal thickness), Selected panel system must be available with 20 year weathertightness warranty (See Section 1.07 for warranty requirements).

2. Replace Spec Section 13 349, Section 1.07, Para C.1 with “Include manufacturer’s standard finish warranty for roof and wall panels.

Provide five year warranty on weather tightness of building enclosure elements after installation.

3. Spec Section 13 349, Section 2.10 refers to components and accessories, other than panels.

RFI #14

Question : Is the use of MC cable permitted on this project?

Response : Per Specification 26 0533 Part 3, Paragraph 3.01 use conduit as directed.

RFI #15

Question : Drawing C4.0 states “Extend communication lines to proposed building (by others)”, and drawing E0.02 shows the communication conduit as part of the electrical work. Please confirm who will be responsible for running the conduit from the existing building to the new proposed building. Will the same contractor be responsible for the cabling to include connection inside the new building? If this work is by others, please confirm general contractor will only be responsible to 5’ outside the building.

Response : Replace note on Drawing C4.0 to state “Extend communication duct to proposed building.” Refer to Sheet E0.02

RFI #16

Question : In rooms 111 and 112 is there a minimum required clearance from the finished floor to the bottom of the mainframe rafters?

Response : Per sheet A5.01 “Roof Bearing” height is 14’- 0”

RFI #17

Question : “The specification for interstitial line type, is it (closed cell or fiberglass)? Thickness (1 or 2 inches )? , and inner duct (perforated or solid)? is not in the specifications. Please advise.”

Regarding Specification: 233113 – Metal Ducts Plan Note #17 on Sheet M1.01

Response : Replace Note 17 on Sheet M1.01 with “Supply and Return Duct work of FCUs 5 & 6 are not insulated.”

RFI #19

Question : 1) On page 6 of the soils report, the second paragraph of section

4.1 states “undercutting to remove very loose soils should be anticipated”. We request further guidance to determine the extent to which the “very loose soils…” are to be remove and how much soil is to be removed.

2) On page 6 of the soils report, the first paragraph of section 4.1 states that the topsoil is to be removed to a depth of 8 inches to 18 inches. Since that is a very wide swing in the depth of topsoil to be removed, we request the owner provide the bidders the depth of topsoil we are to include in our bids.

Response : Attached Soil Report is for informational purposes only. Bid as designed in the drawings.

RFI #20

Question : 1. The electric specification mentions a ground ring around the building but there is nothing on the drawings. Please clarify if this is required.

2. Paragraph 27, Titled CONTRACTOR QUALITY CONTROL. We do not see a requirement for a separate Contractor Quality Control Manager (CQCM). Please advise if, as long as they are qualified, the Project Superintendent may also act as the SSHO and the CQCM during the construction phase of the Project?

52.219-2 EQUAL LOW BIDS. (OCT 1995)

(a) This provision applies to small business concerns only.

(b) The bidder's status as a labor surplus area (LSA) concern may affect entitlement to award in case of tie bids. If the bidder wishes to be considered for this priority, the bidder must identify, in the following space, the LSA in which the costs to be incurred on account of manufacturing or production (by the bidder or the first-tier subcontractors) amount to more than 50 percent of the contract price.

(c) Failure to identify the labor surplus area as specified in paragraph (b) of this provision will preclude the bidder from receiving priority consideration. If the bidder is awarded a contract as a result of receiving priority consideration under this provision and would not have otherwise received award, the bidder shall perform the contract or cause the contract to be performed in accordance with the obligations of an LSA concern.
